STATEMENT OF WORK

1. Background: Norfolk Naval Shipyard’s (NNSY) Welding Engineering Division maintains large quantities of paper records that currently do not have redundant back-ups. In order to comply with record management requirements additional back-ups must be generated. The NNSY Welding Engineering Division requires approximately 230,000 pages of documents to be scanned, post-processed and indexed. Items to be scanned include standard 8.5”x11” sheets of paper, photographs and large technical drawings that do not exceed

11”x17” in size. Documents include old “onion skin” sheets of paper dating back to ~1920’s era and will require flatbed scanning with additional care to prevent damage. All scanning must take place onsite at Norfolk

Naval Shipyard.

2. Scope: The following sets forth the minimum requirements and deliverables to supply document scanning services for the Welding Engineering Division of Norfolk Naval Shipyard.

3. Security Clearance: Contractor must be able to provide proof of US citizenship and complete the SECNAV

5512 form & CVS spreadsheet required to receive a DBIDS and NAVSEA badge for entry onto the naval installation. If required, sponsorship will be provided by the Welding Engineering Division. Cameras of any type and electronic recording devices are strictly prohibited and will be confiscated, and personnel security privileges may be revoked.

4. Contractor Responsibilities: Contractor shall coordinate all services with the technical point of contact.

Contractor shall provide personnel support for the services in this statement of work during the hours of 0720-

1550, Monday – Friday. Contractor shall furnish all supplies, equipment, computers, and scanners (high speed and flat bed), required to perform the requirements and deliverables to supply document scanning servicing in accordance with this statement of work. Contractor shall store and maintain digital copies of each record 90 days past period of performance.

5. NNSY Responsibilities: NNSY will provide sample documents. NNSY will provide 230,000 pages that will be held together by bindings, staples, clips, and/or fasteners, in file folders. A high level manifest of the file collection will be provided to the Contractor to distinguish which files require digitization and file naming convention. NNSY shall provide two (2) separate 5TB (terabyte) external hard drives for final project storage.

NNSY will also provide working space at the Welding Engineering Lab located at Norfolk Naval Shipyard, Building 234, 2nd Floor, Portsmouth, VA 23709. A large bay welding lab will be sectioned off to allow adequate space to perform document prep, scanning, and reconstruction.

6. Deliverables:

Sign off sample for authorization to proceed prior to moving forward with project.

300dpi bitonal (with color detection ON) multipage searchable PDF per file folder named by series of numbers on file folder tab. Naming convention to be provided on manifest from NNSY.

File PDF shall provide the ability to search contents of the scanned text.

All scanning must be completed onsite at NNSY; post processing, indexing, QC may be completed offsite pending security approval.

Price shall be quoted per page with the option to add additional documents if required.

Intermediate quality checks provided to NNSY every 10,000 pages.

Delivery of final project on external hard drives, redundant copies on 2 separate hard drives provided by

NNSY.

7. Preparation & Reconstruction Requirements:

Cross-check inventory of material with provided manifest to identify discrepancies.

Document destruction: All types of bindings, staples, clips, and fasteners will be removed by the contractor as required.

Document reconstruction: replacing bindings, staples, clips, and fasteners or placing documents back on to binder posts is not required.

Documents shall be placed back in their folders in the original order.

Documents can be removed from their folders and prepped for continuous scanning.

8. Scanning Requirements:

Most materials will be scanned destructively Using high speed paper scanners

Some images, drawings and older “onion skin” sheets will require the use of a flat bed for scanning.

Scanning output shall be 300dpi bitonal (With Color Detection ON) multipage searchable PDF per folder.

Entire collections shall be scanned in same color orientation, i.e. bitonal with color detection.

Post it notes covering text shall be moved during preparation to a clear area of the page, or to the back of the page and are not required to be returned to their original location.

Additional care shall be taken when scanning older fragile documents i.e “onion skin” sheets. Any fragile document shall be scanned using a flat bed scanner and not a high speed scanner.

Pages shall be deskewed and cropped as necessary.

Pages shall be rotated for right reading.

9. File Naming: Name digital files by series of numbers found on the file folder tabs.pdf. Additional guidance will be provided in the manifest from NNSY.

10. Quality Control: Minimum 10% post process review of all output data and files performed by contractor. If any deliverables do not meet project requirements, the service provider will make necessary corrections at no cost to Norfolk Naval Shipyard.

11. Delivery Media and Method: Delivery of files on external hard drives, redundant copies on 2 separate hard drives shall be provided.

REQUIREMENTS FOR ACCESS TO NAVY INSTALLATIONS

Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. Further information regarding DBIDS can be found at www.cnic.navy.mil/om/dbids.html

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

The Government will conduct a lowest price technically acceptable source selection process using the policies and procedures of FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items.

This acquisition process will be used in the evaluation and award of the contract.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Submission (Technical Capability Certification Chart within Attachment A).

Price

Award(s) will be made for the technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price to the Government.

The quoted prices of all technically acceptable items will be evaluated and the Contracting Officer shall assume, for the purpose of making multiple awards, that $500 would be the administrative cost to the Government for issuing and administering each contract award under this Request For Quotation.

Technical Acceptability: Will be determined by reviewing the technical capability certification chart (per

Attachment A) submitted for each item (or specification) to ensure that all of the technical requirements identified are met. Technical acceptability will be defined as follows:

Technical Ratings

Rating Description

Acceptable Quote meets all of the requirements identified.

Unacceptable Quote does not meet all of the requirements identified.

Failure to meet any technical requirement for an item (or specification) will make the quotation unacceptable for that item (or that specification).

If an item (or specification) is technically unacceptable, its price will not be considered for award.

Price: The estimated amount for each line item will be added together to determine the total estimated price which will become the evaluated price.

The vendor’s proposed price will be evaluated on the basis of price reasonableness. All prices must be considered fair and reasonable as determined by the Government. Price quote shall be held firm for sixty (60) days.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (MAY 2022) ALTERNATE I (OCT 2014)
