Project completion date is 270 days. With a significant amount of time required for design/approvals and staging requirements, can more time for performance be added?MSYes more time can be added, 450 days will be the new proposed CCD.9/21/26
Generator fuel and engine type. Specification 26 32 15 paragraph 2.5 requires the engine to operate on natural gas and, in the same paragraph, requires a compression ignition engine. The Engine Generator Parameter Schedule in paragraph 2.1.1 lists fuel consumption in gallons per hour, and the section refers to fuel oil filters, day tanks, and a fuel oil cooler. Sheet E-501 keynote 1 and the removals keynote require reuse of the existing natural gas line. Please confirm the replacement generator is a spark ignited natural gas unit and that the diesel related requirements in 26 32 15 do not apply.MSThe replacement generator will be natural gas, diesel requirements will not apply.9/21/26
Emissions certification and testing. Paragraph 2.1.2.1 of 26 32 15 requires certification to 40 CFR 60 Subpart IIII, which covers compression ignition engines, and paragraph 3.9.f requires an on-site emissions test by a certified testing organization using EPA Method 7. For a natural gas unit, please confirm whether certification to 40 CFR 60 Subpart JJJJ is acceptable in place of Subpart IIII, and whether the on-site emissions test is required or the manufacturer's EPA certificate is sufficient. Please also confirm whether any New Jersey DEP air permit or registration for the replacement generator will be obtained by the Government.MS40 CFR 60 Subpart JJJJ is accpetable. Manufacturer EPA certificate is sufficient. Air permit registration will be obtained by government once selection is made.9/21/26
Portable generator during replacement. Sheet E-501 detail B5 note 3 requires a portable 150 kW generator to support ATS1 and ATS2 during the generator replacement should there be an outage of normal power. Sheet E-001 note 18 anticipates a two-day replacement. Please confirm whether the portable generator must be on site and connected to both transfer switches for the full replacement period, or only available on call, and confirm that two days is the duration to carry for bidding.MSA full portable generator must be connected to both transfer switches in the case of interuption to normal power.9/21/26
Existing transfer switches. Sheet E-501 keynote 1 reuses the existing ATS1 and ATS2. Please provide the make, model, and ampere rating of each transfer switch, and confirm that the existing feeders from the generator to each transfer switch and the existing start and stop control wiring are reused without change.MSATS 1 is a Kohler. ATS 2 is an Eaton ATC 300. A one-line diagram from as-built drawings from a recent project indicate both ATS’s are 225A. This should be field confirmed. The existing feeders are intended to be reused. Keynote 8 on E501 indicates to provided start/stop wiring. Detail B5 on E501 also indicates a dark line(provide) for the generator start/stop controls.9/21/26
Salvage of the existing generator. The removals keynote on Sheet E-501 requires the existing Generac generator to be salvaged and moved to a government location on base. Please identify that location and confirm whether the Government will provide rigging and transport or the contractor must.MSContractor must provide all rigging and transport for generator to Building C-15 enclosure. Coordinate with Contracting Officer prior to transport to confirm access.9/21/26
Fire pump connection at the existing transformer. Sheet E-501 keynote 2 requires additional lugs on the secondary of the existing pad mounted transformer and states the existing connection point is full. Please confirm who owns and operates the transformer and the medium voltage system, whether an outage of both service entrances is required to install the lugs, the notice period, and whether the Government or its utility operator will make the connection. Please provide the transformer nameplate data and the secondary lug arrangement or allow inspection during a site visit. If additional lugs cannot be added, please advise of the intended alternative.MSThe government owns and operates all switching for utility outages including outages for transformers. Contractor must submit an outage request a minimum of 1 month (30) days prior to requested outage date.See photo. If additional lugs cannot be added, the contractor must submit in their bid the provision of an additional enclosure to house additional lugs via approved methods in accordance with NEC. Included in this bid should be cost of installation of all required components.9/21/26
