QUESTIONS AND ANSWERS #2; 27 August 2013

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Will costs associated with security clearance checks be incurred by the Government?

ANSWER: No. All costs associated with the security requirements of the RFP and resulting contract shall be incurred by the Contractor and shall be included in the firm-fixed-price offer.

2. Is a VHF Marine Transceiver and boat hook required to be provided by the Contractor or will this be Government furnished equipment?

ANSWER: There will not be any equipment provided by the Government under any resulting contracts. Section 5 of the Performance Work Statement (PWS) outlines the required safety and other equipment to perform this work. The VHF Marine Transceiver and Boat Hooks are indicated as examples of the equipment which may be needed to complete this work. Per Paragraph 5.1 of the PWS, the Contractor will be responsible for providing all equipment necessary to safely perform the line handling services required under any resulting contracts. Additionally per Paragraph 5.2, the Contractor is required to ensure that LHT personnel are properly equipped to perform line handling services. It is up to the Contractor to determine the necessary equipment per Section 5 of the PWS.
