PERFORMANCE WORK STATEMENT N40192-13-Q-5001

ENVIRONMENTAL TECHNICAL SERVICES FOR

NAVAL FACILITIES ENGINEERING COMMAND MARIANAS 18 July 2013

TITLE: VEGETATION MONITORING IN UNGULATE MANAGEMENT AREAS

1.0 INTENT

The intent of this project is to establish baseline data on forest composition and structure in areas proposed for ungulate management prior to the implementation of ungulate control. In the future, forest composition and structure will be monitored biannually to be correlated with ungulate control data to determine if, where, and under what circumstances ungulate management is successful in achieving the goal of natural forest regeneration. Success of ungulate control would be determined by vegetation changes that include understory growth, increased groundcover, increased canopy cover, increased species diversity, and increased number of forest tree seedlings and saplings.

2.0 LOCATION

The project area is forested areas on Andersen Air Force Base (AFB) in specific ungulate management areas as indicated in red in the figure below and within comparable forested areas outside of the ungulate management areas.

PROJECT AREA WITHIN ANDERSEN AIR FORCE BASE

3.0 BACKGROUND

Ungulate populations on Andersen have caused considerable changes in limestone forest composition and structure (Morton et al 2000; Schreiner 1997; and Wiles et al 1996). The Andersen AFB Natural Resources Conservation Program shall be implementing ungulate control in four designated management areas on Base in 2013 to promote natural forest regeneration.

The implementation of this project is in compliance with the US Fish and Wildlife Services’ conservation measure requirement for the Beddown of Training and Support Initiatives at Northwest Field (NWF Beddown) Section 7 consultation letter of concurrence (May 16, 2010) and

NAVAL FACILITIES ENGINEERING COMMAND MARIANAS 18 July 2013 the Biological Opinion (1-2-2006-F-266 October 3, 2006) on the Establishment and Operation of an Intelligence, Surveillance, Reconnaissance, and Strike Capability (Guam Strike) project.

(2) Establish baseline vegetation conditions prior to the implementation of ungulate management.

(3) Establish permanent sampling sites and methodologies for surveying forest composition and structure in the future. Data will be correlated with ungulate control data to determine if, where, and under what circumstances ungulate control is successful in achieving the goal of natural forest regeneration.

These objectives will be achieved by:

a. Identifying and establishing locations for permanent vegetation plots and photo point monitoring sites in areas with and without ungulate management.

b. Collecting forest composition and structure data in permanent vegetation plots and photo point monitoring sites.

The work shall include the following:

Task 1 – Project Planning: The contractor shall participate in a kick-off meeting prior to the start of work to become acquainted with the various parties involved with the project; to discuss the scope of the proposed work including scheduling and coordination; to discuss project priorities and goals; to discuss work expectations; to arrange access to various sites, to arrange for the transfer of government information such as maps, reports, etc.; and to define channels of communication and points of contact.
