About this file
Summary
This is an Event #20 Data Memorandum for long-term groundwater monitoring at Site 17, Gould Island, Naval Station Newport, Jamestown, Rhode Island. The memorandum was submitted by Helios-TT 8a JV to NAVFAC MID-LANT on December 12, 2025, under Contract No. N4008516D3003 and Task Order No. N4008520F4592. The field team conducted groundwater sampling from September 15-18, 2025, at monitoring wells identified in the Sampling and Analysis Plan (SAP). All groundwater samples were analyzed for volatile organic compounds (VOCs), total and dissolved metals, polycyclic aromatic hydrocarbons (PAHs) plus pentachlorophenol, polychlorinated biphenyls (PCBs), anions (chloride, nitrate, sulfate), and alkalinity. The data package includes two comparison tables—Table 1 presents detected parameters compared against Project Action Levels (PALs) established in the Record of Decision, while Table 2 presents all analytical results without comparison. All data have been validated in accordance with the SAP.
The memorandum includes detailed figures and maps showing VOC exceedances (trichloroethene and benzene), PAH exceedances (benzo(a)pyrene and benzo(k)fluoranthene), PCB exceedances, and total metals exceedances across monitoring wells. Additionally, the field team investigated a PVC stickup pipe near Former Building 54 and found clear water with no detectable contaminants or non-aqueous phase liquid. An abandoned blue polyethylene 55-gallon drum near Former Building 38, identified during 2024-2025 land use control inspections, was removed and properly disposed as investigation-derived waste. The next semi-annual long-term groundwater monitoring event (Event #21) at Site 17 is expected to proceed on schedule in 2026, though a potential one-event delay (spring 2026) is possible during contractor transition.

Subject: Event #20 Data Memorandum, Site 17, Gould Island Long-Term Groundwater Monitoring Naval Station - Newport, Jamestown, RI
Attached is the data package for long-term groundwater monitoring Event #20 at Site 17, Gould Island, Naval Station Newport, Jamestown, RI. This data package is being distributed for informational purposes to the Project Team, U.S. Environmental Protection Agency (EPA) and Rhode Island Department of Environmental Management (RIDEM), in accordance with the Draft Sampling and Analysis Plan (SAP;
July 2020). A complete review and interpretation of the data will be provided in the Long-Term Groundwater Monitoring Report (Years 7 and 8).
The field team, consisting of Helios-TT 8a JV personnel, was onsite from September 15, 2025, through September 18, 2025, to perform groundwater sampling at the wells identified in the SAP. In accordance with the SAP, all groundwater samples were analyzed for the following:
ß Volatile organic compounds (VOCs) ß Metals (total and dissolved) ß Polycyclic aromatic hydrocarbons (PAHs) plus pentachlorophenol ß Polychlorinated biphenyls (PCBs) ß Anions (chloride, N-nitrate, sulfate) ß Alkalinity
Enclosed are two data tables (Tables 1 and 2). Table 1 presents the comparison of detections to Project Action Levels1 (PALs) as described in the SAP; PALs are the “clean-up levels” listed in the Record of Decision (ROD) (Tetra Tech, 2015) with the exception of a few analytes that do not have ROD clean-up levels. Table 2 presents all data reported without any comparison. All data have been validated in accordance with the SAP.
Items also included with this submittal are figures that present data for parameters that have been detected in groundwater samples at concentrations exceeding their PALs during at least one long-term groundwater monitoring event; and figures presenting overburden and bedrock groundwater flow.
1 PAL for benzo(k)fluoranthene presented on the table differs from the SAP because it has been updated to the most recent EPA Regional Screening Level.

As part of this mobilization, a PVC stickup pipe near Former Building 54 was investigated in accordance with the project team request related to other ongoing work at the site. The PVC stickup is a white 2-inch diameter pipe with no cover, extending approximately 3 feet (ft) above the ground surface, and located at the following coordinates recorded on a handheld GPS(41.536483 °N, -71.343847 °W). The depth to water was measured using a groundwater monitoring interface probe: 8.19 ft below top of casing (btoc) and a total depth of 14.21 ft btoc. No non-aqueous phase liquid was not observed. The contents of the pipe were collected for observation via a bailer and additionally screened for total organic vapors using a calibrated photoionization detector (PID). The contents were clear water with no odor, and no detections were reported by the PID (reading = 0.0 ppm; no PID response detected). Photographs are provided in Attachment A.
Additionally, an abandoned blue closed top polyethylene 55-gallon drum near Former Building 38, which had been identified during the 2024 and 2025 land use control inspections, was removed from the Site and addressed as investigation derived waste (IDW). The coordinates of the location were logged using a handheld GPS (41.53702836 °N, -71.34419099 °W). The top of the drum was observed to be broken, revealing contents that appeared to be primarily sediment and leaves. Both the contents of the drum (which were sampled for waste characterization) and the drum itself were disposed of in conjunction with the IDW generated during long-term groundwater monitoring Event #20. Photographs are provided in Attachment A.
The next semi-annual long-term groundwater monitoring event [Event #21] at Site 17 is expected to proceed on schedule next year, except for the possibility of a one-event delay (spring 2026) while work transitions to a new contractor.
If you have any questions regarding these items, please feel free to reach out to me to discuss.
Respectfully, Thomas Zacrow, Project Manager
