HUBZONE DESIGN BUILD MULTIPLE AWARD CONSTRUCTION CONTRACT

VARIOUS LOCATIONS, GUAM

QUESTION 1: Reference RFP Part 1, SF1442 Section 00 22 16, Factor 2 Experience. Can we use ongoing contracts that are completed 75% and above for construction experience?

Answer 1: No. Projects submitted for construction and design experience in Factor 2 shall be 100% completed within the past 5 years of the date of issuance of this RFP. Do not submit experience information for ongoing contracts. Projects submitted that are not completed within the past 5 years of the date of issuance of this RFP will not be considered relevant projects.

QUESTION 2: Reference RFP Part 1, SF1442 Section 00 22 16, Factor 2 Experience. Are we able to submit projects which are less than 100% complete? For example, projects at red zone/75% complete or with interim CPAR?

Answer 2: No. Refer to Question 1.

QUESTION 3: Can the design firm be a Lead Designer for more than one Contractor?

Answer 3: No. An Offeror’s proposed Lead Design Firm (LDF) cannot enter into more than one (1) partnering agreement with other Offerors.

QUESTION 4: Reference RFP Part 1, SF1442 Section 00 22 16, Factor 3 Past Performance. Does this factor call for only 100% completed projects or can we also submit interim CPARS/PPQ for ongoing contracts? If so, how much % of contract completion is acceptable?

Answer 4: For Factor 3 Past Performance, submit CPAR evaluations and PPQs for completed relevant projects submitted under Factor 2 Experience. Do not submit past performance information for ongoing contracts. Refer to Question 1.

QUESTION 5: We have an interim CPAR evaluation for a project that is only pending final testing and commissioning. Can we include this with our bid?

Answer 5: No. Refer to Question 4.

QUESTION 6: Reference RFP Part 1, SF1442 Section 00 22 16, Factor 2 Experience. Is the Offeror able to submit construction experience and past performance for completed projects wherein a change modification (3% of the final contract amount) for an installation enhancement to the user's benefit was released after the project's complete and useable facility had been turned over, accepted and "SAT-TO" executed?

N40192-20-R-2700 Phase One Notice 1

Answer 6: Yes, provided the work ordered in the modification is completed within the past 5 years of the date of issuance of this RFP. Please ensure the total value of the project includes all modifications, if any.

QUESTION 7: Is the Offeror able to submit construction experience and past performance for completed projects that are not Design-Build type of construction?

Answer 7: Yes. Projects submitted for construction experience and past performance do not have to be design-build. Relevant projects that demonstrate design-build experience may be considered more favorably than those that do not have design-build experience.

QUESTION 8: Reference RFP Part 1, SF1442 Section 00 22 16, Factor 3 Past Performance. Is the Offeror able to submit PPQs that were completed prior to this solicitation and were not previously submitted for other RFPs, however, still utilizing the same NAVFAC Form PPQ-0 template?

Answer 8: Yes. Only submit PPQs for projects that do not have completed CPARS evaluations.
