About this file

This document is a Scope of Work for the New River Multi-Area Asphalt Repairs project (Project #24-0012) at Marine Corps Air Station (MCAS) New River. The project involves sawcutting and removing damaged asphalt in various locations, replacing it with new subgrade, stone base, and asphalt, and installing cast-in-place pipe at specific sites. The work includes two pavement sections: light duty (8 inches of ABC stone with 2 inches of RS-9.5C surface mix asphalt) and heavy duty (12 inches of ABC stone with non-woven geotextile, geogrid, 2.5 inches of RI-19.0C intermediate asphalt, and 1.5 inches of RS-9.5C surface mix asphalt).

Key requirements include compacting subgrade and stone to specific density standards, testing and approving materials, preserving utilities, and following environmental protocols. Environmental notes mandate testing for PFAS in soils, stone, and pavement, with disposal at a lined Subtitle D landfill. Contractors must obtain UXO safety training and manage groundwater contamination. Traffic control requirements include maintaining at least one lane of travel open, coordinating road closures with ROICC and base I&E, and ensuring access to base scales. The project is part of a Naval Facilities Engineering Command solicitation (N4008525R9001) and is limited to Civil/Paving MACC Contractors.

DETAILED REQUIREMENTS:

1. CONTRACTOR IS TO REMOVE AND DISPOSE OF ALL EXISTING ASPHALT AND ABC STONE WITHIN THE

DESIGNATED AREAS FOR REPAIR.

2. COMPACT THE SUBGRADE TO A DENSITY EQUAL TO AT LEAST 98% OF THAT BY COMPACTING A SAMPLE OF MATERIAL IN ACCORDANCE WITH AASHTO T99. ENSURE THE SUBGRADE IS STABLE PRIOR TO PLACEMENT OF STONE. IF ANY UNDERCUT IS REQUIRED TO STABILIZE THE SUBGRADE, ALL STRUCTURAL

FILL MATERIAL MUST BE TESTED AND APPROVED BY A GEOTECHNICAL ENGINEER FOR USE.

3. INSTALL THE NEW PAVEMENT SECTION PER PLAN.

a. LIGHT DUTY: INSTALL 8 INCHES OF ABC IN A MINIMUM OF TWO (2) 4 INCH LIFTS. COMPACT ALL

ABC STONE TO A DENSITY EQUAL TO AT LEAST 98% OF THAT BY COMPACTING A SAMPLE OF

MATERIAL IN ACCORDANCE WITH AASHTO T99. ALL ABC STONE MUST CONFORM TO NCDOT

STANDARDS. INSTALL 2 INCHES OF RS-9.5C SURFACE MIX ASPHALT PAVEMENT. COMPACT TO A

MINIMUM DENSITY OF 92% ON THE MAT AND 90% ON JOINTS.

b. HEAVY DUTY: INSTALL NON-WOVEN GEOTEXTILE PRIOR TO PLACEMENT OF STONE. OVERLAP ALL JOINTS A MINIMUM OF 18 INCHES. INSTALL 12 INCHES OF ABC IN A MINIMUM OF TWO (2) 6 INCH LIFTS. COMPACT ALL ABC STONE TO A DENSITY EQUAL TO AT LEAST 98% OF THAT BY

COMPACTING A SAMPLE OF MATERIAL IN ACCORDANCE WITH AASHTO T99. ALL ABC STONE

MUST CONFORM TO NCDOT STANDARDS. INSTALL GEOGRID AS SHOWN IN DETAIL B ON SHEET

C501. INSTALL 2.5 INCHES OF RI-19.0C INTERMEDIATE ASPHALT PAVEMENT, FOLLOWED BY 1.5

INCHES OF RS-9.5C SURFACE MIX ASPHALT PAVEMENT. COMPACT EACH LIFT TO A MINIMUM

DENSITY OF 92% ON THE MAT AND 90% ON THE JOINTS.

4. PROVIDE ALL JMF, PRODUCT DATA, CERTIFICATES, AND TEST REPORTS TO TEH GOVERNMENT FOR

APPROVAL.

5. RESTRIPE ALL NEW ASPHALT TO MATCH EXISTING.

6. INSTALL CAST IN PLACE PIPE LINER IN THE 12" RCP SECTION SHOWN ABOVE BETWEEN THE MANHOLE

AT A LINED AND PERMITTED SUBTITLE D LANDFILL.

2. CONTRACTOR AND ALL SUBCONTRACTORS AND THEIR EMPLOYEES MUST OBTAIN 3R UXO SAFETY

AWARENESS TRAINING PRIOR TO BEGINNING WORK.

PRIOR TO RELEASE.

4. REFER TO ENVIRONMENTAL STANDARD OPERATING PROCEDURES 5090.10.2 FOR ADDITIONAL

GUIDANCE.
