About this file

This document is an Amendment (Amendment #0001) for a Navy Facilities (NAVFAC) specification to replace Chiller B4335 at Marine Corps Air Station Cherry Point, NC (Project Number 7390531). The amendment addresses pre-award Request for Information (RFI) responses and provides technical details for a Trane Ascend air-cooled chiller replacement.

Key details include: The chiller is a 160-ton, air-cooled scroll unit with 145.6 tons refrigeration capacity, operating at 460V/60Hz/3Phase, using R-454B refrigerant. The proposal due date remains unchanged at 09 September 2025 at 3:00 PM local time. RFI responses clarified chiller specifications, confirmed a like-in-kind replacement, addressed control system integration with the existing Building Automation System (Metasys), and established a standard one-year warranty for service and repairs related to the project scope. The chiller will be installed at MCAS Cherry Point, with the contractor responsible for tying the new unit into the existing building control systems.

Amendment 0001 7390531 Replace Chiller B4335

RFI Responses:

1. Can design conditions be provided for the chillers? (i.e. GPM, EWT, LWT, Voltage/Phase)

Response: Please see attached documentation for chiller specs.

2. The existing chiller looks to be an air cooled screw chiller. Can an air cooled scroll be provided if design conditions are met?

Response: The original chiller was an air cooled screw chiller. Yes, replace with a like in kind air cooled scroll chiller.

3. Sheet M-702 indicates that the existing digital control system will manage lead/lag control of the 2 new chillers. Simultaneously, it specifies that the new chillers will use their integral controllers to manage lead/lag control of the 3 new pumps. This dual-control approach introduces a risk of conflicting logic and operational inefficiencies. To ensure optimal performance and maintainability, we recommend implementing a single chiller plant management system that oversees the entire lead/lag sequence of operation for the chillers, pumps, and control valves. Please clarify the design intent for the chiller plant control system.

Response: The scope of work specifies a like-in-kind replacement of one (1) chiller unit and does not specify digital/integral controls outside of tying the new unit back into our BAS (Metasys).

4. What are the warranty requirement for the air cooled chillers?

Response: The typical standard for warranties is that the contractor is responsible for any service or repairs related to the work completed in the scope of work for up to 1 year after the work is complete.
