EVALUATION
31 Naval Facilities Engineering Command Marianas
BASIS FOR AWARD
• The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the lowest priced, technically acceptable offer.
• The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)).
• The number of proposals to be evaluated for technical acceptability may be limited to the lowest priced offer at the discretion of the Contracting Officer. If the number of proposals to be evaluated is limited, the technical proposal shall be provided to the evaluator(s) without any identification of price. If the lowest priced proposal is not found to be technically acceptable then the next lowest price proposal shall be evaluated. The process described will be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable proposal.

32 Naval Facilities Engineering Command Marianas
BASIS FOR AWARD (cont.)
• The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
• If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
• The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
• An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award.
An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.

EVALUATION FACTORS FOR AWARD
The solicitation requires the evaluation of PRICE and the following NON-PRICE factors:
FACTOR 1 – OFFEROR EXPERIENCE
FACTOR 2 – MANAGEMENT PLAN/QUALITY CONTROL
FACTOR 3 – SAFETY
FACTOR 4 – PAST PERFORMANCE
The distinction between Offeror Experience and Past Performance is Offeror Experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past Performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
34 Naval Facilities Engineering Command Marianas
BASIS OF EVALUATION - PRICE
The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options, however evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
• Comparison of proposed prices received in response to the RFP.
• Comparison of proposed prices with the IGCE.
• Comparison of proposed prices with available historical information.
• Comparison of market survey results.
35 Naval Facilities Engineering Command Marianas
BASIS OF EVALUATION - FACTOR 1:
OFFEROR EXPERIENCE
• The Government will focus on whether the Offeror demonstrates extensive experience in recent, relevant Safety & Occupational Health services projects. The Offeror’s experience demonstrates a strong ability to manage Safety & Occupational Health service projects, with little to no risk of achieving solicitation requirements. For purposes of this evaluation, a relevant project is further defined as referred to in Annex 0404000 – Safety, under Performance Work Statement (PWS) Spec Item 3 (Recurring Work) and incidental related work.
• Recency of the evaluated project will also be considered. For purpose of evaluation, recent is considered to be a project within the past 5 years and relevancy is based on similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming effort required, if any.
• Any projects submitted in excess of 5 will not be considered
36 Naval Facilities Engineering Command Marianas
BASIS OF EVALUATION - FACTOR 2:
MANAGEMENT PLAN/QUALITY CONTROL
The Government will evaluate:
• the management and quality approach considering the extent to which the Offeror demonstrates a clear understanding of the requirements of the project;
• the effectiveness of the Offeror’s project management plan and structure for performance, and the ability to utilize such objectives to successfully meet the safety & occupational health services requirements of this contract;
• whether key personnel proposed meet or exceed the stated minimum requirements in terms of experience, education, and training and that the Offeror’s succession plan demonstrates a plan to address personnel shortfalls and a process to recruit and retain qualified personnel;
and
• whether the quality control measures are appropriate to successfully perform the PWS requirements, as well as the effectiveness of the Offeror’s plan for management of subcontracted efforts.
•Failure to address all submittal components will result in an unacceptable rating.
37 Naval Facilities Engineering Command Marianas
BASIS OF EVALUATION - FACTOR 3:
SAFETY
The evaluation will collectively consider the following:
• Experience Modification Rate (EMR)
• OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) and Total Recordable
Case (TRC) Rates
• Offeror Technical Approach to Safety
• Other sources of information available to the Government.
38 Naval Facilities Engineering Command Marianas
BASIS OF EVALUATION - FACTOR 4:
PAST PERFORMANCE
The evaluation will consider:
The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:
- A pattern of successful completion of tasks;
- A pattern of deliverables that are timely and of good quality;
- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and
- Recency of tasks performed that are identical to, similar to, or related to the task at hand.
39 Naval Facilities Engineering Command Marianas
ADJECTIVAL RATINGS/DESCRIPTIONS
The following adjectival ratings and rating descriptions will be used to assign a rating to each non-cost/price factor:
Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings below:
16 December 2019
Table 1. Non-Cost/Price Factor Acceptable/Unacceptable Rating Method Adjectival Rating Description Acceptable Proposal meets the minimum requirements of the solicitation.
Unacceptable Proposal does not meet the minimum requirements of the solicitation.
Table 2. Past Performance Evaluation Rating Method Adjectival Rating Description Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown.
Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.
Presenter
Note: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability a neutral rating shall be considered “acceptable.”
