About this file
This document provides details of Solicitation N40192-20-R-2700 issued by the Department of the Navy Naval Facilities Engineering Command. The solicitation is for Historically Underutilized Business Zone (HUBZone) design-build multiple award construction contracts for various locations in Guam, with a total maximum value of $400 million over eight years. The solicitation uses a two-phase selection process to award up to ten indefinite delivery indefinite quantity contracts for design, construction, and construction-related services. Phase one will evaluate offeror past performance and experience, selecting the most qualified to submit proposals in phase two, which will evaluate technical and price factors. The solicitation is 100% set aside for certified HUBZone small businesses. Task orders will range from $250,000 to $10 million. Offerors can view the solicitation on SAM.gov and must submit any request for information at least ten days before the proposal receipt date.

VARIOUS LOCATIONS, GUAM
QUESTION 36: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 3 Past Performance. For Design Past Performance Questionnaires, is the Prime contractor considered the client if the design was done under a design build contract for NAVFAC, or is NAVFAC the client? Please clarify if Prime contractors can complete design PPQs if they are also the Prime contractor offeror responding to the RFP.
Answer 36: Yes. On a design-build contract, the design firm is a subcontractor. Therefore, the Prime contractor on a design-build contract should complete the Design PPQ as the client. Refer to Question 11 in Notice 2.
QUESTION 37: Reference RFP Part 1 SF1442 Section 00 21 16 Paragraph 3.3 Proposal Submission.
Due to employees working from home and not having access to printing facilities as well as to prevent the spread of COVID-19, would the Government please consider electronic submission of proposals through DoD SAFE?
Answer 37: No. Phase One proposals in response to this RFP must be submitted in the format and number of copies specified in the referenced section.
QUESTION 38: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 2 Experience. Would the Government please consider extending the project completion period to ten years? This extension will allow us to represent the breadth and depth of our experience to the Government’s benefit.
Answer 38: No. The proposal submission requirements for Factor 2 Experience remain unchanged.
Projects submitted shall be completed within the past 5 years of the date of issuance of this RFP.
QUESTION 39: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 1 Technical Approach. For the “Letter of Commitment” for the proposed list of subcontractors, should an original signed copy of the document prevails, or is this should be notarized also like the Teaming agreement?
Answer 39: Original signed Letter of Commitment is acceptable.
QUESTION 40: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 3 Past Performance. Will PPQs prepared by the Prime DB Contractor for whom we worked as the DOR be acceptable? If so, would a PPQ from the NAVY FEC for which we worked for be more highly rated?
Answer 40: Yes, PPQs prepared by the Prime DB Contractor for the DOR are acceptable. No, PPQs will be rated based on the quality of the work accomplished, schedule compliance, client satisfaction, etc.
and not based on the client source.

QUESTION 41: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 2 Experience and Question 1 in Notice 1. Will NAVFAC Marianas please clarify the definition for project completion for the Designer?
If a project has a completed design prior to the date of the solicitation, can that project be submitted as a relevant project for the designer—even though construction has not been completed?
Answer 41: Yes.
QUESTION 42: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 2 Experience. Guam is a very challenging place to execute 5 concurrent projects in the $1M - $10M range without outgrowing the HUBZone size standard. Please consider increasing the project relevancy criteria of completion in the last 5 years to allow for completion of projects in at least the last 7 years. We believe granting this extension is always in the best interest of the government and the taxpayer, and will result in further qualified candidates which increases competition for this mission critical NAVFAC Marianas HUBZone Design- Build MACC program.
Answer 42: Refer to Question 38.
QUESTION 43: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 2 Experience. RFP page 23/67, paragraph (a) (i) and (ii) state that both construction and design experience references must have a minimum construction cost of $1 million. However, RFP page 61/67, paragraph 6 (c) states that ‘task orders will range between $250,000 and $10,000,000’. Given that the anticipated task order range includes projects valued at $250,000, we request that NAVFAC consider allowing construction and design experience references with a minimum construction cost of $250,000. Not only would this minimum allow offerors to demonstrate the ability, but also the willingness to perform future task orders which fall within the lower range of the anticipated values.
Answer 43: The proposal submission requirements for Factor 2 Experience remain unchanged. Projects submitted shall have total construction costs of at least $1 million.
QUESTION 44: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 6 Price. RFP Phase 2, Factor 6, Price indicates that offerors whom make the down selection to phase 2 will be required to submit evidence of bonding capacity as part of their phase 2 proposal. We respectfully suggest that it be considered that this requirement be added to phase 1. By requiring evidence of bonding capacity as part of phase 1, the Government will be assured that the phase 2 evaluation will not be impacted by offers which do not meet surety requirements.
Answer 44: The proposal submission requirements for Factor 6 Price remain unchanged.
QUESTION 45: Reference RFP Part 1 SF1442 Section 00 22 16 Factor 1 Technical Approach. The COVID-19 situation has greatly impacted the SBA in terms of approving All Small Mentor Protégé Program (ASMPP) applications. We were told approvals are now taking the SBA up to three (3) times the normal amount to approve ASMPPs. Given this NAVFAC HUBZone DBMACC competition is a Two-Phase competition, and pricing is not tendered until Phase II, we are seeking an Amendment to adjust the Request for Proposal (RFP) to allow entities to submit a Phase I proposal with an “unapproved” ASMPP with evidence that the entity has submitted an executed ASMPP application with the SBA.
Answer 45: The Government will not amend the RFP. The Offeror shall submit a fully executed true and authentic copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the Offeror’s team for Factor 1 Technical Approach.
