RFI QUESTIONS AND ANSWERS
REQUEST FOR QUOTATION (RFQ) N40192-13-Q-5001, VEGETATION MONITORING IN
UNGULATE MANAGEMENT AREAS
QUESTION 1: What is the total area in square feet or acres for each area listed: Tarage Basin, Andersen Golf Course, Ritidian Point, where the ungulate management will occur?
Answer 1: Tarague Basin-roughly 350 acres; Golf Course- roughly 288 acres; Ritidian- roughly 320 acres
QUESTION 2: What is the total area in square feet or acres for the areas where ungulate management will not occur?
Answer 2: Roughly 9,452 acres (this includes developed areas)
QUESTION 3: Does the NTR have an existing database of vegetation species available for access to the contractor?
Answer 3: Yes, the contractor will have access to the results of a 2008 Basewide Vegetation Survey, Mapping, and Final Report.
QUESTION 4: Does the NTR have a specific list of vegetation species the contractor must establish a baseline for?
Answer 4: No, the objective is to establish baseline conditions of vegetation within the four ungulate management areas so that vegetation changes can be monitored over time. There are an estimated 22 vegetation community types with numerous characteristic species on Base, and each ungulate management area has multiple forest habitat types. It will be up to the contractor to conduct reconnaissance surveys to determine, as written in the scope of work (Task 2B), a “sampling regime adequate for statistical analyses samples of different forest habitat types.” A good reference for habitat types and vegetation species on Guam is “Vegetation of Tropical Pacific Islands” by Dieter Mueller- Dombois and F. Raymond Fosberg (1998).
QUESTION 5: What is the total number of vegetation species the contractor is responsible for establishing a baseline vegetation for areas under and not under ungulate management?
Answer 5: The objective is to establish baseline conditions of vegetation within the four ungulate management areas so that vegetation changes can be monitored over time. There are an estimated 22 vegetation community types with numerous characteristic species on Base, and each ungulate management areas has multiple forest habitat types. It will be up to the contractor to conduct

reconnaissance surveys to determine, as written in the scope of work (Task 2B), a “sampling regime adequate for statistical analyses samples of different forest habitat types.”
QUESTION 6: What is the expected number of sampling sites, the contractor must establish, per area which are expected to be under and not under ungulate management?
Answer 6: The objective is to establish baseline conditions of vegetation within the four ungulate management areas so that vegetation changes can be monitored over time. There are an estimated 22 vegetation community types with numerous characteristic species on Base, and each ungulate management areas has multiple forest habitat types. It will be up to the contractor to conduct reconnaissance surveys to determine, as written in the scope of work (Task 2B), a “sampling regime adequate for statistical analyses samples of different forest habitat types.”
QUESTION 7: The contractor will identify and establish locations of permanent vegetation plots, but is also responsible for collecting forest composition data in said permanent vegetation plots.
What are the number of species the contractor is expected to collect said composition and structure data per sites with and without ungulate management?
Answer 7: The objective is to establish baseline conditions of vegetation within the four ungulate management areas so that vegetation changes can be monitored over time.
QUESTION 8: Are there any additional meetings with the NTR, besides the kick off meeting? For example, it seems prudent the contractor should meet with the NTR to discuss monthly reports and/or progress. If so, how many additional meetings may be scheduled?
Answer 8: Additional meetings may be scheduled to 1) coordinate Base access for field work and 2) to discuss draft methodologies.
QUESTION 9: If additional meetings are required between the contractor and NTR, can the meeting take place with NTR via telephone or web based conference?
Answer 9: Yes, if additional meetings are required, meetings can take place with NTR via telephone or web based conferences.
