ANSWERED
9.1 Preventative Maintenance 9.1 - The term “fully operational” in this statement “ensuring performance of all PM services required to maintain all equipment identified in Appendix
A in the fully operational condition as prescribed by the OEM guidelines or equivalent guidance” indicates that the equipment is now in a corrective maintenance state and not in a preventive maintenance state. We assume the IPE will need to receive corrective maintenance first before it can be brought back to a preventive maintenance state. Is our assumption correct?
During the condition assessments all IPE will be evaluated to determine if it is in a preventive maintenance or corrective maintenance state. If equipment is deemed to be in a corrective maintenance state during the condition assessments it will require corrective maintenance before preventive maintenance can be performed.
During our site visit at NNSY on July 28 th
, 2022, we were informed of a new trouble desk that was established for the purpose of logging trouble tickets and disseminating them to the contractor for evaluation and assessment. It is our understanding that this trouble desk would be the conduit between the contractor’s service reports and NNSY eFEM system for logging
IPE maintenance and repair activities. If this is the case, the contractor will receive a service call ticket for the assessment for the approval from the COR to initiate an assessment of an IPE.
Once approved, the contractor will mobilize a SME to the IPE for assessment and assembly of a quote for corrective maintenance. Is this assumption correct? If not, can the Government provide additional details on how the help desk will interface with the contractor?
The trouble desk is already established to interface with our maintenance department. Their priority is to ensure that all data is tracked and entered into eFEM so they will need to receive all
PM and CM reports. All PM and CM reports will be sent to the
COR by the contractor. The COR will forward reports to the trouble desk. The trouble desk will not be disseminating trouble tickets to the contractor for evaluation and assessment. The contractor shall establish a service call ticket after notification from the COR or TPOC and all task order funds must be approved by the KO per PWS.

Industrial Plant Equipment Maintenance Program
Questions Asked and Answered
Section 13.2.4 Storage or replacement parts/consumables: Since the contractor is required to provide offsite warehouse space local to NNSY for receiving and staging parts, consumables, and mobilizing maintenance and repair services. Will the Government pre-approve a vehicle with long term access to the CIA area to expedite shipping and receiving of these needed parts/items/consumables?
The awarded contractor of this solicitation will have to submit the required documentation specified in the PWS for vehicle entry and a DIBS/ Green NAVSEA Badge. Per conversation with Pass and ID, after a DIBS/ Green NAVSEA Badge is obtained, the contractor vehicle will receive a pass with CIA approved for one year and have to renew each year.
Laptops For Service Work: Laptops may be allowed into the CIA if first approved by NNSY Information Technology department.
We have Bluetooth devices such as a Ballbar Analyzer that can stay onsite permanently once approved but required a laptop to operate. Are tablets/laptops, once approved, eligible to remain onsite for use permanently?
Per conversation with C109 IT department, tablets/laptops approval is for one year and must be renewed each year.
Approved devices can remain onsite but must be accompanied with the NNSY asset authorization letter at all times. The government will not be held liable for the lost/theft of contractor tablets/laptops or other equipment left onsite at
Norfolk Naval Shipyard.
Section 6. mentions “Data Entry”. Will the contractor be provided with Computer Equipment (Laptops or Desktops) which will interface with EFEMs or other government computer & database systems?
No, there isn’t any verbiage in the PWS that requires the contract to submit reports to EFEM or other government database systems. Contractors would complete data entry on their computer equipment for service tickets, reports, etc. IAW with the PWS and CDRLs. Contractor computer equipment can be authorized in the CIA using the NNSY asset authorization.
DRFP Instructions Para 8. Bidders cannot provide the Government a realistic price for the effort based on the instructions due to the following limitations. - Some hardware/parts do not have specifications making it impossible to determine pricing. - No guidance is given as to what the associated hours in CLIN XX02 - CLIN
XX19 represent. This makes it impossible for the contractor to determine and for the Government to evaluate the appropriate labor categories and therefore pricing. - Will the Government revise its pricing instructions?
The Pricing Sheet for Preventive maintenance CLINs has been revamped and instructions have been revised.
DRFP Instructions 6.1. Subcontractor Past Performance Citation. The prime contractor is responsible for all performance on this contract.
Subcontractors may play a role in actual technical / maintenance on the contract but as stated in the evaluation criteria; “FACTOR 1:
Management Approach, and Factor 2: FACTOR 2: Manpower
Resources and Capabilities; are the responsibility of the Prime contractor. Given the above, could the Government remove the requirement for a subcontractor past performance citation?
The solicitation changed the verbiage after the draft to allow for a letter of commitment in place of (and/or) a past performance citation.
There is no provision for a transition period in the RFP. It would be beneficial to both the Government and the contractor’s success of the project to allow a transition period because of the necessity to assemble and collect data. Will the Government include a separately priced CLIN for a 120-day transition period?
No, there will not be a separate CLIN. The condition assessments, preventive maintenance, corrective maintenance and certification and calibration inspections verbiage in the PWS has been updated from within 60 days to within 120 days to allow contractors the allotted time to gather data.
Attachment 1 Pricing Sheet CLIN XX20 -We understand that these will be priced at the task order level, can we get clarification of whether the Government will provide NTE number to be evaluated at the proposal stage or state CLIN XX20 is not to be priced and will not be evaluated during this solicitation?
We have added a NTE constraint to the Corrective Maintenance
CLIN and updated the pricing sheet accordingly.
Section 13.2.4 - Storage or replacement parts/consumables: Since the contractor is required to provide offsite warehouse space local to
NNSY for receiving and staging parts, consumables, and mobilizing maintenance and repair services. Will the Government pre-approve a vehicle with long term access to the CIA area to expedite shipping and receiving of these needed parts/items/consumables?
The awarded contractor of this solicitation will have to submit the required documentation specified in the PWS for vehicle entry and a
DIBS/ Green NAVSEA Badge. Per conversation with Pass and ID, after a DIBS/ Green NAVSEA Badge is obtained, the contractor vehicle will receive a pass with CIA approved for one year and have to renew each year.
Section 15 WARRANTY OF PARTS: The RFP requires all maintenance and repairs, including parts, carry the standard commercial warranty from the time of repair for defects in material in workmanship for 12 months after the date of installation. Would the Government please recognize the industry standard for IPE warranty from OEM as 90 days?
Yes. The PWS has been updated to reflect this
Section 6. mentions “Data Entry”.
IAW with the PWS and
CDRLs. Contractor computer equipment can be authorized in the CIA using the NNSY asset authorization.
In section 17.5.1 “and sign the service call ticket”. May this be handled with an “electronic service call ticket, and maintenance scheduling application, allowing COR, TPOC, or Designated Alternate to digitally sign or approve the ticket?”
This is a possibility, however more information would be needed on the maintenance scheduling application.
CLIN XXX1 has a quantity of one, based on current DFAS direction that would only allow for one payment each period of performance. Will the Government change the quantity to 12 with the unit of Lot, this allow monthly recurring administration and training payments?
Yes, CLINs have bee updated as 12 months.
CLIN XXX2 – XX19 each have a quantity of one with a lot of 1, based on current DFAS direction that would only allow for one payment each period of performance. Will the Government change the quantity to
12 with unit of Lot, this will allow for monthly invoices for the actual machines your service during each month?
Yes, CLINs have bee updated as 12 months.
Paragraph 13. References Consumables, Replacement parts and materials to be priced at TO level. This should state more of an order against the NTE CLIN rather than pricing at task order and require pricing of parts unless they are parts that you use for the maintenance.
Parts related to corrective services will be orders against the
Corrective Maintenance CLIN.
Paragraph 21.5 references ceiling limits and FAR 52.216-19 Order
Limitations is blank, are there limitations based on these 2 clauses?
FAR 52.216-19 has been filled in.
Pricing - Does the government intend to issue both delivery orders and task orders against this IDIQ?
The Government intends to issue Task Orders only.
The equipment list (APPENDIX A.pdf) now has no “Tier 1” equipment.
a. The list posted on the July 1st update has 590 total items: 131 Tier 1 and 459 Tier 2. The PDF is 14 pages long. 11 of those contain equipment items.
b. The list posted on the July 25th update has 458 total items: 0 Tier 1 and 458 Tier 2. The PDF is 8 pages long, all 8 of which contain equipment items.
Unfortunately a filtered equipment list was uploaded and some Teir
1 pieces of equipment were inadvertantly left out. The Appendix A has been updated. Be advised this change also changed the CLIN numbering.
The PPQ survey (Exhibit 2 PPQ.pdf) has numeric performance ratings in the intro but undefined letter-based ratings for each question.
a. Section 2. Explanation of codes: 5 – Outstanding … … 0 – Not
Applicable.
b. Section 4. Assessment Elements: How would you … satisfaction? HA
/ A / M / U / N
Exhibit 2 has been updated to include a consist numerical rating system.
While the PWS mandates the provision by offeror of an offsite warehouse facility (see 13.2.4 Storage [f]or replacement parts/ consumables), there is no section in the Attachment 1 – Pricing
Sheet.xlsx to include the cost of this item (same applies to fleet vehicles, PPE, required inspection instruments such as lasers, etc.). Is the Navy’s intent that these costs be distributed across and consolidated into the various Fully Burdened Rates for each position?
The Government is not giving direction on how to charge however historically these types of charges are covered in overhead and/or
G&A.
