1.0 GENERAL
This Contract Task Order (CTO) is for the performance of Long-Term Monitoring (LTM) and Monitored Natural Attenuation (MNA) of groundwater at Site 17, NAVSTA Newport in Newport, Rhode Island. The duration of work under this CTO shall not exceed twelve (12) months from the award date for the base option and sixty (60) months from award including option years.
The Department of the Navy’s Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic (MIDLANT) will administer this contract and manage the Work Elements (WE) under this CTO. All requirements of basic contract, in addition to those specifically mentioned in this CTO, remain in full effect and performance under this CTO shall be in accordance therewith.
All work will be performed in accordance with the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP).
1.1 Performance Objective
For twelve (12) months, the contractor will perform groundwater LTM/MNA and will issue appropriate deliverables for the 2026 fiscal year. The contractor shall obtain final approval of the work required by NAVFAC, and USEPA/RIDEM as applicable, upon completion of these performance objectives. The contractor should also assume that up to 4 additional years of work will be negotiated as part of this CTO and could be awarded depending on performance. Costs for these option years shall be developed and provided as a part of this proposal.
1.2 Background
NAVSTA Newport encompasses approximately 1,400 acres on the west shore of Aquidneck Island, facing the East Passage of Narragansett Bay, and is located primarily in the City of Newport and the Towns of Middletown, Portsmouth, and Jamestown, Rhode Island. Gould Island is located in the East Passage of Narragansett Bay, approximately 1.5 miles west of Newport, Rhode Island, between Aquidneck and Conanicut Islands. The Navy retains approximately nine acres at the northern end of Gould Island, most of which is considered part of Environmental Restoration Program (ERP) Site 17.
Site 17 encompasses a six-acre area around former Building 32, which was located on the northeastern end of Gould Island. Gould Island is generally unoccupied, and all buildings have been demolished to existing grade, with the at-grade slab foundations left in place.
Gould Island was first identified as a potential environmental liability during the 1983 Initial Assessment Study that was performed for all of NAVSTA Newport. In 1989, NAVSTA Newport was added to the EPA’s National Priorities List (NPL) and a Record of Decision (ROD) for Site 17 was signed in June 2014 to document the selected remedy.
LTM/MNA of groundwater are components of the remedy, and work under this CTO supports Year 9 (base award) of the LTM program.
A Site Location Map (Figure 2-1) and a Site Detail Map (Figure 2-2) are provided in the attached Final Long-Term Groundwater Monitoring Report, Years 5 and 6, Site 17 (Helios-TT, June 2025) and additional details for the selected remedy are provided in Section 3.0 of the report (Attachment A).
1.3 Overview of Monitoring Program
This CTO (base award) supports Year 9 of the Site 17 LTM program. The LTM groundwater monitoring well network includes 21 monitoring wells and all wells are sampled biannually (Spring & Fall). Groundwater monitoring wells selected for sampling are intended to provide sufficient geographic coverage for evaluating MNA parameters and confirming contaminants of concern (COC) concentrations in groundwater. All samples are analyzed for the following:
• Select Volatile Organic Compounds (VOCs) – Benzene, Tetrachloroethene (PCE), 1,2-Dichloroethene (1,2- DCE), Trichloroethene (TCE), Vinyl Chloride
• Select Metals (total and dissolved) – Arsenic, Cadmium, Lead and Manganese
• Polycyclic Aromatic Hydrocarbons (PAHs), plus pentachlorophenol
• Polychlorinated Biphenyls (PCBs)
• Anions (chloride, N-nitrate, sulfate)
• Alkalinity
Specific details pertaining to the LTM program, including sampling and reporting requirements, are provided in the July 2020 Draft Tier II Sampling and Analysis Plan (SAP), Field Sampling Plan and Quality Assurance Project Plan, Long- Term Groundwater Monitoring (Helios-TT, 2020), which is included as Attachment B. A site map that identifies the LTM well network is included in the Draft SAP as Figure 7-1.
2.0 WORK ELEMENTS
The specific work elements (tasks) in this CTO (base award Year 9 LTM) shall consist of:
Work Element 1 – Project Management, Meetings and Administrative Support Work Element 2 – Project Work Plans Work Element 3 – LTM Fieldwork (2026) Work Element 4 – LTM Reporting (2026) Include Option Years for LTM Years 10 - 13 (2027-2030).
2.1 Work Element 1 (Task 1) – Project Management, Meetings and Administrative Support The contractor shall provide overall project management for the various tasks included in this scope of work. Project management activities will include, but are not limited to, coordinating and providing all personnel and resources to meet the requirements of this scope of work; monitoring work, schedule and costs; preparing progress reports;
completing required contractual documents (e.g. concurrence letters); and file and data management. For RFP purposes, assume project management activities will occur over a 12-month period (beginning in May 2026).
There are no formal project meetings/calls that this contractor needs to host. Formal project meetings/calls are handled under the Navy’s Comprehensive Long-Term Environmental Navy (CLEAN) contract. However, the contractor (PM or PM’s representative) will participate in and support monthly conference calls with the Newport partnering team (Navy, CLEAN contractor, EPA and RIDEM) by providing updates on site actions, leading focused discussions, and developing read-ahead materials as necessary. Although LTM may not be the main focus of any given meeting, the contractor should assume participation by the PM (or PM’s representative) in monthly calls (12 times a year; 1 hour in length), and 6 calls for Site 17 RPM Meetings (1 hour in length). The CLEAN contractor is responsible for preparing the meeting minutes for these calls. Prior to each monthly call, this contractor is responsible for notifying the Navy RPM and CLEAN PM via email of any major incidents and, in general, will provide a high-level update to items such as observed issues, progress and schedule updates, etc. during the call. Contractor should also assume 6 additional 30-minute calls to address miscellaneous issues with the Navy, as needed.
Project management and administrative support shall include all general project management, infrastructure, and contract administrative support required to cost-effectively manage the contract according to the project schedule.
This CTO is expected to be active for 12 months.
OPTION YEAR COSTS – The contractor should assume the same general requirements as the base year.
2.2 Work Element 2 (Task 2) – Project Work Plans
A Work Plan/Sampling Analysis Plan (WP/SAP) that follows all current DoD guidelines will need to be developed by the incoming Contractor and reviewed by the Navy prior to any fieldwork occurring. Contractor shall update the existing SAP (Draft Tier II Sampling and Analysis Plan (SAP), Field Sampling Plan and Quality Assurance Project Plan, Long-Term Groundwater Monitoring (Helios-TT, 2020)), which is provided as Attachment B. EPA and RIDEM reviews are also necessary to finalize the document, but the Navy may choose to have the Contractor sample “at-risk” with a Navy-reviewed plan while agency comments are being addressed.
The contractor shall issue an internal draft SAP within 45 days of contract award. This SAP must be submitted to NIRIS for NAVFAC LANT chemist review. The NAVFAC RPM will review the document simultaneously. The LANT review typically takes 30 days. After addressing Navy comments, the SAP must be provided (as “Draft”) to USEPA and RIDEM. Per the NAVSTA Newport Federal Facilities Agreement (FFA), the regulatory agencies then have 45 days to complete their review. After addressing agency comments, a Draft Final version shall be submitted back to the agencies for final approval. Upon receiving concurrence, the document can be finalized and may be utilized for the rest of the contractor’s time on site. Emergent requirements could be included via a modification to the contract at a later date as necessary.
A Health and Safety Plan (HSP), which includes an Accident Prevention Plan (APP) and Site Safety and Health Plan (SSHP), will be developed and included as an appendix to the WP/SAP. The contractor may use previously prepared HSPs as a template. The contractor shall issue a Draft HSP to be provided at the same time as the Internal Draft SAP/WP. Reviews and approval will be completed by the Navy RPM (who may choose to involve other Navy personnel). Only a draft and final versions will need be issued; there will be no need for a draft-final/pre-final version and/or no preparation of a response to comments. Per FAR 52.236-13, the plan shall be site-specific and shall include an activity hazard analysis (AHA) for all tasks performed. The HSP shall address all sections deemed appropriate for performing this project and provide a safe and healthful environment for all personnel involved.
References used to develop the site-specific plan shall include, but are not limited to: the Hazardous Waste Operations and Emergency Response (29 CFR 1910.120), the Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1), Navy/Marine Corps Environmental Restoration Program (NERP) Manual, and Best Management Practices (BMPs). The HSP shall be amended as appropriate and the AHA shall be a "living" document in that changes in the field shall be documented and added to the AHA as field change notices. The HSP shall be immediately accessible to all workers at the site at all times during the project, and copies shall be mounted on, located adjacent to the contractor's Safety and Health Bulletin on site or available in every vehicle utilized for work under this CTO.
OPTION YEAR COSTS – The contractor should assume that the same Sampling and Analysis Plan will be used for all 5 years of monitoring and thus that cost can be removed in out-years. The contractor should assume very minor updates to the HSP each year to address any personnel and site changes, SOP revisions, and/or modifications.
2.3 Work Element 3 (Task 3) – LTM Fieldwork
The Contractor shall conduct the following fieldwork as part of the LTM Year 9 groundwater monitoring and sampling at Site 17, which is comprised of 21 monitoring wells and semi-annual (Spring and Fall 2026) sampling events.
Although, a delay in performing the Spring 2026 event is likely while project transitions to RAOMAC contractor.
Work is expected to include the following:
• Boat transport to/from island.
• Bi-annual groundwater sampling for one (1) year (2 events – Spring & Fall). Each event will include:
o Well Monitoring & Sampling (21 wells) o 21 wells for select VOC's (PCE, TCE, 1,2-DCE, vinyl chloride and benzene), total and dissolved select metals (arsenic, cadmium, lead, and manganese), PAH's plus pentachlorophenol, PCB's, anions, alkalinity, and field parameters.
o QA/QC Sampling
• Well Sampling IDW (1 day)- Pick up one (1) drum PPE and three (3) drums water.
Following the completion of each event and upon receipt of validated data, a data summary memo shall be prepared and submitted to the regulatory agencies for informational purposes. For budgeting purposes, assume this task will include developing two (2) data summary tables, four (4; overburden and bedrock) groundwater flow figures, two
(2) groundwater results figures, coordinating and participating in two (2) conference calls. For all conference calls, the Contractor will provide handouts to facilitate discussions as needed. Contractor shall use the data memo provided as Attachment C as a template and should assume that Internal Draft and Final versions are required.
For RFP purposes, the existing SAP (Draft Tier II Sampling and Analysis Plan (SAP), Field Sampling Plan and Quality Assurance Project Plan, Long-Term Groundwater Monitoring (Helios-TT, 2020)) provided as Attachment B shall be used as the basis for fieldwork requirements from May 2026 through April 2027. However, the contractor should be advised that future optimization of the LTM Program may lead to scope and/or cost growth, and any emergent costs may be funded at a later date under a contract modification. If the level of effort requested is less than what is specified in this RFP, the contractor will work with the RPM to understand how to best utilize/remove any extra funds.
In addition to the specific Site 17 fieldwork requirements identified in the existing SAP, the following general requirements are also applicable to this task order and supplement the basic contract requirements:
• The contractor’s project manager shall notify the NAVFAC RPM, EPA, RIDEM by email when each fieldwork task is about to commence. Notice shall be provided at least 2 weeks in advance.
• Fieldwork shall not commence until the Navy has approved all project plans (WP, SAP and HSP) unless specifically authorized by the Navy RPM.
• Work Restrictions shall be adhered to by all contractor personnel.
• Site Maintenance - Execute cleanup activities during progress of the work, at the completion of the work, and in accordance with the basic contract. Periodic cleanup shall be conducted to keep the site free from accumulations of waste materials, rubbish, and windblown debris resulting from fieldwork operations. If surfaces (asphalt road, concrete, etc.) are damaged through any LTM action, it is expected that the contractor will restore those surfaces as necessary.
• All investigative-derived wastewater shall be properly characterized and disposed of in accordance with the existing SAP and applicable regulations.
• The contractor shall make every effort to prevent the spread of contamination or release of contaminants to the environment in accordance with federal, state and local laws, regulations, and instructions.
• The contractor shall be responsible for the safety and security of their equipment and materials at all times.
• Deliverables shall contain a brief responsiveness summary, as appropriate, indicating how each regulatory comment was addressed (such as a separate response-to-comment document, with the comments and resolution on the same page). All draft deliverables should be provided to the RPM, CLEAN, EPA, and RIDEM. However, for internal draft documents, a separate conference call will be held to specifically discuss the Navy comments; regulators would not be involved during this call.
• The contractor shall in no case proceed to the next deliverable without receiving written government approval of the preceding deliverable, as specified in Section 7.0 of this SOW.
OPTION YEAR COSTS – The contractor should assume the same general requirements as the base year.
2.4 Work Element 4 (Task 4) – LTM Reporting
Long-Term Groundwater Monitoring Reports are prepared every 2 years to summarize groundwater monitoring and sampling results. The most recent Long-Term Groundwater Monitoring Report, prepared for Years 7 and 8, is currently in agency review status. The Final Long-Term Groundwater Monitoring Report for Years 5 and 6 is provided as Attachment A and contractor shall use this document as a template for future reports. LTM reporting is not a requirement of the base award; however, it is a requirement for select Option Years (2027 and 2029) and cost for LTM Reporting must be included on the cost worksheet provided in Section 6.0, as applicable.
Contractor should assume that Long-Term Groundwater Monitoring Reports will include internal draft, draft, draft final, and final versions. The internal draft will be submitted to the Navy only for review. The contractor will provide responses to comments, may provide a track change version of the document, and will coordinate/participate in meetings as needed to resolve outstanding issues. Once the internal draft version is approved by the Navy, the contractor will prepare the draft document for review by the regulators and stakeholders. The contractor will provide written responses to all comments received, and will coordinate/participate in meetings as needed to resolve outstanding issues. The draft final will consist of a track change version of the draft document that incorporates all Navy approved revisions suggested by the regulators and stakeholders. The contractor will provide written responses to all comments received, and will coordinate/participate in meetings as needed to resolve outstanding issues. The final document will be prepared with team approval of the draft final document. For budgeting purposes, assume this task will include preparing and distributing four documents (each about 200 pages long) and three sets of response to comments, and coordination and participation in three (3) conference calls.
OPTION YEAR COSTS – LTM Reporting is not a requirement for the base award. However, contractor must include LTM Reporting costs in the applicable Option Year cost worksheets (2027 and 2029).

Instructions for gaining access can be found at https://administrative-records.navfac.navy.mil/Public_Documents/Knowledge_Base/SOP_Documentation/NIRIS Access Quick Reference Guide.pdf. Required costs for obtaining NIRIS access (i.e. purchase of a PKI certificate and/or card reader) will be included in the estimated cost for this task order.
NOTE: NIRIS contains Controlled Unclassified Information (CUI) and should be handled accordingly. Any export of data from NIRIS should only be used for official purposes and should not be disseminated to 3rd parties without the written consent of the RPM.
NIRIS training is available throughout the year. On-demand training materials (slides, videos, etc) and the current NIRIS training schedule are available in the NIRIS help section. The contractor may request additional training by submitting a Support Request in NIRIS.
5.1 Tracking Task Order Deliverables in NIRIS
The RPM will assign the project manager representing the contractor to manage this task order in NIRIS RPM Tools (NIRIS access is required for the project manager before this can be done). Within 30 days of the receipt of the awarded contract, the contractor shall establish the list and planned schedule of expected deliverables (and all associated dependencies) in NIRIS RPM Tools, based on the deliverables and schedule outlined in this SOW. This includes anticipated start and end dates for any required task order field work and ALL other relevant deliverable dependencies, where applicable, including the SAP WS18_Location NEDD Table (to be submitted with a draft SAP).
Dependencies can be manually added or removed based on the specific deliverable requirements of this task order.
The contractor is responsible for tracking the schedule in NIRIS, and to ensure that expected dates of document deliverables are kept current.
This task order will not be considered complete until the project in RPM Tools shows it as complete. To reach this status in RPM Tools, all deliverables and their associated dependencies are required to be marked complete or removed if they are not needed.
5.2 Analytical Data Deliverables
Analytical data are entered into NIRIS via NAVFAC Electronic Data Deliverables (NEDDs). The NEDD Specifications are a collection of tables that provide the requirements, valid values, and definitions for ER data submittals. The NEDD https://exwc.navfac.navy.mil/Portals/88/Documents/EXWC/Restoration/er_pdfs/gpr/navfac-ev-inst4715.1-niris-20080411.pdf?ver=JXPpr2saCokn54TVtsYPUg%3d%3d×tamp=1651190360253 https://exwc.navfac.navy.mil/Portals/88/Documents/EXWC/Restoration/er_pdfs/gpr/navfac-ev-inst4715.1-niris-20080411.pdf?ver=JXPpr2saCokn54TVtsYPUg%3d%3d×tamp=1651190360253 https://exwc.navfac.navy.mil/Portals/88/Documents/EXWC/Restoration/er_pdfs/gpr/bpmo-ev-pol-niris-20080519.pdf?ver=fWb1hZwUaze9zUUPhewBPw%3d%3d×tamp=1651190327547 https://exwc.navfac.navy.mil/Portals/88/Documents/EXWC/Restoration/er_pdfs/gpr/bpmo-ev-pol-niris-20080519.pdf?ver=fWb1hZwUaze9zUUPhewBPw%3d%3d×tamp=1651190327547 https://administrative-records.navfac.navy.mil/Public_Documents/Knowledge_Base/SOP_Documentation/NIRIS%20Access%20Quick%20Reference%20Guide.pdf https://administrative-records.navfac.navy.mil/Public_Documents/Knowledge_Base/SOP_Documentation/NIRIS%20Access%20Quick%20Reference%20Guide.pdf https://administrative-records.navfac.navy.mil/Public_Documents/Knowledge_Base/SOP_Documentation/NIRIS%20Access%20Quick%20Reference%20Guide.pdf
Standard Operating Procedures (SOP), which can be downloaded at https://niris.navfac.navy.mil/Document_Management/Knowledge_Base/SOP_Documentation/03-000- 01%20NEDD%20SOP.pdf (NIRIS access required), provides guidance and support for the submittal of NEDD tables in NIRIS, along with detailed instructions for compiling and submitting data to NAVFAC.
PLEASE NOTE: If this task order includes munitions response and/or vapor intrusion related work/sampling, the collection of specific types of additional data may be required in order to successfully submit MR and VI specific NEDDs. It is important to carefully plan sample collection events to ensure that appropriate data is collected to achieve a successful submittal of data to NIRIS.
Prior to conducting field work, the contractor shall discuss with the RPM, and NIRIS Regional Data Manager (RDM) if necessary, which NEDD tables will be submitted. It is extremely important that the contractor collects all data required in the NEDDs. The contractor shall submit ALL applicable tabular data collected for this task order into NIRIS via the NEDDs, provided a location for that data exists in a NEDD table, including data that NIRIS business rules consider “optional”.
Following the collection and validation of data, the contractor shall submit all tabular data collected under this task order in the specified NEDD format. All data associated with this task order shall be submitted to NIRIS as soon as the data has been validated, and no later than 3 months following the collection of the sample. If that timeframe cannot be reached, the contractor shall notify the RPM with an explanation.
5.3 Geospatial Data Deliverables
NIRIS maintains ER spatial data and displays the data in the GRX Viewer. Environmental Restoration geospatial data produced as a result of this Task Order shall be submitted to NIRIS in accordance with guidance set forth in the GIS Submissions Guide. This guide (and associated templates) can be found at https://www.navfac.navy.mil/Divisions/Environmental/Products-and-Services/Environmental-Restoration/Data- Submittal-Guidance or on the Help page in NIRIS. All geospatial data shall be provided with metadata, using the appropriate coordinate system (e.g., WGS 1984), in an ESRI format (preferably in shapefile or geodatabase file format, although CAD files can be accepted) and submitted to the RDM for loading into the NIRIS geospatial database.
Before submitting spatial data, please review the Spatial Data SOP & Template. The primary focus for GIS deliverables is on Environmental Restoration Site and Land Use Control boundaries. These data should only be submitted if they represent:
• A new, legitimate site, or
• An update to an existing site boundary.
For GIS data outside these primary layers, please refer to the NIRIS Feature Classes section of the SOP for guidance.
Any GIS data that does not fall within the SOP guidance should be provided on external media and submitted with the administrative record upload.
Any Environmental Restoration geospatial data produced as a result of this task order shall be submitted to the RDM no later than the submission of the final document containing that information.
If a requirement exists to submit non-Environmental Restoration Program spatial data, the contractor shall submit that data in accordance with the Navy IGI&S Standards & Specifications for Vector GIS Deliverables, which may be appended to this SOW. Any questions related to the collection or submission of environmental restoration geospatial data should be directed to the RDM via a NIRIS Support Request.
The contractor shall contact the appropriate RDM to obtain relevant geospatial data for use in official task order deliverables and environmental records. The contractor shall contact the RDM, RPM, and/or a NIRIS Work Group member if there is a dispute as to whether the geospatial information located in NIRIS is correct. Contact information for the RDM can be found in Section 2.0 (Points of Contact) of the RFP.
