About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for Solicitation N4008525R2590, Amendment 002, issued by NAVFACSYSCOM MID-ATLANTIC for a Water Testing Service Contract at Naval Station Newport. The amendment incorporates Requests for Information (RFI) and Government Responses, providing clarifications on multiple aspects of sample collection and analysis requirements. Key details include confirmation that: (1) EPA method 1664B is acceptable for Total Petroleum Hydrocarbon (TPH) analysis, (2) RIDOH accepts multiple microbiology testing methods, and (3) sample collection responsibilities are divided between base personnel and contracted staff, with specific protocols for different sample types (drinking water, wastewater, stormwater).

The government responses specify that all wastewater samples must be collected in accordance with 40 CFR 136, boiler plant samples are taken by the contractor, drinking water samples are collected by certified NAVSTA Newport operators, and groundwater samples at outfalls are collected by the contractor. The amendment emphasizes that samples must be collected by trained personnel following federal/state sampling procedures, with proper awareness of preservative requirements and adherence to EPA-approved procedures. The solicitation remains a total small business set-aside for environmental sampling and analytical laboratory services to support Naval Station Newport's state environmental compliance regulations.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 002 - RFI - GOV RESP

AMENDMENT 002 – RFI – GOVERNMENT RESPONSES

RFQ Some of the samples require TPH analysis. Can the Government please clarify the analysis method required for this analysis? TPH in wastewater would typically be determined via method 1664B w/ silica gel treatment, but there are other methods that could be used for this analysis.

(EM) 1664B is an acceptable method for TPH analysis.

RFQ Our microbiology lab is RIDOH certified by method SM9223B Colilert 18 QT for the Total Coliform analysis. The bid spec references analysis via “Colisure”. May we propose analysis via our Colilert analysis?

Yes. RIDOH accepts several methods as specified in Section 1.21 in the Drinking Water Regulations.

https://rules.sos.ri.gov/regulations/part/216- 50-05-1

RFQ If the awardee is to specifically collect samples from Storm Water Outfalls (4-37A;

7-137A, 7-137), is there a reference drawing or outfall description and

There is no auto sampling equipment. There are drawings available that show the outfalls. They are located at Bldg 47CC and W36CC on the installation.

indication as to whether autosampling equipment is installed (including model/spec number)?

RFQ Is this solicitation for the collection of samples which were drawn or taken by NAVSTA personnel and await pickup at a particular location OR does the awardee have the responsibility for collecting samples at specified points/outfalls within the facility and then arranging for specified analysis?

All wastewater samples must be collected in accordance with 40 CFR 136. Boiler plant samples are taken by contractor.

Drinking water samples are collected by certified NAVSTA Newport operators or environmental staff. Groundwater samples at outfalls are collected by the contractor.

RFQ If the awardee is to specifically collect samples, must the awardee be a licensed RI DPH approved laboratory, or may samples be collected on behalf of the NAVSTA and submitted to a contract laboratory with the requisite licensing?

The samples must be collected by trained personnel following the specific federal/state sampling procedures, and the sampler must be aware of the requirements regarding the use of preservatives. All wastewater sampling procedures and analyses (including sampling and laboratory equipment, sample preservation & analytical testing procedures) are to be done in accordance with EPA-approved procedures (40 CFR 136)

RFQ Would you please confirm that the sample collection services described in Spec Item 3.1.1 will be provided by Base personnel, and that our staff will be responsible for the collection of samples described under Spec Item 3.1.2? ?

All drinking water samples (3.1.1) are collected by base personnel. All wastewater and stormwater samples (3.1.2) are collected by the contracted staff.
