About this file
This Statement of Work (SOW) details a load bank testing project for four 20 MVA shore power transformers at Pier 5 of Norfolk Naval Shipyard in Portsmouth, Virginia. The contractor must provide all labor, materials, equipment, and management to conduct comprehensive electrical transformer testing, with specific requirements including verifying phase rotation, loading each transformer to approximately 836 amps at 13.8kV, maintaining a .866 power factor, and performing 2-hour load bank tests using eight medium voltage load banks (four resistive and four reactive) and up to four generators.
Key technical and administrative requirements include obtaining accurate field measurements, submitting an outage request at least 15 days in advance, following OSHA safety standards, maintaining a clean job site, adhering to Americans with Disabilities Act accessibility guidelines, and completing a pre-performance meeting with government authorities. The project will be executed in the Controlled Industrial Area (CIA) of the shipyard, with strict safety protocols, including OSHA certifications for personnel, hazardous material disclosure procedures, and compliance with various federal, state, and local regulations and industry standards.

STATEMENT OF WORK
Project Description and Purpose: Contractor must provide all labor; materials, equipment and management to Load
Bank Testing on Pier 5 at Norfolk Naval Shipyard, Portsmouth, Virginia 23709 and to ensure proper operational status upon completion of task. This task is in the Controlled Industrial Area (CIA).
Project Elements:
Existing Conditions: The Contractor must make a thorough investigation of the project site to verify and document the existing conditions. [FAR Clause 52.236.3, Site Investigation] The Contractor must also obtain accurate field measurements prior to the purchase of any materials and bring inconsistencies to the Contracting Officer’s attention. The survey of the project site shall include, but is limited to, a check of pertinent space dimensions, equipment items, locations of all life safety elements and security requirements.
General Intent: The Contractor must provide a complete proposal to have four 20 MVA shore power transformers, on Pier 5, load bank tested to the maximum load achievable at 13.8kV, not to exceed 836 amps and any associated items that facilitate a complete installation. The contractor’s proposal should include evidence that the
Contractor has a thorough understanding of the project, the capability to execute the project within the timeframe established, and any exclusions that the Contractor believes are necessary in the proposal. The Contractor must also determine any required outages and submit an outage request a minimum of 15 days before the outage.
Building renovations must adhere to the Americans with Disabilities Act Accessibility Guide (ADAAG) and comply with base procedures. The Contractor should obtain the latest revision of the NNSY-specific guide specifications for state and federal environmental regulations.
Notes:
1. If during the performance of the work, the Contractor encounters hazardous substances not known prior to issuance of this Task Order; the Contractor shall immediately stop work and inform the Contracting Officer for direction. Read Hazardous Material Disclosure.
2. Utilities points of contact:
- Contact: Marcus Scott, (757) 807-3409
- Contact: Quinton Fowler, (757) 938-0962
- Contact: Tom Richard, (757) 417-5695
Scope:
1. Schedule work and submit outage request.
2. Lock Out/Tag Out all effected equipment and secure all sources of stored energy.
3. Protect all surfaces from damage for the duration of work.
4. Barricade the work site to ensure the safety of all pedestrians and personnel using the facility.
5. Verify the phase rotation is correct for the for the 13.8kV system of the Pier 5 electrical equipment starting with the secondary of transformers T1, T2, T3 and T4.
6. The contractor will load each 20MVA shore power transformer to approximately to 836 amps at 13.8kV
(or max available load achievable by the load banks). Verify that the secondary voltage is within +/- of 1
% of 13.8kV during the test.
a. (If not, the contractor will adjust the tap changer setting to comply with the tolerance. If tolerance cannot be achieved, the contractor will notate in report).
7. Maintain an approximate .866 power factor on the Four (4) transformers on Pier 5.
8. Each load bank test shall be at the duration of 2 hours.
9. The contractor will test transformers T1 and T3 by connecting load bank cables directly to T-Body cable connecter inside the one MVTB with four circuits on the North side of Pier 5. The contractor will perform the same test for transformers T2 and T4. The load banks will remain on the north side of the pier, but cables will need to be run to the south side for MVTB connection.
a. From this MVTB, the contractor will load test each transformer by means of a switching package provided by NAVFAC. Allowing load testing of each transformer without remobilization of load banks on the pier.
10. Equipment Required
a. The contractor is to provide eight (8) MV Load Banks (Four resistive and four reactive).
b. The contractor is to provide up to four (4) generators to power load bank fans
c. The contractor will also include all material needed to connect load banks to the selected MVTB.
Including cables, T-bodies, etc.
11. Clean up job site.
Clean Up: Maintain project job site on a daily basis as per FAR 52.236 and Norfolk Naval Shipyard requirements.
Construction Schedule: The Contractor must provide a Construction Schedule for approval prior to beginning any construction activity. The Contractor must determine the number of days required to complete the project, working hours, milestones and critical coordination dates.
Safety: The Contractor must follow all OSHA standards pertaining to this project, including, but not limited to, Part
29 CFR 1910, Part 29 CFR 1926 regarding construction safety, and the 2024 version of the U.S. Army Corps of
Engineers (USACE) EM 385-1-1, Safety and Occupational Health Requirements. The Contractor must designate as a competent person with an OSHA 30 certification. All other non-supervisory personnel working on this project within the boundaries of the Norfolk Naval Shipyard must have an OSHA 10 certification. [FAR 52.236-13]

The purpose of the meeting is for the Contractor and government to obtain a mutual understanding of the existing conditions, the tasks required to complete the work, specific impacts and risks associated with the work, and the level of effort required developing the work plan, and covering all documentation requirements. The Contractor shall start work immediately after the Pre-Performance meeting.
Hazardous Material Disclosure: Soil excavation, earth-moving activities, and other exterior construction may contain hazardous materials. Interior and exterior building renovations may have asbestos contaminants or lead paint. The Contractor should include hazardous material testing in their proposal and provide all test results to the
