About this file

This document is a Pre-Proposal Inquiry (PPI) Submission Form for Naval Facilities Engineering Command's Pier 5 Load Bank Testing project (Solicitation N4008525R2671). The PPI log contains multiple inquiries and government responses regarding the project's technical requirements, including staffing, testing procedures, and site logistics. Key details include the requirement for two contractor personnel to perform superintendent, quality control manager (QCM), and safety and health officer (SSHO) roles, load bank testing at a substation, and specific site preparation considerations such as equipment staging under pier cranes and potential transformer platform relocation.

The government responses address several critical operational details: testing will be performed on the South Side first, NAVFAC will work with NAVSEA to relocate surrounding items if needed, spare breakers are available, and NAVFAC will be responsible for breaker replacements if a breaker is inoperable. Contractors are advised that running cables across crane rails requires a crane rail outage, and they must demonstrate project understanding by employing a testing firm with prior experience with the Pier 5 electrical distribution system. The scope is specifically for load bank testing at a substation, with no building renovation required.

05/19/252RFPQCMCan one KTR personnel perform the duties of superintendent, QCM and SSHO? The SOW is limited and could easily be performed by one qualified KTR personnel. The requirement for two KTR personnel seems to be a waste of taxpayer dollars.No. However, this can be discussed after award if awardee can prove they are capable of sustaining a triple-hat for a credit back to the GOVT.
05/19/25N/AN/AN/AHow many KTR personnel are required to perform the duties of superintendent, QCM and SSHO.2
05/19/252SOWRegs & CodesPlease provide the relevant UFGS specificationsUFC 4-150-02, section 3-8.6.1. UFGS 26 08 00.
05/19/252SOWRegs & CodesWhy is UFAS referenced?UFAS should be abided for all government facilities.
05/19/251SOWGen. IntentRFP states "The contractor’s proposal should include evidence that the Contractor has a thorough understanding of the project, the capability to execute the project within the timeframe established, and any exclusions that the Contractor believes are necessary in the proposal." How is the KTR to demostrate this requirement?Employing a testing firm that has a working knowledge of the Pier 5 electrical distrubution and has performed this type of work before.
05/19/251SOWGen. IntentPlease confirm there is no building renovation required for this task order. The scope of work is for Load Bank testing at a Substation. Work is done on the substation, not the building.
05/19/25We are expecting to need enough room for 8-10 tractor trailer length trailers to support the load bank testing. Will the area under the cranes on the pier be available to stage all of the equipment? The equipment will not interfere with the fire lane.Parking under the portal cranes while allowing traffic to continue under them, when cranes are not in use, might cause you to park your trailer within 10 feet from the crane rail lines. Thus, KTR must submit a crane rail outage if that is the case.
05/19/25To support testing, cables will need to cross the crane rails. Will this be an issue for Government operations?KTR must submit a crane rail outage if means and methods include running cables over crane rails.
05/19/25There is a platform located next to one of the transformers. If required to be moved by the subcontractors, can NAVFAC relocate this platform?NAVFAC will work with NAVSEA to relocate surrounding items if needed.
05/19/25Does NAVFAC have a preference on whether the North or South side shall be tested first?South Side
05/19/25Does NAVFAC have spare breakers available in the event a breaker is inoperable?yes
05/19/25If a breaker is not operating as it should, will NAVFAC be responsible for the replacement of the breaker?yes
