TECHNICAL CHANGES

3) In the SCOPE OF WORK, Part 3, C1030 SPECIALTIES, Firestopping Systems, after the last paragraph:

ADD the following paragraph:

“Firestopping system installation and testing must fall within the same construction phasing and sequencing requirements as the fire alarm system.”

4) In the SCOPE OF WORK, Part 3, replace D40 FIRE PROTECTION SYSTEMS in its entirety with:

D40 FIRE PROTECTION SYSTEMS

Refer to Part 4 Section D40 for performance requirements of the building elements included in the fire protection systems.

SYSTEM DESCRIPTION

The facility is a 3-story BEQ with a core and two residence wings, totaling approximately 123,199 sq.ft. There is a direct hydraulic elevator in the core that travels from first through third floors. The elevator machine room is on the first floor. The facility does not have a dedicated fire pump or

0001 Page 3 of 5 generator.

GENERAL SYSTEM REQUIREMENTS

The Contractor must coordinate all work related to the Fire Protection System with the Contracting Officer, Base Fire Department and local/regional dispatch center. During disconnection and demolition work, as stated elsewhere within the RFP, there must be no loss of alarm transmitting or receiving capability. If temporary interruption of individual alarm connections will have to occur in order to perform the work, it must be minimized and must be approved by the Contracting Officer and Base Fire Department prior to work being performed.

Interruption of alarm or communications functions at the local/regional dispatch center is prohibited.

The Contractor must be responsible to engage and coordinate ALL required Fire Protection related outages with the “existing NASO fire protection maintenance contractor”. The successful bid must include all associated costs and fees incurred by the “existing NASO fire protection maintenance contractor” to perform all required Fire Protection related outages for the project.

Provide working space around all equipment. Provide all required fittings, connections and accessories required for a complete and usable system. Install equipment in accordance with the criteria of PTS section D40 and the manufacturer’s recommendations. Where the word "should" is used in the manufacturer's recommendations, substitute the word "must".

All Design Documents, (i.e. plans, specifications, phasing plan, and calculations) developed for Section D40 must be prepared by, or under the supervision of the design/build contractor's Qualified Fire Protection Engineer, the Fire Protection Designer of Record (FPDOR).

Construction documents must include the services of a Fire Protection Quality Control Specialist as detailed in Specification Section 01 45 00.00 20.

Installation drawings, shop drawings or working plans, phasing plan, calculations, other required pre-construction documentation and as-built drawings must be prepared by, or under the direct supervision of a National Institute for Certification in Engineering Technologies (NICET) engineering technician as specified below. NICET engineering technicians must hold a current certification as an engineering technician in the field of Fire Protection Engineering Technology with Level IV certification in the appropriate subfield.

A phasing plan must be prepared by or under the supervision of either the FPDOR or the FPQC and must minimize the duration of time residents are displaced. The phasing plan must be submitted at the same time as the design drawings and must be approved by the Contracting Officer and NAVFAC Midlant Fire Protection Engineer (FPE) before construction drawings are submitted.

Provide training for the systems consisting of one (1) four (4)-hour session to accommodate the maintenance staff and base fire department

D4010 FIRE ALARM AND MASS NOTIFICATION SYSTEMS

In according with Phasing requirements, demolish the existing fire alarm system in its entirety, including the connection to the telegraphic fire alarm reporting system (underground Gamewell loop). A fire alarm system and transmission to the local/regional

0001 Page 4 of 5 dispatch center must remain operable for occupied portions of the building as detailed in Phasing requirements.

Provide a new analog/addressable, voice evacuation combination fire alarm mass notification system capable of notifying building occupants inside and near the facility.

Other disciplines such as architectural, mechanical, electrical, etc. may have incidental work to support the fire alarm system replacement. Design in accordance with UFC 3- 600-01, UFC 4-021-01, and FC 1-300-09N.

Provide a radio transmitter compatible with the basewide fire alarm reporting system.

Oceana’s receiving station utilizes Monaco equipment. Collaborate to ensure continuity of alarm transmission from the local receiving station to the regional dispatch center.

Provide a radio transceiver compatible with the basewide mass notification system.

Oceana’s emergency management system utilizes Federal Signal equipment. Ensure continuity of messages from the emergency management system to the building and rebroadcast over the building speakers.

Provide Class A Notification Appliance Circuits and Class A Signaling Line Circuits. Any Class B Initiation Device Circuits must be less than 10 feet in length.

All wiring must be installed in conduit (EMT minimum). Minimum conduit size is ¾” except drops to individual devices may be ½”. Conduit may be reused if it complies with UFC 3- 600-01, but all wiring must be replaced.

Provide smoke detectors with sounder bases with 520 Hz low frequency in sleeping rooms. Provide detectors that do not require individual programming when they will be replaced (by government technicians) in the future.

Provide carbon monoxide (CO) detection in the mechanical room that contains fuel fired equipment. Prohibit multi-criteria CO detectors (disabling heat and smoke modes of multi-criteria is not permitted).

Provide duct smoke detectors for HVAC systems required by NFPA 90A and remove existing. Duct smoke detector activation must shut down respective HVAC units and also send a supervisory signal to the FMCP.

Test the water flow switches (or pressure switches) and tamper switches on the existing sprinkler risers. If switches do not function properly, provide new switches. The water motor gong and its piping must remain.

Provide manual pull stations at locations required by UFC 3-600-01. Manual pull stations installed outside in or near open stairwells must be weatherproof.

Provide notification appliances throughout the building as required by UFC 3-600-01 and

UFC 4-021-01. Prohibit addressable notification appliances.

Locate the fire alarm/mass notification control panel (FMCP) and all notification appliance circuit (NAC) booster panels in conditioned spaces. The front entrance has sufficient room in the South-East corner. NAC panels may also be located in the TV Lounge or the Recreation Room in the core’s second and third floors. NAC panels may not be located in

0001 Page 5 of 5 the mechanical rooms.

Locate the remote annunciator and local operating console (LOC) as directed by the Contracting Officer and the NAVFAC FPE.

All fire alarms, supervisory alarms and trouble conditions must transmit to the fire alarm receiving station. Transmitter zones must be coordinated with base fire department.

Transmitter zones include:

a. Sprinkler Water Flow

b. Smoke Detector

c. Manual Pull Station

d. Supervisory (i.e., valve tamper switch)

e. Duct Smoke Detector

f. Carbon Monoxide Detector

g. Sleeping Room Smoke Detector

NAVFAC FPE must review and approve all submittals for the fire alarm system.

NAVFAC FPE must witness and approve final inspection/acceptance test.

D4020 FIRE SUPPRESSION WATER SUPPLY AND

EQUIPMENT

Not used.

D4040 SPRINKLERS

Not used.

D4090 OTHER FIRE PROTECTION SYSTEMS

The facility’s fire rated walls must be identified in order to assist the firestop contractor.

The drawing showing the facility’s fire rated walls must be prepared by or under the supervision of either the FPDOR or the FPQC.
