Section SF 1449 - CONTINUATION SHEET
STATEMENT OF WORK
Norfolk Naval Shipyard (NNSY) requires a site specific web-based interactive live-weather forecasting, monitoring and warning service to ensure its personnel are informed of and protected from destructive weather hazards, such as high winds, heavy rain, flooding, lightning, snow/ice, hail and extreme temperatures. At a minimum, service shall include:
24 hours per day, 7 days per week customized monitoring of the weather – current and forecasted conditions – for Norfolk Naval Shipyard proper (Portsmouth, VA 23709) and outlying areas at varying customizable radius with a minimum radius of 2.5 miles.
The contractor shall provide for weather forecast and reporting system customized for NNSY and its geographic location. The term “customized” includes all relevant system parameters (e.g., specific weather phenomena, alert/warning criteria (i.e., distance and/or time), coverage area, etc.). The surrounding area(s) shall be covered for Norfolk Naval Shipyard and the four installation areas: NNSY proper, St. Juliens
Creek, Southgate and at Scotts Center. These areas are within a 2.5 mile radius from the approximate center of NNSY.
Advance alerts and warnings. Note: Alert means that the contractor is notifying NNSY that conditions are prevalent or favorable for destructive weather. Warning means that destructive weather is imminent.
NNSY requires warnings (indication of imminent severe weather) at a minimum of 5 minutes. However, the contractor should be capable of providing earlier warnings dependent on the specific weather parameter. The contractor should be able to adjust minimum warning times as needed to ensure personnel safety at NNSY.
NNSY thresholds for warning notifications are:
o Tornadoes within 20 mi with 20 min. of ideal lead time o Lightning within 5 mi with 20 min. of ideal lead time or greater o Winds of 30 mph with 20-30 min. of ideal lead time or greater o Rain of 1” in 12 hrs. or 0.5” in less than 1 hr or greater o Snow of 1” with 4 hrs. of ideal lead time o Any ice with 4 hrs. of ideal lead time o Flooding from high tides/seas/storm surge.
Alerts or warnings shall be texted to designated NNSY personnel (estimated between 20 and 30).
Warning delivery system shall provide contractor personnel with an automated confirmation feedback method to ensure that NNSY personnel have received and acknowledged the warning message. The warnings shall be based on specific weather parameter and corresponding radius from the shipyard. The contractor will also notify NNSY when the warning condition has cleared.
In the event that NNSY personnel do not acknowledge the warning (approximately 3 minutes from warning issue), the contractor shall make telephonic contact with the Shipyard Duty Office (SYDO) to ensure receipt and acknowledgement of the warning. Confirmation of receipt for warning is required. If the contractor is unable to obtain confirmation of receipt via phone call to the SYDO, the contractor will call the secondary SYDO phone number on the call list.
The contractor shall provide live, trained and AMS-certified meteorologists on their staff, who continuously monitor weather conditions 24 hours per day, 7 days per weeks, and 365 days per year. An
AMS-certified meteorologist is to be available for on-demand, real-time, live consultations and/or briefings with NNSY personnel.
NNSY requires the contractor to provide a daily weather forecast via email to designated NNSY personnel
(estimated between 10 and 20). The contractor shall issue the forecast to NNSY no later than 0700 EDT and the forecast should cover a minimum of 24 hours. It should contain industry standard weather parameters (including items such as high and low temperatures, humidity, rain/snow fall rate, rain/snow fall total, wind, and probability of thunderstorms and lightning).
The contractor shall provide on-line access to their website to allow multiple NNSY personnel (estimated between 10 and 20) to monitor weather systems at NNSY and its surrounding area.
Identification of equipment/unit to be serviced:
Not applicable. NNSY does not desire or require any hardware/software installation. All services shall be web-based.
Government Point of Contact – To be determined.
SAFETY
"Per FAR 22.102-1(a) entitled "Safety", Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements and Norfolk Naval Shipyard OSHE Program Manual, NAVSHIPYDNORINST P5090.2 requirements or safety requirements for site specific location of the contract.
a. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to
Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow
Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and
Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under

Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.B-1 through B-3 of
OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY
LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.

c. Names and contact information for NNSY LOTCs and/or the Facility Custodian will be provided by NNSY
TPOC and/or CORs set forth elsewhere in this award document.”

REQUIREMENTS FOR ACCESS TO NAVY INSTALLATIONS
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. Further information regarding DBIDS can be found at www.cnic.navy.mil/om/dbids.html
