About this file

This is a Questions and Answers document clarifying requirements for solicitation N4215826Q0036, an on-site core sampling procurement for Norfolk Naval Shipyard (NNSY) under the Department of the Navy Naval Sea Systems Command. The document addresses ten inquiries regarding core sampling specifications, testing requirements, scheduling, and administrative procedures.

Core sampling specifications require samples with approximately 4-inch diameter and minimum 6-inch depth to determine asbestos/building material (A/B) presence in wall samples. Testing must adhere to Virginia state standards, with asbestos as the primary analytical concern. Laboratory analysis results must be documented in a report identifying sample numbers and results per building sampled. The proposal submission deadline is 21 September 2026 by 1500 hours. Clarifications note that Building 268 was removed from the sampling scope due to eliminated work requirements, and the Statement of Work was updated to remove erroneous language regarding trailer removal or demolition requirements and to address CLIN structure information. Personnel requiring DBIDS cards and NAVSEA badges for site access should allow approximately 10 business days from documentation submission for security determination, relevant to Group 1 sampling scheduled to commence 10 October 2026.
