About this file
This document is an Amendment (0006) to Solicitation N4008525R2699 for replacing the tube bundle in Cooling Tower 2 at Building 464, Dam Neck Annex in Virginia Beach, Virginia. The amendment includes a series of Pre-Proposal Information (PPI) responses addressing contractor questions about the project, such as geothermal well field involvement, DDC controls, existing chillers, crane placement, and commissioning requirements. Key details include confirmation that no work will be done in the geothermal well field, no modifications will be made to existing DDC controls, and existing chillers will be taken offline after current military construction is completed.
The solicitation is specifically for Naval Facilities Engineering Command and is limited to contractors in MACC Group ID: ML-C00075. During the site visit, there was mention of a geothermal well field. Can contractors be provided information on the well field, and will there be any work that needs to be performed in the well field for this soliciation? There was no mention of this in the RFP.
After reviewing further no work will be done in the geothermal well field, no documentation will be provided.
2 MIG GOV 05/27/25
During the site visit, the command brought up that there may be issues with the DDC controls which may be causing the issues with the heat exchange coil.
There is no mention of modifications to the current DDC controls in the RFP. Will any work need to be done to the DDC system?
After reviewing further no modifications will be done to the existing DDC Controls.
3 MIG GOV 05/27/25
There appears to be new chillers that were installed with the current project that is ongoing at 464. Is the plan to remove the existing chillers, including the one on this contract, once the current project is completed?
After further review yes the existing chillers will be taken offline after existing Milcon is completed.
4 Baron/Rand 05/28/25 Where is an approved area to set up a crane?
After further review before a approved location can be determined, a crane lift plan would have to be submitted and approved. The Geothermal area would be off limits. The area next to the building would be the most appropriate location as long as it can be approved. 0003
5 Baron/Rand 05/28/25 What is the existing unit serial number?
Model 10077923-B1-MHF7105QAEBNG-13 0003
6 MIG GOV 05/28/25
Following up on one of the responses, if the existing chillers are being taken offline once current construction is completed, would it be more cost-efficient for the government to continue using the temporary chiller that is currently on-site until construction is complete, rather than repair a chiller that is going to be removed later on?
That question was brought up previously. It has been decided to move forward with current plan.
7 TDSC 05/29/25 Is commissioning needed for this project?
Yes, commissioning will be required to take the temporary chiller offline once project is complete. 0005
