About this file

This document is a Pre-Proposal Information (PPI) Request for Proposal (RFP) for a project to replace a pad-mounted transformer at B530, NASO. The solicitation number is N4008525R0067, with a PPI cut-off date of 25JULY2025. The RFP involves electrical infrastructure upgrades, including installing a new service transformer, main circuit breaker, and distribution equipment. Key technical requirements include providing a new exterior-mounted switchboard (over 1200 amps), installing secondary conductors to specific building systems, and ensuring compliance with various UFC (Unified Facilities Criteria) and NEC (National Electrical Code) standards. The government responses clarify technical details such as equipment placement, short circuit analysis requirements, and confirmation of electrical system configurations, indicating a complex electrical infrastructure replacement project for a specific building facility.

Page Section Para. Dwg #

The breakers appear to be the service entrance and main distribution equipment for the building. UFC requires a main circuit breaker for service equipment. UFC also requires 15% empty space and 15% spare capacity (ampacity) for all panelboards, switchboards, etc. Does a load study need to be performed to size the panelboard or will historic load information (meter data) be provided to properly size the new equipment?

Historical load information is not available.

Follow the guidance provided in UFC 3-501-

01, Design Analysis and Documentation. For paragraph 3-2.2.2, only the calculations necessary for the new equipment.

UFC 3-520-01 3-2.2 requires a switchboard for service equipment when over 1200-amps. I don’t think there is a manufacturer that makes a panelboard over 1200-amps. Please confirm that a new exterior mounted switchboard should be provided as the new main service and distribution equipment.

Yes, if a panelboard is not available, an exterior mounted switchboard would be acceptable.

3 RFP PART 3

SEC

G4010

RFP Part 3, G4010, states: “Provide and install new transformer with a secondary compartment with panelboard and new circuit breakers on new concrete equipment pad.” Designer notes under UFGS Section 26 12 19, 2.2.1.3 state:

“Installation of circuit breakers in the secondary compartment is not recognized by IEEE standards, and limits accessibility by covering lugs, gages, and accessories.

Do not use.” Please confirm that new “panelboard” (or other main service and distribution equipment) will need to be installed outside of the secondary compartment of the new transformer.

Yes, secondary distribution equipment can be installed outside of the secondary compartement.

Please confirm the impedance of the existing transformer.

See Part 6 Photos of the RFP for transformer label plate information (page 171 of 210).

REFERENCE QUESTION

New service transformer, new main circuit breaker and new distribution circuit breakers will all affect detailed arc flash labels. Please confirm whether or not the activity has an arc flash risk assessment program that would require updated are flash labels in accordance with UFC 3-560- 01 1-12.3.

Activity does not have an arc flash risk assessment program.

New service transformer will affect the available fault current at every point in the electrical system unless the impedance of the existing transformer is matched.

Please confirm that a complete short circuit analysis is required unless existing impedance is matched.

Follow the guidance provided in UFC 3-501- 01 for short Circuit Analysis applicable to new equipment.

NEC 2023 620.62 requires selective coordination of elevator disconnect

OCPDs with all supply side OCPDs where more than one elevator is supplied by the same source. Please confirm whether or not the existing elevator disconnect supplies more than one elevator.

The building has one elevator.

RFP Part 3, G4010, states: “Provide and install new secondary conductors from the secondary compartment to ACC-1 and to the elevator motor control panel.”

If the new service entrance equipment is the new “panelboard” supplying MDPs and Chiller, each of these other disconnects would be considered another service. NEC 2023 230.2 allows multiple services for a single building in certain circumstances. It doesn’t appear this building falls under one of those circumstances. Please confirm whether of not the new service equipment (probably switchboard not panelboard) should be sized to supply ACC-1 and the elevator.

Our interpretation is that this building falls under NEC Article 230.2 (B)(1) and (3)(3) and can have multiple services. That aside, the intent of the RFP is to have the switchboard sized to include ACC-1 and the elevator.

Will civil/topo survey be required as part of the design package?

A civil/topo survey is not required to be part of the design package. Determine existing grade elevations as required to place the concrete slab such that the top of slab elevation meets the requirements of the RFP.
