About this file
This is a Questions and Answers document for RFP N4008525R0018 regarding the repair of damaged secondary inlet guide vanes at Building 1100, NASO, with a PPI cut-off date of July 21, 2025. The contract involves replacing eight Secondary Air Intake Splitter Baffles in their entirety within Building 1100, with repairs specifically required for secondary inlet guides located within that building.
Key contract details include an extended duration from the original 420 calendar days to 510 calendar days (90-day extension per Amendment 0002), accommodating the extended fabrication and bid process timeframes that typically exceed 180 days for this specialty work. The government has clarified staffing requirements, stating that while the Superintendent may serve as the Site Safety and Health Officer (SSHO), the Quality Control Manager must be a separate individual. Contractors must coordinate with the Construction Manager for project trailer placement, laydown areas, and crane locations as outlined in Part 6, Attachment 03 of the RFP. The government has indicated they no longer possess information about the original contractor who installed the existing guide vanes, original design calculations, engine model specifications, or detailed air flow parameters beyond what is provided in Part 3, Chapter 6.0, Section B10 SUPERSTRUCTURE of the RFP. Ground disturbance is interpreted to mean no digging, though ground support for cranes and equipment is expected, with guide baffle removal optimally performed from the top but acceptable from the bottom at the contractor's discretion.

The fabrication and submittal process is likely to exceed 180 days for this project. Could the government consider adding more time to accomidate the extended fabrication time?
The current contract duration is 420 calendar days. This is extended 90 calendar days for a total contract duration of 510 calendar days. An amendment stating this is forthcoming.
Could the government provide the contractor who installed the existing guide vains?
Unfortunately, the government no longer has this information.
Finding a contractor who is capable of this specialty fabrication has become time consuming. Would the government consider extending the projects due date to accomidate the extended bid process? Yes, see Amendment 0002
Please provide an acceptable location for the contrcators project trailer and lay down area.
Please see Part 6, Attachment 03 of the RFP for Limits of Work and Laydown area. If more area is needed, this can be coordinated with the Construction Manager.
Please provide acceptable locations for a crane.
Please see Part 6, Attachment 03 of the RFP for Limits of Work and Laydown area. If a different location to optimize crane utilization is desired, this can be coordinated with the Construction Manager.
If duly qualified, could one person serve as the Superintendent, SSHO, and QC Manager?
The QC Manager must be separate from the Superintendent and the SSHO. The Superintendent may serve as the SSHO (See the RFP, Part 2, Sect. 01 30 00.05 20, Paragraph 1.1 and Part 2, Sect. 01 45 00.05 20, Paragraph 1.2).
Is there a location that the contractor could use to perform coordination on site, or is a contractor trailer necessary? It is the contractor's decision whether or not to provide a trailer for coordination. There is no other existing interior space that can accommodate this request for this project.
The interior of existing Building 1100 has roof leaks where personnel would otherwise congregate, so this is not a viable option. If it is desired to place a contractor's trailer outside the Limits of Work indicated in the RFP, Part 6, Attachment 03, this can be coordinated with the Construction Manager.
ttachment A S-24
Please confrim that Scope of work is to replace the entier Splitter as shown in the detail on Sheet 2-24 and not just the Bottom Cover as shown on page Attachment A, 157.
This contract will replace a total of (8) Secondary Air Intake Splitter Baffles in their entirety.
Please confirm which bay will receive repairs. At the site it was told to us it was 1101. 1102 an 1103 are shown in the rfp site diagram.
These repairs must be completed for the secondary inlet guides located within Building 1100.

REFERENCE QUESTION
161of 161 6 ev checklist
Environemetnal checklist states for Contractror to remove vanes and install vanes through opening in top, NO ground disturbance. Is this required? It will possibly cause rerfooing, larger cranes, and other expenses not encountered from ground access, removal, and installation.
Interpret "no ground disturbance" to mean no digging into the ground will be performed. It is expected that the ground will support the weight of a crane, crane outrigger cribbing, and other equipment as necessary to perform the repairs. It is also expected that the repairs will optimally be performed by removing the guide baffles from the top, but it is acceptable to remove them from the bottom at the contractor's discretion, as long as existing structure to remain is not disturbed. Note that it appears that the design of the existing guide baffles facilitated lowering them into place from the top.
none Can the government provide the calculations from the original design of the vanes?”
Unfortunately, the government no longer has this information.
What is the engine model that is being tested in the test cell? This information is unknown.
Can the government provide the anticipated air flow parameters for the air entering the secondary intake? This is needed for determining the mechanical loads on the intake baffles (vanes) and in turn, has an affect on the price of the baffles (vanes).
Please see the RFP, Part 3, Chapter 6.0, Section B10 SUPERSTRUCTURE for all known parameters. No other information is available regarding air flow parameters.
