Response: These drawings will accompany this amendment. The proposal due date has been extended until June 10th.
10. Reference drawing CD500. During the site visit 30APR2020 it was identified that the defoam tank noted as REMOVE & SALVAGE DEFOAM TANK AND ALL APPURTENANCES FOR RELOCATION
WITHIN THE POLYMER BUILDING has previously been removed. Please clarify if the defoam tank is still in use within the plant processes.
Response: Submit Proposals in accordance with RFP, Specifications, Drawings, and all Amendments.
11. Reference specification 40 95 00, paragraph 3.2.3.2 and paragraph 3.2.22.2 SCADA Automated Controls refers to remote monitor influent flow rates at the WWTP. Please confirm this was in error and should read IWTP.
Response: Refer to revised specification 40 95 00, dated 05/21/2020.
12. Reference specification 43 41 16.16 40 Vertical Atmospheric Tanks & Vessels. Paragraph 2.2 describes the continuous treatment tanks as 6’ I.D. x 8’ high, capacities of 1,500 gallons, and for the tanks to be supported by four structural steel legs with adequate stiffening. Drawing CU301 has the new continuous treatment tanks detailed to match the existing tanks shown on CD302 which are show as a 7’-6” wide x 12’ -6” high tank, capacity of ~4,000 gallons, and for the new tank to sit directly on the existing concrete equipment pads the existing tanks sit on. The specifications and the drawings contradict. Please clarify which is to be followed. If the same size tanks existing are not replaced with identical size tanks the existing stair, platform, and guardrail may not be reusable as the drawings note to reuse.
Response: Refer to revised specification 43 41 16.16 40, dated 05/21/2020.
13. CD010 at the headworks area notes to DEMOLISH CONCRETE PAD. SALVAGE SAMPLING UNIT.
Does the sampling unit need to be relocated to stay in service while the new spill containment sump area and pad are being constructed?
Response: Refer to revised drawing 12798706 (CD010), dated 05/21/2020.
14. The 01 14 00 specifications do not identify any work restrictions for the demolition/replacement of the grit removal equipment and dewatering screw. Please confirm the two slide gates can be secured to block flow into the grit removal structure and identify if there are any time constraints or other plant processes that cannot be offline or must be completed prior to performing the demolition/replacement of the grit removal equipment and grit dewatering screw during the performance of the contact.
15. Please consider the influent water line level just after flow leaves existing manhole #1 shown on
CU100. The invert elevation of the two new 6” ductile iron pipes being core drilled into the influent structure on CU101 appear to be near the bottom of the influent structure that is shown as elevation 12.60 on CU100. Please confirm chemical feeds from the totes will still flow properly as required into the influent chamber if the new 6” pipes are constantly filled with influent water from being below the influent flow water line level.
16. Please confirm flows out of existing manhole #1 shown on CU100 can be stopped to allow core drilling of the influent chamber bottom for new pipe inverts from the new spill containment sump.
17. At the influent structure, influent of the 6” parshall flume, the existing top of walls appear to be approximately elevation 16.00. CU101 & SU101 both show the new slab on grade, plan west, to be flush with the top of the adjacent influent structure walls. Note that the top of the wall at the influent structure slopes down ~10” just past the parshall flume effluent. Please specify if the
15.2 +/- elevation shown on CG010 is the top of the containment sump grating or the top of the 6” concrete pad surrounding the containment sump. It’s recommended that the finish SOG around the new containment sump matches the top of the wall just past the parshall flume so that the slab is flush with the top of the wall at plan east so that toe plates would not need to be added at existing guard rails and the existing gate valve bonnet & floor stand would not need to be adjusted.
Response: Refer to revised drawings 12798751 (CU101) and 12798784 (SU101), dated 05/21/2020.
18. On drawing CU101, section 1 please confirm the spill containment sump 3” drain line invert and bottom elevation of the sump has been coordinated in the design to be above the influent flow water level line.
19. What chemicals are used at the headworks 330-gallon feed totes? Please confirm they are not corrosive to ductile iron pipe. It is advisable to install 6” PVC piping in lieu of ductile iron. Can 6” PVC be used in lieu of ductile iron?
Response: Refer to revised drawing 12798751 (CU101), dated 05/21/2020.
20. Note #21 on drawing G002 says, ALL PRESSURE PIPES SHALL BE FULLY RESTRAINED, UNLESS
OTHERWISE NOTED ON THE DRAWINGS. On CU101 pipe bends for the 6” ductile iron gravity chemical feed piping is shown to have restrained fittings. For this pipe application restrained fittings are an unnecessary cost to the government. Please confirm restrained joints at this gravity piping is not required.
21. On drawing SU101 please provide a dimension that the top of the sump wall is to be above the surrounding 6” slab on grade.
Response: Refer to revised drawings 12798751 (CU101) and 12798784 (SU101), dated 05/21/2020.
22. On drawing SU101 at sections B1 & B2 please specify the stone thickness required below the 8” slab on grade at the grit system.
Response: Refer to revised drawing 12798784 (SU101), dated 05/21/2020.
23. The cross-bracing/grit support steel that is noted on CD100 for demolition is illustrated on CU101 as if to remain to accept new equipment. Please confirm if the grit support steel is to remain to accept the new girt removal equipment or new support steel is required.
24. Note #1 on CU101 says CONTRACTOR SHALL INSTALL WATERTIGHT SEALS (TYP. ALL PIPE
PENETRATIONS). Please confirm where pipes penetrate slabs on grade that watertight seals are not necessary and a protective barrier between the pipe penetration and the concrete is acceptable.
25. Reference drawing CG010. Please provide a section detail for the concrete sloping up from the asphalt road elevation 13.35 & 13.30 up to the grit system canopy pad at elevation 13.50. Is this concrete to be 4”, 6” or 8” thick?
Response: Refer to revised drawing 12798741 (CS010), dated 05/21/2020
26. Please confirm that anchor bolts shown in section B2 on sheet SU101 for the grit system canopy can be drilled and epoxied in lieu of wet setting.
Response: Submit Proposals in accordance with RFP, Specifications, Drawings, and all Amendments.
27. Note #21 on drawing G002 says, ALL PRESSURE PIPES SHALL BE FULLY RESTRAINED, UNLESS
OTHERWISE NOTED ON THE DRAWINGS. On drawing CU100 & CU101 only the 4” grit suction piping below grade is identified as having restrained joints. Above ground pressure piping is not indicated to be restrained except for the dismantling joint connections at the grit dewatering screw. Please clarify if the above ground pipe joints on CU100 & CU101 that are not identified as restrained are not required to be fully restrained joints.
28. Drawing CU100 plan view of piping from the 10”X6”X6” tee to the influent structure is shown as
10” with a 10” 90 oriented down into the influent channel. On drawing CU101, section 2 next to the 3” drain line the bend is shown as (2) 6” 90 bends. Please clarify what size the bends shown on CU101 are supposed to be 6” or 10”?
29. Drawing SU101 indicates 26 GA ribbed metal roof panels over metal decking. Drawing AU100 indicates 24 GA metal roof panels attached directly to steel deck. Please coordinate which GA. is correct.
Response: Refer to revised drawing 12798784 (SU101), dated 05/21/2020.
30. Drawing AU100 shows metal roof panels attached directly to steel decking at the grit system canopy roof. Drawing AU800 shows metal roof panels over underlayment and ¼” sheathing over steel decking at bldg. 3987. Confirm design was intended to be panels attached directly to metal decking at grit canopy (not underlayment or sheathing) and panels over an underlayment and sheathing on metal decking at building 3987.
31. Please indicate the desired location of the control panel equipment rack with sunshield for the grit removal system on drawing CS010. Drawing E150 shows the rack & pad below within the asphalt road.
Response: Refer to revised drawing E150, dated 05/21/2020
32. On drawing SU102 AND SU200 the tables indicating vertical and horizontal quantities for spall repairs is given in CF (cubic feet). Please confirm these quantities are supposed to be SF (square feet).
33. On drawing CU103, at the influent channels, the note says to apply immersion high performance coating to 1’ below WS. The bold line indicates coatings full height of the walls and including the channel bottoms. Please clarify the elevation of the water level in the effluent channels or revise the note to clarify the extents of the surfaces to receive coatings.
34. At the dry well please confirm it is acceptable to leave the existing concrete pump pads in place and install the well-compacted structural fill overtop after all other piping and appurtenances are removed.
35. At the auxiliary emergency pump CD010 demolition note #1 says to remove pipe to minimum 1’ below grade and provide concrete plug. Drawing CU104 shows to install a blind flange on the vertical flange of the above grade 90 bend. Please clarify which note is to be followed.
Response: Refer to revised drawing 12798754 (CU104), dated 05/21/2020.
36. Please provide a specification for the 1 ton monorail chain hoist.

Response: Refer to revised drawing 12798787 (SU104), dated 05/21/2020.
38. Is it acceptable to drill and epoxy anchor bolts into the new pier detail on SU104 in lieu of wet setting method?
39. During the site visit the 6” piping below the elevated scum box on drawing CD401 & CU401 was severely deteriorated but is not shown for removal/replacement. It is advisable to have the 90 bend and vertical pipe below the scum box replaced during the scum box replacement and the remaining 6” D.I.P. be cleaned and new immersion high performance coating applied to the new vertical pipe, new 90 bend, and existing horizontal pipe within the tank. Please clarify on the drawings if this is desired.
40. Drawings CD401 & CU401 do not indicate the baffle plates in front to the weir plates. Confirm existing baffle plates are to be demolished and new baffle plates provided/installed at each of the four upflow clarifiers. Please provide details for new baffle plates.
41. Drawing CU401 Weir Plate Detail indicates the weir plate for the upflow clarifiers to be 304
Stainless Steel. Specification 46 43 21, 2.5.9, calls for FRP weir plates and baffles. Which is the correct material for fabrication?
Response: Refer to revised specification 46 43 21, dated 05/21/2020.
42. Drawing SU400 plan note #7 says FOR CONCRETE REPAIR DETAILS, REFER TO DETAILS ON SHEET
SU900. However, no concrete repair callouts are shown on the upflow clarifier plans. Please confirm no concrete repairs required or provide table for bidding purposes of surface repair quantities required at upflow clarifiers concrete surfaces.
Response: Refer to revised drawing 12798792 (SU400), dated 05/21/2020.
43. Drawing SU400 indicates that loose rust and scale is to be removed from existing steel guardrail and for zinc rich primer and epoxy topcoat to be applied. There is no mention of cleaning the existing equipment bridge channels. Confirm the equipment bridge is not to be cleaned & repainted.
44. Drawing SU500 plan note #4 says FOR CONCRETE REPAIR DETAILS, REFER TO DETAILS ON SHEET
SU900. However, no concrete repair callouts are shown on the polymer building plans. Please confirm no concrete repairs required or provide table for bidding purposes of surface repair quantities required at polymer building concrete surfaces.
Response: Refer to revised drawing 12798794 (SU500), dated 05/21/2020.
45. Drawing AU500 calls out at the new opening door jambs to PROVIDE GALVANIZED STEEL ANGLE AT MASONRY OPENING. SEE STRUCTURAL. Steel angle is not identified on SU500 drawing.
Please specify angle size and attachment requirements.
46. On drawing SU500 please provide a length or bearing at each end that is required for the new 8” wide x 16” deep precast concrete lintel.
Response: Refer to revised drawing 12798794 (SU500), dated 05/21/2020.
47. Specification 01 14 00 paragraph 1.3.7 Bulk Chemical Storage says that while the continuous treatment facility is out of service, the sulfuric acid tank shall be removed, and 30% sulfuric acid shall be fed from storage totes (approximately 350 gallons). Please confirm if the totes and sulfuric acid is provided by the government and only temporary piping for connection of the totes to the existing batch system feed pumps is by the contractor.
Response: Refer to revised specification 01 14 00, dated 05/21/2020.
48. Drawing CD300 & CU300 show BT-1A oriented towards the top of the page. Drawing CD301 &
CU302 shows BT-1A oriented towards the bottom of the page. Please clarify if the order of the batch tanks is supposed to be oriented A through C from top of page to bottom or from bottom of page to top.
49. The contract documents do not illustrate any work restrictions to which the chemical feed pumps can be removed in the Continuous Treatment Facility (CTF). For example, specification 01 14 00 paragraph 1.2.6 Continuous Treatment Facility says, prior to taking the continuous facility offline the new pH meters shall be installed in the equalization basins, new pH paced caustic pumps and related feed piping for automatic pH adjustment in the equalization basin, and the new CTF bypass line with new magnetic flow meter and rate-of-flow control valve must all be installed and be operational. Four (4) existing chemical feed pumps P-33, P-34, P-35, & P-36 provide aluminum sulfate to the existing four (4) upflow clarifiers CLAR. #3, CLAR. #4, CLAR. #1, & CLAR. #2 respectively. The last sentence in paragraph 1.2.9 of specification 01 14 00 says three (3) upflow clarifiers shall remain in service at all times. Drawing CU302 shows new pumps P-34 & P35 as aluminum sulfate chemical feed to a new chemical injection point on CU300 just downstream of where the 4” bypass pipe ties into the existing 10” CTF effluent line. Please specify at what point during the performance of the work the chemical injection point shown on CU300 is required to be operational. If required prior to taking the CTF offline CLAR. #4 & CLAR.
#1 would be without aluminum sulfate.
Response: See the revised spec section 01 14 00 dated 5/21/2020.
50. The contract documents do not illustrate any work restrictions to which the chemical feed pumps can be removed in the Continuous Treatment Facility. For example, paragraph 1.2.6 Continuous Treatment Facility of specification 01 14 00 says, prior to taking the continuous facility offline the new pH meters shall be installed in the equalization basins, new pH paced caustic pumps and related feed piping for automatic pH adjustment in the equalization basin, and the new CTF bypass line with new magnetic flow meter and rate-of-flow control valve must all be installed and be operational. The existing chemical feed pumps P-26 & P-27 currently provide magnesium hydroxide to existing continuous treatment tanks T-11 & T-11A. New pumps P-38 & P-40 provide chemical treatment to the equalization basins and are to be placed on existing pads where P-26 & P-27 are currently existing. Please confirm that existing treatment processes are attainable without magnesium hydroxide to T-11 & T-11A.
51. The contract documents do not clearly illustrate work restrictions to which the chemical feed pumps can be removed in the Continuous Treatment Facility. For example, the last two sentences in paragraph 1.2.6 Continuous Treatment Facility of specification 01 14 00 says, Once the continuous treatment facility is taken out of service, the Contractor will have 60 days to complete all work in this building and have it back in service. During this time, the Government will treat all contaminated wastewaters via the batch treatment process. The upflow clarifiers shall remain in continuous operation and treat all wastewater being discharged from this facility.
Is the intent to treat all wastewater through a combination of treatment at the equalization basins with new sodium hydroxide chemical feeds and at the upflow clarifiers with the existing aluminum sulfate chemical feed pumps during the 60 days?
52. Specification 01 14 00 Paragraph 1.2.7 Bulk Chemical Storage says, Continuous sulfuric acid addition must be available to the batch treatment system while the continuous treatment facility is out of service. On drawing CD301 batch tank BT-1A operates off pumps P-15B (sulfuric acid) & P-25 (sodium hydroxide). Batch tank BT-1B operates off pumps P-8 (sodium hypochlorite), P-15A (sulfuric acid), & P-24 (sodium hydroxide). Batch tank BT-1C operates off existing pumps P-11 (sodium metabisulfite) & P-15 (sulfuric acid). The new chemical feed piping configuration on drawing CU302 is shown to be the same as was existing except for BT-1C is only to have a sodium metabisulfite chemical feed and no sulfuric acid. Is temporary sulfuric acid via the storage totes to the batch tanks only required to BT-1A & BT-1B while the CTF is offline for 60 days?
53. Is the sodium hypochlorite pump P-8 to batch tank BT-1B required to be kept in operation during the 60 days the CTF is offline or can all three (3) sodium hypochlorite pumps all be replaced at one time during the 60 day CTF replacement work?
54. Is the sodium metabisulfite pump P-11 to batch tank BT-1C required to be kept in operation during the 60 days the CTF is offline or can all three (3) sodium metabisulfite pumps all be replaced at one time during the 60-day CTF replacement work?
55. Are the sodium hydroxide pumps P-24 & P-25 to batch tanks BT-1B & BT-1C required to be kept in operation during the 60 days the CTF is offline given that the new sodium hydroxide feeds to the equalization basins and new pH meters are required to be in place at the equalization basins before the CTF is taken offline? Therefore, allowing the remaining six (6) sodium hydroxide pumps to be replaced at once.
56. Drawing CU201 shows existing Equalization Tk #1 with a pH probe and submersible pressure transducer, is this existing or do we need to supply? The PIDs do not show EQ Tank #1 as needing either.
