So please could you advice on the above mentioned point that can we use subcontractor for this solicitation?

Response: In accordance with Section M, M.2- Evaluation Factors, Factor 1, B.4, yes you can use subcontractors, however you need to describe the work being performed while remaining in compliance with FAR 52.219-14, Limitations on

Subcontracting.

2. Can you please help us with the incumbent details with PO and total value of the current contract?

Response: The current incumbent is PI3E JV LLP. Per the award synopsis posted on SAM.gov on 11/4/24, the award number is N4008523D0010 and the awarded amount was $3,621,104.36, SAM.gov.

3. Is there a current incumbent? If so, what is the award number?

Response: See Amendment 0002, Government response to Question 2.

4. Is this a new requirement?

Response: This is a follow-on requirement to the current contract N4008523D0010.

5. Does the base have certain product requirements to clean the grease traps and vents? For example, are they seeking to use all green products and if so, it affects the price. If not, then it'll be a lot more affordable.

Response: Refer to 0200000- Management and Administration Spec Item 2.10.3.1

Environmentally Preferable Products, Spec Item 2.10.3.2 Use of Recovered

Materials, Spec Item 2.10.3.3 Use of Biobased Products and Spec Item 2.10.4.29

7. In your “facility investment for regional maintenance of grease trap services” contract, it states that we are to have meetings with the governments representative for the first 3 months, do these have to be done in person or over a zoom call, etc?

Response: This is a post-award function. Arrangements can be made at the Pre-performance conference with each individual site as to the physical location of the performance evaluation meeting.

8. FAR 52.219-14 Limitations on Subcontracting (e) 1. Services, will the government allow the subcontractors to perform all (100%) of the services (grease traps, kitchen exhaust hoods and dryer vents) over the primary contractor that is awarded the contract? Is it a requirement that the primary contractor will have to supply their own equipment and supplies to provide all services (grease traps, exhaust hoods, dryer vents) for the whole duration on the contract.

Response: No, subcontractors cannot perform 100% of services. In accordance with

FAR 52.219-14 (e) 1, "Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.”

Yes, the contractor must provide all labor, management, supervision, tools, material and equipment and other items necessary to perform Facility Investment services.

Will the contractor be held responsible for any repairs up to $1000.00 at the beginning of the contract if the equipment is not in “working condition”?

Response: All equipment is in working condition. During the performance of work when the Contractor discovers an issue that requires repairs the Contractor shall refer to Spec Item 3.1. If repairs exceed the recurring work limits then the
