About this file

This amendment to a solicitation provides changes and clarifications to the requirements for Small Business Design-Build Multiple Award Construction Contracts for various locations in Guam. Key details include:

  • The submission location for Phase One non-price proposals is changed from Instructions to Proposers to Phase One Non-Price Proposal. Electronic submission is required by June 24, 2021 with confirmation of receipt, and hard copies are due within five business days.

  • Additional documentation requirements are added, including confirmation of submission of VETS-4212 reporting for applicable offerors. Relevant experience documentation must be provided for all joint venture and limited liability company members. Mentor/protégé agreements may be considered to balance lack of individual experience.

  • The North American Industry Classification System code is 236220 for commercial and institutional building construction with an annual size standard of $39.5 million. Contract term is five years with three one-year options for a maximum of eight years totaling $600 million across multiple awards.

  • The solicitation uses two-phase design-build selection and will award to responsible offerors providing best value based on price and non-price factors. The procurement is restricted to small businesses only.
