About this file

This is a Request for Proposal (RFP) for design-build services to replace two rooftop HVAC units at Building 194 (Seaside Lanes Bowling Center) at Naval Air Station Oceana, Dam Neck Annex in Virginia Beach, Virginia. The work involves demolishing two existing packaged rooftop units (RTU-1: Valent VPR-310-40A-501-A-1CX and RTU-2: Trane Precedent YSC060A3RMA1RC1B3AO1A600) and installing replacement units in kind. Scope includes replacement of roof curbs with new prefabricated units, new roof membranes and flashing, natural gas piping with pressure regulators from meter to units, ductwork transitions, condensate drain piping, and complete replacement of the building's HVAC control system with a Johnson Controls Metasys SNE controller to integrate with existing VAV boxes. The contractor must maintain interior building temperature between 66°F and 79°F during HVAC outages, which cannot exceed 7-14 cumulative calendar days. Temporary conditioning may require supplemental equipment and three temperature sensors with digital readouts.

The design-build contractor is responsible for all structural analysis to verify existing structure can support new units under code-required loads (Risk Category II, 125 mph wind design, seismic parameters SS=0.10, S1=0.039), complete environmental compliance including hazardous materials assessment, and coordination with Virginia Natural Gas for gas system work. A registered roof consultant or qualified professional engineer experienced in roofing must approve the roof design. The contractor must submit detailed project management documentation addressing budget coordination with subcontractors, long-lead items, and schedule impact mitigation. Key deliverables include a Post-Award Kick-off meeting within 21 days of award, baseline design and construction schedules using Critical Path Method in Primavera P6, monthly schedule updates with narrative reports, and final design approval before construction begins. Testing and Balancing (TAB) of air distribution systems serving both new rooftop units and the four existing VAV boxes is required. The RFP emphasizes strict compliance with UFC standards, UFGS specifications, NFPA codes, Virginia environmental regulations, and includes comprehensive safety requirements under EM 385-1-1 with designated Site Safety and Health Officer on-site at all times.
