SOLICITATION N4215821QN014

AMENDMENT 1

1. If these requirements are being performed by a contractor currently or have been performed in the past?

This is a new requirement.

2. Could you please provide the associated incumbent contract or task order numbers?

This is a new requirement.

3. Do all meteorologists need to be CCM or just the lead forecaster of the team?

The requirement is to have a CCM available 24 hours daily to discuss threats to and clarify forecasts for NNSY/Portsmouth, VA.

4. Do other qualifications such as advanced degrees or time in industry/experience suffice for AMS certification requirements?

Negative. The AMS certification is the requirement.

5. Do you anticipate overnight briefings or will overnight correspondence mainly be limited to “on call/as needed”?

Overnight briefings and correspondence are not planned. Even though national or regional conditions may not warrant an ad hoc overnight response, our local conditions and high value assets require that we have a responsive partner in weather monitoring and notification at all times. Our work force is engaged around the clock.

6. We were curious about line item #28 on the SF 1449. It states “CONTRACTOR IS REQUIRED

TO SIGN THIS DOCUMENT AND RETURN 2 COPIES TO ISSUING

OFFICE. CONTRACTOR AGREES TO FURNISH AND DELIVER ALL ITEMS SET FORTH

OR OTHERWISE IDENTIFIED ABOVE AND ON ANY ADDITIONAL SHEEST SUBJECT

TO THE TERMS AND CONDITIONS SPECIFIED”.

Does this mean you need us to include 2 copies of the same file within the response email?

Please provide one (1) copy.

7. The solicitation states it was prepared in accordance with the information in Federal Acquisition Regulation (FAR) Part 13 using Simplified Acquisition Procedures (SAP). The simplified acquisition threshold is stated to mean $250,000 (2.101) but subsection 13.5 mentions special authority for acquisitions exceeding the simplified acquisition threshold but not exceeding $7.5 million. Can you clarify if this RFQ is limited at $250,000 or $7.5 million?

This solicitation is using FAR Part 13 Simplified Acquisition Procedures.

8. Given that the due date on the solicitation has been extended, would it be possible for Earth Networks to amend its submission?

Due to the solicitation amendment, vendors can amend their submission.
