About this file
This document is Amendment No. 4 to Phase One of a Request for Proposals (RFP) for Military Family Housing (MFH) and Unaccompanied Housing (UH) for Joint Region Marianas, issued by the Department of the Navy (DON) through Naval Facilities Engineering Systems Command (NAVFAC) Pacific. The amendment addresses six unanswered questions from the previous amendment, which will be further defined in Phase II of the procurement. Potential offerors are instructed to submit proposals following the Phase I Instructions to Offerors, with a focus on completing Attachment 1 and understanding the Phase I Evaluation Criteria that will determine which proposals advance to Phase II.
The unanswered questions include technical and logistical inquiries such as restrictions on construction material sourcing, potential waivers for H1B/H2B visa costs, Jones Act exemptions, tariff waivers, housing exterior material options, and clarification on Unaccompanied Housing configurations. The RFP number is N40192-25-RP-00030, dated 17 October 2025, and is specifically for housing projects in Guam and the Marianas Islands. The amendment emphasizes that all other terms and conditions of the original RFP remain unchanged, and the question submission deadline has passed.
