Combined Synopsis/Solicitation N4008525Q2501
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on (https://piee.eb.mil).
The solicitation number is N4008525Q2501 and is issued as a Request for Quote (RFQ). This is the only RFQ for this requirement, it includes all the terms, and conditions as well as applicable FAR and DFARS clauses and provisions with respect to the anticipated purchase order. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-03, effective January 17th, 2025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed contract action is for commercial services and is a Facilities Support, Firm Fixed Price (FFP)/Indefinite Delivery/Indefinite Quantity Contract with Non-Recurring Services for which the Government intends to solicit and negotiate unrestricted procurement. This posting is a request for competitive quotes. There is a one-time $2,500 minimum guarantee for this contract. It can be paid over the duration of the contract. This contract contains provisions for a Base Period with three (3) Option Periods, not to exceed a total of forty-eight (48) months. The Government has the option to extend the term of the contract in accordance with Section I, Contract Clauses, 52.217-9, Option to Extend the Term of the Contract-Services (Mar 2000). In the option periods, the Government will adjust the prices, if applicable, based on the new Department of Labor Wage Determination. Interested persons may identify their interest and capability by submitting a quote utilizing the Electrical and Utilities Training ELINs attachment. All quotes or quotations received by the closing response date may be considered by the Government.
Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic seeks to find a company to offer Electrical and Utilities based training on an as needed basis (other trades may benefit): Fundamental and advance courses; to maintain proficiencies with diagnosis and repair of utilities, control, and electrical systems. Training is needed to maintain skill level and provide revisionary training for employees that may lack fundamentals.
The contractor shall provide all training, materials, and location for the courses. Courses required include but not limited to:

Period of Performance: The contract will consist of one Base Year with three (3) option year periods. The total contract period of performance will not exceed forty-eight (48) months.
Non-Recurring quantity work may be ordered at the prices offered by two ways: 1) by the issuing activity using a DD Form 1449 “SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL ITEMS”; 2) by an authorized Government user via a Government Purchase Card (GPC). When receiving GPC orders, the contractor shall provide the supplies and services at the offered price without additional markup or handling fee. This procurement allows for the use of FEDMALL for issuing orders. The contractor is required to be fully registered and able to accept non-recurring work orders through FEDMALL within 30 days of the base period of performance start date.
