1.1 SUBMITTALS
Submit the following in accordance with Section 01 33 00 SUBMITTAL
PROCEDURES:
SD-01 Preconstruction Submittals
List of Contact Personnel
Health And Safety Plan
The Contractor shall develop and submit a project-specific Health and Safety Plan (HS&P) for review and approval by the Environmental Protection Agency and the State of North Carolina prior to any work occurring in areas designated to be within the boundaries of an established Operable Unit (OU). The review process generally requires 60 calendar days from receipt of an approved plan. The HS&P shall be submitted to the Contracting Officer who will forward it to the appropriate review authorities. The HS&P shall contain and/or address as a minimum the following elements:
1. General Project Scope and Description.
2. Anticipated impacts to soil and/or groundwater.
3. Protocol for minimizing exposure to potential contaminated materials including, but not limited to:
a. Training
b. Work Area Precautions
c. Personnel Safety and Health Precautions
d. Chemical Hazard Communications Program
The Contractor shall submit seven (7) draft copies of the HS&P to the Contracting Officer for review. Written comments will be provided and shall be incorporated into the HS&P. The Contractor shall submit seven (7) copies of the final HS&P.
1.2 SPECIAL SCHEDULING REQUIREMENTS
The sequence of work necessary to successfully perform work and satisfy requirements of the Construction Documents is the responsibility of the Contractor. Information provided under this paragraph is provided as guidance to assist the Contractor in execution of work in a manner to minimize disruption to the IWTP operations. At least 15 days prior to sequencing or executing work that is in a manner contrary to what is described in this section, the Contractor shall provide the Contracting Officer a detailed written request for approval of such change.
SECTION 01 14 00 Page 1
For Waste Handling See Paragraph 1.7 RCRA Waste Handling below and Specification section 01 57 00.
1.2.1 Demolition
All electrical and mechanical systems shall be demolished prior to starting demolition of the related structures. Structures shall not be demolished until adequate protection has been provided to nearby structures and/or equipment. Coordinate with all disciplines and Contracting Officer to insure critical electrical and mechanical systems are not interrupted during demolition that are necessary for achieving continuous compliance with the facility NPDES permit. Sludge that is accumulated in the primary clarifiers, influent pump station, equalization basins, and upflow clarifiers shall be transferred from the respective tank to the sludge holding tank for dewatering.
1.2.2 Tote Containment Sump and Sampler (Headworks Area)
Contractor shall relocate the existing unit as coordinated and directed by the Contracting Officer and remain in service until the new in ground concrete containment sump is constructed. The sump shall be relocated in the area near the grit classifier dumpster and temporary piping provided for diverting contents of totes to the headworks. The grit classifier and roof structure may be demolished first and have stone placed in this area to provide an even surface for the sump. The Contractor may propose an alternate location for the temporary containment sump to the Contracting Officer. The location of the containment sump will need to be easily accessible by fork truck for the offloading of chemical totes.
Sampler shall be relocated to provide for uninterrupted operation while containment sump is being constructed.
1.2.3 Primary Clarifiers
At least two (2) primary clarifiers must remain in service at all times during construction unless stated otherwise in this specification section.
All three (3) primary clarifiers shall remain in operation when the new sludge dewatering system or sludge tank is being constructed. While the new sludge storage tank is being erected, scum pumps shall be turned off and the scum allowed to accumulate in the scum pump wetwell. In the event the scum wetwell fills before the new sludge tank is erected and placed in service, the Contractor shall remove and transport the scum to the MCAS CP WWTP and discharge the scum directly downstream of the grit chamber effluent flume. Prior to the new primary clarifier tank internals being installed, the new sludge storage tank shall be constructed and placed into service. During the construction period, sludge wasting pumps will be turned off and sludge will be allowed to accumulate in the primary clarifiers. The primary clarifiers will be able to store sludge for approximately 30 days. If additional time is required or the clarifier effluent quality becomes undesirable, the Contractor shall seal off the influent to one (1) of the three primary clarifiers, decant excess water down to the existing sludge blanket, divert sludge from the other two clarifiers to the existing sludge wasting wetwell, and pump out sludge from this wetwell to the dedicated primary clarifier being used for sludge storage. This is estimated to extend run time until the new sludge tank is serviceable and sludge can be pumped out by Contracting Officer to the new tank. Sludge can be drained from the other two primary clarifiers through
SECTION 01 14 00 Page 2 the effluent sludge gate valves to the simplex sludge pump station. If for any reason additional time is needed to erect the sludge tank, the contractor shall provide a temporary tank (1000 gallon minimum) and temporary piping to divert waste sludge from the exiting simplex pump station to this tank from which a temporary line shall be routed and connected to the suction end of the existing sludge pump that feeds the belt press. This temporary system shall be continuously manned by the contractor during the period when the Contracting officer is operating the existing dewatering system. The belt press must be in operation during this period and cannot be taken out of service until the sludge storage tank is erected and placed into service.
1.2.4 Influent Pump Station
During the period of installation for the new submersible influent pump station pumps, the contractor will be responsible for providing three temporary pumps capable of pumping 400 gpm at 55' TDH to the equalization basin. Two pumps shall be installed to pump effluent from the end of two
(2) clarifers to the equalization tanks via temporary connection the existing pump station forcemain. The third pump shall remain in standby.
Contractor shall provide a temporary suction manifold for each pump comprising of a 6 foot long 10" diameter pipe with ten (10) 3 inch orifices oriented at the top (facing up) of the manifold and evenly spaced. The manifold shall be placed 6" below the pump off level control which shall be set at one (1) foot maximum below the invert of the effluent launders weir. This manifold shall be installed between the two effluent launders. The temporary pumps shall be responsible for pumping the water from the downstream end of the primary clarifier to the equalization basin, thus bypassing the influent pump station. The effluent lines from the primary clarifier effluent weirs to the pump station shall be plugged during this time. The Contractor shall provide automatic start/stop level controls for the temporary pumps via float switches or level sensors. Water levels in the clarifiers shall periodically be raised to allow accumulated scum to be removed and diverted to the scum wetwell.
The influent pump station shall be filled with non-potable water for testing and startup, prior to sending flow from the primary clarifiers.
The contractor shall notify the Contracting Officer in writing 48 hours in advance requesting to place the influent pump station back online and removing the plug from the primary clarifier effluent weirs.
1.2.5 Equalization Basins
Each equalization basin must be taken out of service to perform installation of the tripod railing system in the tank for the floating mixer. One (1) tank must remain in service at all times. Both equalization basins must remain in service while the continuous treatment system is being rehabilitated.
1.2.6 Continuous Treatment Facility
Prior to bid submission, the contractor shall visit the CTF facility and fully inspect all existing conditions that will potentially interfere with the demolition of existing fiberglass tanks or erection of new tanks.
Contractor shall include in bid all necessary work including but not limited to temporary disassembly of building or treatment process systems, perform building modifications (i.e. installation of a new role up door), and provide temporary structural supports and rigging as necessary to successfully demolish the existing fiberglass tanks and reinstall new.
When taking the continuous treatment facility offline, the Contractor
SECTION 01 14 00 Page 3 shall notify the Contracting Officer ten (10) days in advance to allow for communication and coordination between the IWTP and the manufacturing facility. Also prior to taking the continuous treatment facility offline, the new pH meters shall be installed in the equalization basins, new pH paced caustic pumps and related feed piping for automatic pH adjustment in the equalization basin, and the new CTF bypass line with a new magnetic flow meter, rate-of-flow control valve and new alum injection location must all be installed and be operational. The Contractor must notify the Contracting Officer 24 hours in advance to switching flow to the new bypass line and taking the continuous treatment facility out of operation.
For installation of the new bypass piping, the Contractor will have 24 hours to connect the new piping to the existing piping and place the forcemain back in service. During the shutdown time, at least one equalization basin shall be empty, and have all influent flow diverted to
it. This event shall not occur during periods of high flow or high production at the manufacturing facility. The Contractor and Contracting Officer shall obtain permission of the lead Operator before diverting flow to the Equalization Basin. Once the continuous treatment facility is taken out of service, the Contractor will have 60 days to complete all work in this building and have it back in service. During this time, the Government will treat all contaminated wastewaters via the batch treatment process. The upflow clarifiers shall remain in continuous operation and treat all wastewater being discharged from this facility.
1.2.7 Bulk Chemical Storage Area
There shall always be a bulk chemical storage tank for aluminum sulfate in operation. The sulfuric acid and aluminum sulfate tanks shall be replaced while the continuous treatment facility is out of service and being renovated. Continuous sulfuric acid addition must be available to the batch treatment system while the continuous treatment facility is out of service. While the continuous treatment facility is out of service, the sulfuric acid tank shall be removed and 30% sulfuric acid shall be fed from storage totes (approximately 350 gallons). Totes and sulfuric acid are provided by the government. The Contractor shall provide temporary piping for the connection of the totes to the existing batch system feed pumps. A tote will provide a minimum of 10 days of storage. The new aluminum sulfate tank must be installed and placed into service prior to demolition of the current aluminum sulfate tank. The Contractor must notify the Contracting Officer 48 hours prior to taking the current tank out of service. The switch over between the two (2) tanks must be completed while the CTF facility is out of service. During this time, flow shall be stored in the equalization basin.
1.2.8 Effluent Parshall Flume
The current effluent flume and meter must remain in service until the construction of the new flume structure, effluent gravity piping and the flume and meter is complete.
1.2.9 Upflow Clarifiers
Notify Contracting officer 7 days prior to making connections from the new flume to the effluent manhole and the upflow clarifiers. Levels in the equalization basins will be lowered to allow for a 24 hour interruption of flow through the upflow clarifiers. During this time connect the new flume to the effluent manhole and connect piping adjacent clarifier #1 to
SECTION 01 14 00 Page 4 enable clarifiers #1 and #2 to be placed in service. If additional time is needed to make connections to clarifiers #3 and #4, the contractor shall allow four (4) days prior to making this connection to give the Contracting Officer sufficient time to draw the content of the equalization basin down and provide for a second 24 hour flow diversion.
With the exception for this above scenario (when only two upflow clarifiers may be in service for up to four (4) days) three (3) upflow clarifiers shall remain in service at all times.
1.2.10 Sludge Storage Tank
The Contractor will be responsible for coordinating the demolition of the sludge/scum storage tanks and foundations and constructing the new sludge storage tank. While the sludge storage tank is out of service, sludge shall be stored in the primary clarifiers. The scum pumps should be taken out of service. If the scum wetwell fills prior to completing work the contractor shall pump out and transport scum to the MCAS CP WWTP for disposal (Ref parag. 1.2.3 above). During this time, a belt filter press should be operable for dewatering. This can be by the current belt filter press, the new press that is to be installed, or a portable press. The new sludge storage tank shall be erected and placed into service prior to the demolition of the belt filter press. A submittal should be given to the Contracting Officer for review of a portable press if the Contractor chooses this method for dewatering.
1.2.11 Belt Filter Press
The current belt filter press will be demolished and the new press will go in its place. The Contractor will have 60 days to complete the demolition of this press and installation of the new press. If the contractor needs additional time to complete the installation and start up the new press, a portable dewatering system shall be provided and operated to process sludge from the sludge storage tank. The new sludge storage tank shall be operational before starting work. If the contractor chooses to work within the confines of the specified 60 day period without employing portable dewatering equipment, at least 3 week prior to starting work, notify the contracting officer. Upon receiving notification the contracting officer will make arrangements to insure all sludge is removed from the clarifiers and all contents of the sludge storage tank is dewatered and disposed of. During the 60 day period, sludge will be wasted to the new sludge tank. Once this tank fills the primary clarifier sludge wasting pumps will be turned off and the sludge allowed to accumulate in the clarifiers. As the sludge blanket increases and the effluent from the primary clarifier begins to deteriorate. The contractor shall isolate one of the primary clarifiers as described in paragraph 1.2.3, decant it and pump sludge diverted to the waste pump wetwell to this clarifier for storage. At the contractor's discretion, one of the secondary upflow clarifiers may also be isolated and utilized in a similar manner to store sludge; however for this tank, the contractor shall be responsible for pumping the stored sludge from this clarifier back to the digester tank once the new belt press dewatering system is operational.
