About this file
This Standard Form 30 Amendment of Solicitation/Modification of Contract is for the Building 708 Renovation for NAVIFOR LVC Training Spaces at JEB Little Creek - Fort Story in Virginia Beach, Virginia. Amendment 0006, issued by NAVFACSYSCOM Mid-Atlantic, provides responses to five Pre-Proposal Inquiries (PPI) addressing technical specifications and requirements.
Key clarifications include: (1) confirming no third-party design professional is required for Furniture, Fixtures & Equipment (FF&E) or Audio Visual (AV) packages, (2) recommending bidders proceed with specified 24-gauge insulated metal wall panels despite warranty concerns related to proximity to saltwater, (3) removing the alternative "Submittal Reviewer" position and allowing Quality Control (QC) to perform review duties, and (4) specifying that contractors are responsible for RF shielding ratings per industry standards. The amendment does not extend the solicitation date and is effective 08/21/2025, with the original solicitation dated 07/08/2025.

QUESTION GOVERNMENT RESPONSE
Page Section Para.
In what is a first, Amendment 0004, attachment document R, response to question 114 – states you do not need to hire an interior designer to develop and validate the final FF&E package for the Bld.
708 project.
This directive makes the answer to question 69 a bit more gray – in that the question asks if an Audio Visual package is to follow the best value determination process as outlined in spec 12 00 01.0020 and the answer is yes. Please confirm no third party design professionals are necessary for FFE or AV design and BVD.
Correct, as specified, there is no requirement for a third-party design professional for the FF&E package. The AV package will require a BVD, please refer to sheets TA001 through TA703.
This project is calling out for Insulated Metal Wall Panels in 24 gauge with a 20 year NDL manufacturer warranty.
Unfortunately, this is not possible.
The building is within 1500 ft from salt water, no wall panel manufacturer will warrant these panels this close to water and insulated metal wall panels only come in steel. The contractor may provide a price the metal wall panels with a coastal finish which will give you the warranty, however this will be a very expensive add price. In turn, the contractor can also price these with ACM panels and have rockwool insulation behind the panels, however there will be joints and based upon the drawings a continuous panel will be requried, which this option will not provide.
Please verify if the contractor may utilize ACM panels with rockwool insulation backing. If not, please verify that the panels will need to have a coastal finish.
The Architect was referencing the METL-SPAN Warranty Program during design. We have also seen versions of "hot-dipped" galvanized panels used in previous projects near salt water. Recommend to bid as specified.

SD-
Industry does not provide a 20 NDL warranty for labor and materials for metal wall panels. Only Finish warranties are available.
Galvanized panels in close proximity to the Ocean will not provide a finish warranty. Please provide an alternate design. Please see response to PPI# 116

Submittal Reviewer - The Government has removed the alternative "Submittal Reviewer" Position and provided that the QC can perform these duties. Please confirm the below statement is also removed from this RFP. 1.6.7 Submittal Reviewer Duties and Qualifications Provide a Submittal Reviewer, other than the QC Manager or CxC, qualified in the disciplines being reviewed, to review and certify that the submittals meet the requirements of this Contract prior to certification or approval by the QC Manager.
Each submittal must be reviewed by an individual with 10 years of construction experience.
Each submittal must be reviewed by a registered architect or professional engineer.
The DOR concurs with the government's statement above.
Please bid as specified.

Please provide the required rating that all RF shielded area are to protect against for this project.
Please note that the dB @ ___Mhz
- ___ Ghz will be required to properly price the mesh alloy.
The Contractor is responsible for the full ranges as designated in ICD 705, IEEE 299, or ASTM D4935 as indicated in the specifications. Specifically, the general requirements can be found in Division 13 49 20.00 10
– RF Shielding, Part 2 of the specifications.
