About this file

This is an Executable Scope of Work (ExSOW) for a chiller replacement project at Naval Station Norfolk, Virginia, prepared by NAVFAC Mid-Atlantic. The project, identified as SP-312 with eProjects Work Order Number 1624308, involves replacing an existing 50-ton Trane air-cooled chiller with a like-in-kind unit at Building SP-312, a 53,250 square-foot one-story structure originally constructed between 1968 and 1983 as avionic shops, equipment storage, training areas, and offices. The scope was prepared by Robert Kreie and Dave Burnette and approved on February 6, 2020, by Design Director James M. Smith, RA, and Engineering Director J.C. Miller, P.E.

The contractor must perform a thorough site visit before bidding and is responsible for providing all new materials unless specifically noted otherwise, verifying existing conditions, and disposing of all demolished materials to an offsite location. Required submittals include the air-cooled chiller specifications, chilled water piping design, electrical disconnect switch and wiring details, and panelboard circuit breaker information, all requiring government approval before construction begins. The mechanical work scope includes providing chiller replacement as shown on attached drawings, while electrical work encompasses demolition of existing chiller and heat trace disconnect switches, conduit, and wiring, followed by installation of new disconnect switches, wiring, and conduit for both the chiller and heat tape. The contractor must adhere to EM-385 and OSHA safety regulations, maintain building security requirements for this secured facility, minimize damage to existing work, and obtain a satisfactory inspection record before the contract is considered complete. The project includes ten attached drawings covering demolition plans, new work plans, details, schedules, controls, and electrical specifications.
