About this file
This is Amendment 0002 to solicitation N40085-24-R-2555, which provides answers to contractor questions regarding the repair of a sludge processing system at Camp Lejeune, NC. The amendment maintains the proposal due date of January 14, 2025 at 2:00 PM.
The amendment clarifies that the project involves repairing the sludge processing system and adding a Pre-Engineered Metal Building (PEMB) to house new equipment at the French Creek Wastewater Treatment Facility. The facility uses an Autothermal Thermophilic Aerobic Digestion (ATAD) system operating at 55-70 degrees Celsius, with a natural gas heat exchanger. Key technical clarifications include: no lightning protection required, sludge inlet temperature range of 90-110 degrees Fahrenheit, no arc flash study required unless base mandated, and revision to the reactor tie-in method to use tee fittings with flange adapters instead of tapping since both trains are offline. The existing system must remain operational during construction with minimal impact after piping is complete.

FC436 Repair Sludge Processing Continuation Page
1. Specification 01 11 00 Summary of Work makes mention of an attached project description, but I don’t see this. Can you provide Specification 01 11 00 Summary of Work project description?
Answer:
Introduction & Process Overview The project is a repair of the sludge processing system and addition of a PEMB to house proposed equipment. The existing treatment plant is located in the French Creek area of Camp Lejeune. The wastewater treatment facility uses the Autothermal Thermophilic Aerobic Digestion (ATAD) system for sludge digestion. The process is a variation of conventional aerobic digestion but is carried out at thermophilic temperatures (55-70 degrees C). The temperatures are achieved by conserving the heat generated in the exothermal oxidation reactions. For this project, supplemental heat in the form of a natural gas fueled heat exchanger has been implemented to begin the heat generation process and assure that the sludge attains the desired temperature requirements for proper digestion prior to dewatering. The system includes connections to the outlet of the “A” tank (first in a 2-stage process), piping, pumps, and heat exchanger to increase the temperature in the first stage of the process.
Project description:
The work includes Expansion of the Advanced Wastewater Treatment Plant sludge processing system with new building to house the equipment, and incidental related work.
Special scheduling requirements:
Coordinate with trades. Minimal construction impact after piping complete. Existing system to remain operational.
2. Is lighting protection required?
Answer: No, it is not required.
3. Need to know what is the inlet temp is of the sludge for the heat exchanger?
Answer: Anticipated range of temp of sludge (inlet) – 90 – 110 degrees F. Temp may vary under operating conditions.
4. Will a coordination/ arc flash study be required for this project?
Answer: Arc flash study not required unless is a base requirement.
5. On Reactor 1B/2B the tie-in method is calling for (2) new 12x8 tapping sleeves – no problem there.
But the valve of choice is an 8-in Electric Actuated Plug valve. We all know we can’t tap through a plug valve
Question: Are we going to do a Tapping valve and then and Actuated valve behind that?
Or maybe the reactors are not live and tapping through a valve doesn’t matter it would just be bolted to the flange on the tapping sleeve?
Answer: In lieu of tapping, since both trains 1 & 2 are offline, cut in tee fittings with flange adapter (not Y fitting since that is harder to procure and needs another 45-degree fitting anyway).
