About this file
This document is an amendment for a federal contract opportunity solicitation. The purpose of the amendment is to provide revisions to the specifications and drawings, respond to pre-proposal inquiries, and provide a site visit log. Key details include:
The solicitation is for a project to replace an existing 20,000-gallon oil/water separator (OWS) and move it out of a flood zone. The amendment revises several specification sections, including requirements for the superintendent, quality control manager, and temporary utilities. It also provides responses to questions about the existing OWS, power outage coordination, tank cleaning, delivery lead time, and concrete pad details. The amendment confirms the requirement is for a 20,000-gallon OWS, not a 5,000-gallon OWS as previously stated. The solicitation number is N4008524R2848, and the project name is "CI-002 REPLACE OWS AND MOVE OUT OF FLOOD ZONE." The federal agency is the Department of the Navy Naval Facilities Engineering Command.

During the site visit we notice a power line in the vicinity of where we need to place the crane for the oil water separator. Please advise on a plan for us to provide temporary or work with outages during the weekends.
The overhead power lines are for street lightings, and it should be ok to de-energize them. The overhead power lines are owned by Dominion Power. The contractor will have to contact Dominion Power to schedule the outage and notify the Contracting Officer / UEM the outage schedule. The contractor will need an electrical contractor on the project to do lockout and tagout.
08/29/24 Can one person be the supervisor, QC, and SSHO?
The superintendent can be the SSHO. The QC Manager has to be a separate person. See Amendment

In the RFP it states that the cutoff for PPIs Is 14 days prior to the proposal due date. Proposal due date is 9/16/24 so that would make the PPI cutoff on 9/2/24, which is a Holiday.. The email we received on 8/26 announcing the RFP states the PPI cutoff date is 9/6/24 which is 10 days before the proposal due date and what the time frame typically is for the PPI cutoff. 9/2 does not provide adequate time for submission of PPIs and 9/2 is also a Holiday when a lot of contractors and probably most of the govt are closed or off. Please confirm that
9/6/24 as stated in the RFP email is
09/06/24 is the correct PPI cutoff.
the correct PPI cutoff date.

Attached find drawings from Highland Park, the mfg of the OWS tank we are to replace for this project. Based on the project name and date info on the drawings it appears to be the drawings for the OWS that is currently in place on this project. The dimensions are all the same, all exterior piping and valves are the same. What is stated on these drawings that doesn't match is that this is stated to be a 20K Gallon OWS and what the
RFP states is that we are to replace a 5000? gallon tank.. Please advise if the drawings represent the correct tank to be provided as all of the drawing details, dimensions, and piping/valve layouts confirm that it is.the correct tank at 20K gallons not 5K gallons.
The existing OWS is 20K gallon.
Please see revising drawings included in this amendment

Also included is another attachment regarding weld details. Please advise regarding the types and locations of welds to be provided.
1. Detail C4 shows a fillet weld all around to join 3” to 3” flat bar ( Splice Plate). Was this intended to be an edge weld all around with 3/16 fillet on top and bottom?
2. Detail C4 Angle bracket to ladder shows weld symbol pointing to the 3/8” anchor bolt. Was this intended to be an edge weld on sides weld and 3/16 on top of angle clip?
1. Correct, an incorrect symbol was shown in the detail. Intention was for an edge weld to join the existing stringer and new 3" x 1/2" stringer plate, with 3/16 fillet welds on top and bottom. The drawings will be revised to clarify this discrepancy.
2. Correct. The callout was improperly placed. Intention was for an edge weld to join the stringer plate and angle, with 3/16 fillet weld on top. The drawings will be revised to clarify this discrepancy.

As it pertains to demolition of the existing system, are we allowed to cut and cap conduit underground and abandon it in place?
Yes
09/05/24
Note 2 on ES102 shows a conduit running under an asphalt road, can we bore underneath this to avoid tearing up the asphalt? If not, are we required to patch the asphalt after we backfill?
Note 2 specifies running conduit through the same trench as shown on CS104.
09/05/24 ES-501 shows the mounting preference of the new receptacle, is
ES501, detail C1 shows the receptacle mounted to the tank the structural frame the receptacle gets mounted two existing or do we need to install t structural frame.
09/05/24
During the site visit there was mention of having an outage for the overhead power lines in the vicinity of the existing OWS and the roadway to allow a crane to access the area adjacent to the OWS to lift and remove the OWS from its current location. Is NAVFAC going to coordinate this outage with the contractor to make this removal possible?
Please see question no. 1.
09/05/24
What type of fluids, chemicals, oils, etc are currently contained in the
OWS that the contractor will need to take into consideration for any
Tank cleaning that will be necessary prior to removing, demoing, or transportation of the
OWS?
NAVFAC will empty the OWS prior to demolition, so there should be nothing but residual water, sediment in the bottom of the tank, and perhaps a very faint diesel smell.
09/05/24
The current lead time for delivery of the new OWS is unknown.
Please confirm that additional time beyond the current 365 CCD will be added to the contract performance period if needed once a delivery date can be established after approval of all OWS submittal data submitted.
The lead time for the delivery is approximate 14 weeks. Additional
60 days will be added to the contract performance period if needed.
