AMENDMENT 0001
A. Solicitation provision FAR 52.252-3 Alterations in Solicitation (APR 1984) is hereby added to Section 00100 - Bidding Schedule/Instructions to Bidders.
B. In accordance with FAR 52.252-3 Alterations in Solicitation (APR 1984), portions of this solicitation are altered as follows:
1. Revise referenced paragraphs in Section 00100 Instructions to Offerors, paragraphs 3.1.f.iv. and
3.1.f.v. as follows:
In paragraph iv.: replace “paragraphs (a) through (c)” with “paragraphs (i.) through (iii.)”.
In paragraph v.: replace “paragraphs (a) through (d)” with “paragraphs (i.) through (iv.)”.
2. Replace paragraph in Section 00210 – Evaluation Factors For Award, paragraph 1.3 as follows:
1.3 BASIS OF AWARD
a. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
b. All technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.
c. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.
3. Revise the definition of experience in Section 0210 – Evaluation Factors For Award, paragraph 2.3.c.
Definitions as follows:
“EXPERIENCE: Pertains to work previously performed by an Offeror, which is the same or similar to the work required under this contract.”
C. Request For Information (RFI) Notice 1 is provided in response to requests for information and is provided herein as Enclosure (1). Notice 1 is provided for INFORMATION ONLY. The solicitation remains unchanged unless it is amended in writing.
D. The date for receipt of proposals remains unchanged at 27 April 2018 at 4:30pm local time.

FY18 MILCON PROJECT DESC P-1709
CONSTRUCT FUEL TRUCK OFFLOAD FACILITY
ANDERSEN AIR FORCE BASE, GUAM
QUESTION 1: Reference RFP Part A, SF1442, Section 00210, Factor 1. Recent, Relevant Experience of the Offeror, Paragraph 2.3(d.)(1)(a)(vii). Would the government find it acceptable to utilize past experience & performance from its Key senior staff as company experience? It can be demonstrated the senior staff is fully committed to the project and brings a wealth of experience to the project.
Answer 1: No. Experience is work previously performed by the offeror or the contractor submitting the proposal.
QUESTION 2: Reference RFP Part A, SF1442, Section 00010, Section 00100. Bidding Schedule/Instructions to Bidders, Paragraph 4.b. Per the RFP, interested attendees base access must submit a Base Access Contractor Memo. If one of our attendees has a CAC and already has access to Andersen AFB, do we still need to submit this information for them?
Answer 2: No. Any attendee who already has base access to Andersen Air Force Base, Guam is not required to submit a base pass request.
QUESTION 3: Reference RFP Part A, SF1442, Section 00100, Paragraphs 3.1. Please confirm that we may use 10 point font and are not required to use 10 pitch. Pitch refers to characters per inch (spacing horizontally) whereas point refers to a font size. A 10 point font would be the same size, but would have proportional spacing (like Times New Roman) rather than fixed spacing (like Courier), making for an easier document to read.
Answer 3: Point-sized fonts such as "Times New Roman" or "Arial" are acceptable. The intent of the referenced proposal instruction is to submit proposal documents printed at no less than 10-pitch as the preferred spacing between characters, which would more likely apply to fixed fonts like the "Courier" font.
QUESTION 4: Reference RFP Part A, SF1442, Section 00100, Paragraphs 3.1and 3.2. The RFP directions state that a cover letter shall accompany the non-price and price proposals. In paragraph 3.2, Proposal Parts, it doesn’t list the Cover Letter and Joint Venture Agreement (if applicable) under the Price Proposal, and states that we are to submit only the information/exhibits required. Please confirm that the Cover Letter and Joint Venture Agreement should also be included in the Price Proposal.
Answer 4: Proposals in response to the solicitation are divided into price and non-price proposals, which constitute a single proposal. As such, a cover letter is to be included with the proposal. However, because they are submitted separately, the cover letter shall be included with the non-price proposal.
RFI Notice 1 - N4019218R1300 Enclosure (1)
QUESTION 5: Reference RFP Part A, SF1442, Section 00100, Paragraphs 3.1.f. Paragraph iv states “The contract shall be signed by each participant in the joint venture in the manner prescribed in paragraphs (a) through (c) above for each type of participant.” Should this refer to paragraphs i through iii instead of (a) through (c)? Similarly, paragraph v refers to paragraphs (a) through (d). Should this be paragraphs i through iv?
Answer 5: Confirmed. Refer to Amendment 0001 for revision to Section 00100 of the RFP.
QUESTION 6: Reference RFP Part A, SF1442, Section 00100, Paragraphs 7. Per the SBA rules, 8(a) joint ventures may not be populated. Unpopulated joint ventures are not required to submit VETS-4212 reports because they have no employees. Should we submit VETS-4212 reports for each joint venture member with our proposal so that the government can confirm we are compliant, or will the government check the system based on the information provided for each joint venture member?
Answer 6: Offerors shall submit a VETS-4212 report in accordance with the required standards set forth by the Department of Labor.
QUESTION 7: Reference RFP Part A, SF1442, Section 00100, Paragraphs 9. Please confirm that we are not required to submit the pre-award survey information with our proposal.
Answer 7: Confirmed. However, the Contracting Officer may request Offerors to submit pre-award surveys in accordance with the solicitation for review and determination prior to award.
QUESTION 8: Reference Part A, SF1442, Section 00210; Paragraph: 2.3.a. Please provide the relative importance of each non-price factor (e.g., ranking or weighting of each factor) and whether all non-price evaluation factors, when combined, are—(1) Significantly more important than cost or price; (2) Approximately equal to cost or price; or (3) Significantly less important than cost or price.
Answer 8: Refer to Amendment 0001 for revision to Section 00210 of the RFP.
QUESTION 9: Reference Part A, SF1442, Section 00210; Paragraph: 2.3.a. Per the Definitions, “Experience: Pertains to work currently or previously performed by the Offeror…” Under Paragraph d(1)(a)ii, it states that “Projects submitted by the Offeror shall be completed within the past ten (10) year of the date of issuance of this RFP” (underline emphasis added). Please confirm that a project with work currently underway may be submitted.
Answer 9: Refer to Amendment 0001 for revision to Section 00210 of the RFP.
QUESTION 10: Reference Part A, SF1442, Section 00210; Paragraph: 2.3.d(1)(a)iv. Per the instructions, individual blocks within Exhibit A may be expanded. Please confirm that individual blocks and/or line spacing between questions may also be reduced so that we can provided detailed information in blocks 7, 8, and 9.
Answer 10: The intent of the referenced proposal instruction is to provide more information if needed.
However, expanding or reducing blocks should not deter from the original form, as to omit any information or make the form unrecognizable compared to its original design. Therefore, as stated in the solicitation, individual blocks within Exhibit A may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
