HVAC Load Calculations: The scope does not mention load calculations. Please confirm if this is intended to be a like-for-like replacement of the units.

RFP Part 3, D3050 TERMINAL & PACKAGE UNITS, Package units.

Structural Drawings: The scope requires structural calculations for the roof. Are existing structural drawings available for our use?

No structural drawings are available. If the units to be installed do not exceed the size and weight of the existing units that they are replacing, and these units will be placed in the same location as the existing, no structural analysis will be required. If this is the case, please provide data demonstrating that the installed units will not be larger and heavier than the existing units.

Airflow Baselines: For the rebalancing of RTU-1 and RTU-2, should we assume the airflow requirements in the 1991 drawings are still correct?

Contractor's DOR to determine basis. We have available drawing sets from 1991 and DDC drawings from 2017..

4 Additional Equipment: Does the rebalancing requirement include other HVAC equipment, such as exhaust fans?

Contractor's DOR to determine.

5 Page 2 Part 3 2.4

Cybersecurity: The scope states that HVAC controls will be replaced but also notes that Cybersecurity is "not used" (Part 3, paragraph 2.4).

Please confirm there are no cybersecurity requirements, including Division 25 specifications. No cybersecurity. No Div 25 specs.

Are full drawings of as-built conditions available? Including MEP? Or are the attached drawings from 1991 all that is available? The full set of 1991 drawing and DDC drawings from 2017 are included in the RFP.

Another drawing set showing roof work from 1993 is available with Amendment 0001.

Have there been alterations to the two systems in intervening years?

We do not know of alterations to HVAC systems since 1991. Contractor is cautioned not to rely solely on reference drawings and to fully investigate existing site conditions.

Are to we assume all existing ductwork is sufficient and can be re-used?

Ductwork is existing to remain with the exception of a small amount which may need to be replaced in order to accommodate removal of existing rooftop units and installation of replacement rooftop units.

The current roof appears to be an EPDM. Please verify. Is it under a warranty? Do we have specs or know who the manufacturer is? Do you know how old it is?

Current roofing was replaced in 1993 and 20 year warranty has expired. Refer to drawing issued by Contracting Officer for roofing details.

10 Please confirm if an environmental report exist. Roofing mastics and ductwork often being issues.

Since roofing was replaced in 1993 we don't expect any mastic.

Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

RFP Part 2, 01 30 00.05 20

ADMINISTRATIVE REQUIREMENTS, 1.1

Supervision.

Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

General Requirements states: ***Offerors must consider the total time to complete the project which includes, but not limited to, lead times of supplies, materials, and equipment. If the construction contract duration in the RFP is not feasible, offerors must submit a pre-proposal inquiry (PPI) by the PPI deadline with a proposed construction contract duration and explanation why additional time is needed.***

REFERENCE QUESTION

13 Please provide the site visit attendee sign in sheet. Provided with Amendment 0001.

Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

No specific requirement for phasing, but phasing is up to Contractor's means and methods. During any scheduled downtime, negotiated with Activity, up to a max of 14 days, building will be unoccupied. See RFP Part 3, 4.0 BUILDING/GENERAL REQUIREMENTS, Temporary Conditoning During Construction and D30 HVAC, Temporary Conditioning. *****Temporary conditioning during downtime is required regardless of occupancy, as purpose of temporary conditioning is to protect the bowling lanes, not the occupants. *****

15 Please provide bidding quantities for deteriorated underlayment (roofing)/base course (paving).

Contractor to determine bidding quantity during site walk.

16 Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.

Roofing was replaced in 1993. Warranty is expired.

Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

It is not expected asbestos, lead or other hazardous materials will be encountered in this project. However, if they are, follow the instructions in the RFP Part 2, 01 57 19

TEMPORARY ENVIRONMENTAL

CONTROLS.

18 Please confirm whether this project is tax-exempt. This project is not tax-exempt.

Please confirm the anticipated start date for on-site construction activities following award.

Contractual CCD is 540 days from award. It is up to the Contractor to set and adhere to a construction schedule, which includes design.

Please confirm whether any third-party inspections (e.g., special inspections, commissioning, testing agencies) are required by the Government. Only per RFP.

Please confirm which permits are required for this project and whether the contractor or the Government is responsible for obtaining them. RFP Part 4, G30 SITE CIVIL/MECHANICAL

UTILITIES.

Please confirm whether temporary partitioning, dust containment, and/or negative air machines are required during demolition and construction activities. Means and methods.

23 How much of the gas line do you want replaced? RFP, Part 3, D3030 ENERGY SUPPLY, Natural Gas Piping

24 What it the gas pressure supplied to the units?

Dependent upon selection of units. Consult Contractor's DOR.

Is the entire electrical circuit getting replaced from the units to the panel in the bowling alley?

Provide new power conductors and circuit breakers for HVAC units installed in D30 HVAC, per RFP, Part 3, D5020.

26 Do you want new gas line supports on the roof instead of the existing wood blocks ?

RFP, Part 3, D3030 ENERGY SUPPLY, Natural Gas Piping

Can the roles of Superintendent, SSHO and QCM be performed by one individual if qualified?

RFP Part 2, 01 30 00.05 20

Please confirm this project is a DESIGN-BUILD project and will require all design submittals as stated.

RFP Part 2, 01 33 10.05 20 DESIGN SUBMITTAL PROCEDURES, 1.3 Design Requirements.

29 Will an FAA Crane Permit be required for this project? https://www.faa.gov/forms/index.cfm/go/docu ment.information/documentid/186273

30 Is the roof currently under warranty and if so, by what company? Roofing was replaced in 1993. Warranty is expired.

Please confirm that a Level 2 QC/SSHO is required of this contract since there are no specifications.

Specifications are required and will be developed during design by the Contractor's

DOR.

Can QC/SSHO/Superindent be the same individual? RFP Part 2, 01 30 00.05 20

33 Will a QC & Site Specific AP Plan be required to be submitted under this contract

Yes.

It was mentioned at the site visit that the facility will be closed for two weeks during construction activities. Please confirm this is the case and that no occupants will be using the building during this time

See RFP Part 3, 4.0 BUILDING/GENERAL REQUIREMENTS, Minimize Interruptions to Building Operation During Construction. The Contractor is expected to minimize the amount of downtime for bowling activities, with 14 days being the maximum. It is up to the Contractor to determine the actual amount of downtime needed to accomplish the work. The duration, number and scheduling of down periods are determined by the Contractor and negotiated/coordinated with the Activity, under the guidance of the CM. Total of all downtime is not to exceed 14 days.

If in fact the building will not be used for two weeks during construction activities, and the contractor can fully execute this contract within this two week timeframe, will temporary heating/cooling still be a requirement?

Purpose of temporary conditioning is for protection of the bowling lanes, not for the comfort of the building occupants. As such, temporary conditioning is required.

36 B30

Per B30, it calls to "provide complete new prefabricated 18 ga curb". In lieu of new curbs, will it be acceptable to provide/install curb adapters instead new curbs? This will eliminate new roofing, roof flashing, roof opening/reapir, costs while accelarating contract duration. No issues in using curb adapters if existing curbs are in good condition.

37 4 Part 3 B30

Paragraph states: "Provide construction services for the entire facility roof system, including all necessary ancillary and incidental work required for a complete, new, watertight roof system installation." The sub paragraphs seem to require only roof work related to new mechanical equipment. Please clarify scope of roofing work.

Scope of roofing is limited to installing new curbs and associated roofing & flashing to create a watertight assembly.

38 10 Part 3 D40

Paragraph states: "Modify the existing fire alarm system to be capable of notifying building occupants inside the facility of an emergency event." Is the intent to provide a complete notification system (horn/ strobes) throughout the building?

No. The known scope includes providing new duct smoke detection as required by UFC 3-600-01 (and NFPA 90A). Other modifcations of the existing system may be needed to accomedate the new RTU's. All work would need to follow UFC and UFGS requirements. The Fire Alarm Contractor's NICET designer will serve as the Prime's representative in lieu of any involvement of a

QFPE.

39 10 Part 3 D40

Paragraph states: "Modify the fire suppression system as necessary to accommodate all architectural, mechanical, structural, and electrical modifications." Will sprinkler work require a QFPE?

No. There is no known scope for frie sprinkler system modifications. If modifcations of the existing system are needed needed so as to accomedate the new RTU's, such work must follow UFC and UFGS requirements. The Fire Sprinkler Contractor's NICET designer will serve as the Prime's representative in lieu of any involvement of a QFPE.

40 10 Part 3 D40

Paragraph states: "Provide panic hardware on all egress doors associated with the secure area to comply with all life safety requirements." Where is the secure area?

Disregard the sentence, "Provide panic hardware on all egress doors associated with the secure area to comply with all life safety requirements."

41 11 Part 3 D4010

This scope described here seems like it could be summarzied as "Remove existing duct detectors and provide new duct detectors."

However, the previous paragraph requires NICET engineering tech involvement for "Installation drawings, shop drawings or working plans, calculations, other required pre-construction documentation and as-built drawings". Please confirm NICET requirement.

A NICET designer, and described in the related UFGS, must be utilized in the design, modification, or replacement or of any portion of the fire alarm system.

42 11 Part 3 D4010 Paragraph states: "A QFPE is not required." Please confirm that anll fire alarm work can be shown on electrical plans that are signed/sealed by electrical DOR.

The design for modifications of the fire alarm system must be provided on plans signed by a NICET designer per UFC and UFGS.

43 12 Part 3 D5020

Paragraph states: "Provide unit mounted disconnect for HVAC units being provided in D30 HVAC." Available fault current at the new larger unit will likely be over 5000 amps. UFC 3-520-01 prefers non-fusible disconnects. Please confirm that high-SCCR option will be required for new mechanical unit in lieu of fusible disconnect with current limiting fuses to mitigate potential available fault current above 5000 amps. High SCCR option will be required.
