About this file
This document is an Amendment (0004) to a Design-Build Request for Proposal (RFP) for replacing sanitary sewer lines at Pier 12 and Pier 14 of Naval Station Norfolk in Virginia. The amendment provides updates to various technical specifications, including system design requirements, project objectives, and site analysis details. Key changes include clarifying the existing gravity system's functionality, specifying design adherence to Unified Facilities Criteria (UFC 4-150-02), and providing guidance on utility surveys, lateral replacements, and system pressures.
The amendment also addresses multiple pre-proposal inquiries from potential contractors, offering clarifications on topics such as system design, bypass systems, utility connections, and contaminated groundwater handling. The proposal remains due on September 2, 2025, at 2:00 PM EDT, with bid options for work at both Pier 12 and Pier 14. The solicitation is issued by NAVFACSYSCOM Mid-Atlantic Contracting Core and involves design and replacement of approximately 2,650 linear feet of sanitary sewer piping, with specific requirements for system design, materials, and installation methodologies.

The following have been added by full text:
AMENDMENT 0004
This amendment is issued to incorporate the following:
1. Provide Continuation Sheet for Contract Specifications
2. Provide responses to Pre-Proposal Inquiries

1. Continuation Sheet
Part 3 – Project Program, Chapter 2. Project Objectives, Subpart 2.4 Appropriate Design Requirements, Under-Pier SS System Design
Add the following paragraph:
The existing gravity system beneath the pier functions as both a force main and a gravity system, depending on operational needs. Shipboard pumps provide the necessary motive force when required. The new system design will replicate the current system slope, maintaining a maximum pressure of 150 psi, a critical requirement given that the largest vessel class at the pier will be aircraft carriers. The design of the new utility system will adhere to the criteria and guidelines outlined in the UNIFIED FACILITIES CRITERIA (UFC), specifically UFC 4-150-02, DOCKSIDE UTILITIES FOR SHIP SERVICE.
Part 3 – Project Program, Chapter 3. Site Analysis, Subpart 3.1.2 Current Conditions
Delete the following sentence:
“These reports include photographic data obtained with a GoPro camera”.
And replace it with the following sentence:
“The video footage of Pier 12 -Left Side used to create the report is available upon request.”

In the second paragraph after “Bid Option (Pier 14): An additional 2,650 LF of piping.”, add the following sentence at the end of the paragraph:
“The Contractor is responsible for identifying each existing under-pier lateral. Replacements must match the existing Nominal Pipe Size (NPS)”.
Part 3 – Project Program, Chapter 6- Engineering System Requirements, G10 Site Preparation, System Description, General System Requirements
In the second paragraph, delete the third sentence:
“Topographic survey must locate all existing utilities on piers, under piers, underground, and including existing conditions of underside of each pier.”
And replace it with the following sentence:
“Topographic survey must locate all existing utilities that will be impacted by construction or the layout of new sanitary systems. This includes utilities on, under, and underground, as well as the existing conditions of the underside of each pier.”

necessary SS and OWW lines related to the project? To survey the entire 150' width for unrelated utilities would be very costly. Also, can utilities in utility vaults be exempted as heavy construction equipment is needed to access those, and they don't appear to contain salient utilities for the subject project?

57 We are writing to respectfully request a scheduling adjustment regarding Solicitations N40085- 25-R-0006 and N40085-25-R- 0056 under the Large General
Due to end of year constraints, we are unable to grant an extension.
Construction MACC. Currently, both solicitations are set to close on the same date and time, which presents a challenge in preparing responsive and competitive proposals for both.
In light of this, we kindly request that the Navy consider extending the due date for one of the solicitations to Friday, September 5, 2025. We believe this adjustment would allow offerors the necessary time to adequately address the requirements of each solicitation without compromising quality or compliance. We also note that Solicitation N40085-25-R-2512, also under the same MACC, has already been extended to September 3, 2025, which may help support this request. We appreciate your consideration and continued support in facilitating a fair and competitive bidding process. Please let us know if any additional information is needed to support this request.
