The Government shall provide the Contractor with a scope of work that is to be performed. After review the Contractor shall submit to the Contracting Officer either a Type I or Type II proposal (in some cases both) within five working days of the date of receiving the scope of work.

Under a Type II proposal if a required task is not found in the R. S. Means Facilities Guide, then the Contractor shall submit a minimum of two (2) written quotes (for direct cost only) from subcontractor's / suppliers, and a breakdown of contractor's overhead and profit.
