About this file
This document is a set of Pre-Proposal Information (PPI) Responses for Solicitation N4008525R0043, related to replacing a generator at Building 372, Dam Neck Annex. The document contains 16 technical questions and corresponding government responses addressing project-specific details such as record drawings availability, cybersecurity requirements, generator and fuel tank placement, contractor trailer location, and electrical system specifications. Key clarifications include: the government will provide limited as-built drawings for Dam Neck B372, no specific cybersecurity requirements exist for the project, a subbase fuel tank is required, and the contractor trailer will be located outside the DEVGRU compound. Technical details specify the need for a new 3-phase, 208V, 400A automatic transfer switch with bypass/isolation, a separate service disconnect switch, and confirmation that only one automatic transfer switch will be provided. A geotechnical engineer is required for foundation work, and no civil/site survey is needed during the design phase.

1 07/28/25 Could the government provide as-builts for Mechanical, Civil, electrical, and plumbing?
See attachment "Dam Neck B372 Record Drawings." These are the only drawings available. The government cannot confirm the accuracy of the drawings.
2 07/28/25 Could the government detail what is required as it relates to cybersecurity on this project?
There are no specific cybersecurity requirements for this project.
3 07/28/25 What location is approved for the proposed fuel tank for the proposed generator?
As stated in the RFP, the fuel tank shall be a subbase fuel tank. (Attached to the generator, mounted below the generator on the same new concrete equipment pad, same configuration as existing generator and fuel tank)
4 07/28/25 Could the government show an approriate contractor trailer and lay down location for this project?
As stated in the RFP, outside the DEVGRU compound in front of B225 and B241 as directed by the Contracting Officer.
5 07/28/25 Could the government provide a photo or sketch showing the locations of the disconnect switch and automatic transfer switch as it relates to the existing generator?
There is no existing disconnect switch. See Drawings and Photos provided in Part 6 Attachments for location of the existing ATS.
6 07/28/25 Could the government provide a photo or sketch showing the locations of the disconnect switch and automatic transfer switch as it relates to the existing generator?
There is no existing disconnect switch. See Drawings and Photos provided in Part 6 Attachments for location of the existing ATS.
7 07/28/25 Is there an existing fuel tank that needs to be disposed of and if so, where is it located?
The fuel tank to be disposed is underneath the existing generator. See Photos in the RFP Part 6, Attachments for details.

Part 3 statement of work 4.0 states: “Note: Building 372 must remain in operation for the duration of the construction period. This contract will require construction sequencing in order to maintain ongoing Activity operations in Building 292. All utility outages (electrical, HVAC, water, sewer, fire alarm, fire sprinkler communications, etc.) must be approved by the Activity and scheduled for after hours, weekends and/or Federal Holidays.” Please confirm that “maintaining ongoing activities” does not include providing a temporary back-up generator while the permanent back-up generator is replaced.
A temporary back-up generator is not required for this project.
9 07/28/25
It appears from the record drawings that the generator currently supplies Article 700 emergency loads (egress lighting and exit lights). If the exit and egress lights are backed up by integral emergency battery, then this system does not need to be considered an Article 700 system. If not, then this would be considered an article 700 system requiring a separate ATS and panelboard for
Article 700 and regular (non-emergency) loads. Please confirm that the system is not an Article 700 system.
Per the RFP, only one ATS is to be provided.

Part 3, D5090 (modified by Addendum 0001) states: “Provide and install new 3 phase, 60Hz, 208V, 400A, service entrance rated, open transition, automatic transfer switch with maintenance bypass.”
Based on photos, the existing ATS is a wall-mounted switch and is NOT bypass/isolation type. A bypass/isolation type switch could be 80” tall, 36” wide and 30” deep. Please confirm whether or not bypass/isolation is required for the ATS. If it is, please confirm it fit in the room and allow required access.
As stated in the RFP, bypass/isolation is required.
11 07/28/25
Part 3, D5090 (modified by Addendum 0001) states: “Provide and install new disconnect switch.”
The project calls for both a new disconnect switch and a new service entrance rated ATS. This seems unnecessarily redundant. The service-entrance rated ATS comes with a disconnect (breaker) on the utility line side. Please confirm whether a separate service disconnect is required.
As stated in the RFP, a separate service disconnect switch is required.
12 07/28/25 UFC 3-540-01 2-5.3.2 requires ATS with integral bypass isolation for Emergency (Article 700) systems. Please confirm whether or not this is an Article 700 Emergency System. If it is multiple ATS are required to meet the requirements of the NEC.
As stated in the RFP, only one ATS is to be provided.
13 07/28/25
NEC 70, 700.3(F) requires temporary source of power (e.g. manual transfer switch and connection box for portable generator) for emergency systems relying on a single alternate source (with some exceptions). This has noting to do with temporary generator during construction, but a permanently installed means of connecting a temporary generator during times of generator maintenance.
Please confirm whether or not this is an Article 700 system, and if it is, whether or not any of the listed exceptions are met.
Bid per the requirements of the RFP.
14 07/28/25
NEC 70, 700.32 requires selective coordination with all supply-side OCPDs. This most likely will not be possible with the existing fuses and circuit breakers on the supply side of the new generator and
ATS. Please confirm whether or not this is an Article 700 system. If it is, please confirm that the contractor is not responsible for selective coordination of existing OCPDs.
The contractor is not responsible for selective coordination of existing OCPDs.
15 07/28/25 Are CAD files available for the existing site/floor plan? CAD files are not available.
16 07/28/25 Please confirm that geo-tech and civil/site survey is not required during the design phase.
A geotechnical engineer is required in accordance with the RFP, Part 3, Chapter 6.0, Section A10 FOUNDATIONS. The government does not require a civil/site survey to be performed; however, existing grade elevations at the equipment pad will need to be determined in order to properly place the pad in accordance with the RFP, Part 3, Chapter
6.0, Section A10 FOUNDATIONS.
