7. QUESTION:
Do the certifications or courses also need to meet their state Professional and Occupational
Regulations?
RESPONSE:
See Amendment 0005, revised Specification, Item 3.0., Vendor Qualifications for further details.
8. QUESTION:
I anticipated the 204 staff will be spread across the different states listed above. Is there a set figure of how many students per state?
The specification, Item 6.0., Deliverables states, “Train up to 240 students per year for
3 years.”
9. QUESTION:
I also saw the instructors need to travel to multiple locations. In the Statement of Work 4.0 specifies travel is required to provide training at NAVFAC MIDLANT Public Works
Department.
How many training sites will need to be accessed in each state?
Training sites will be within the PWD at:

10. QUESTION:
Besides the module training costs, are other expenses, for example:
per diem, mileage, or instructor lodging allowed to be included in the RFQ?
Your proposal should be inclusive of all associated costs.
11. QUESTION:
As of October 1 2024, there are already 204 students/staff anticipating they will beginning training on that date? If so how many are taking each module listed under the Statement of
Work 6.0? Or are all 204 expected to do all the modules and start as novices or with an entry level course?
It is up to 240 per year, less employees may train. The classes are not intended to be in any order but to be selected based on need. Students will attend more than once.
12. QUESTION:
When should registration/enrollment in the courses start?
See Amendment 0005, revised Specification, Item 4.0., Task, Sections 4.5 and 4.6 for further details.
13. QUESTION:
When would you expect it to be completed?
There is no completion date. This is not program from start to finish. It will allow NAVFAC to fulfill gaps in knowledge and enhance knowledge, skills and abilities (KSA).
14. QUESTION:
I have another question regarding the text books selected for the course. They are 2017 and
2018 years of publications. Is there a reason why the latest editions of those texts cannot be used?
They can be used if that edition is Virginia DPOR approved.
15. QUESTION:
If the textbook are to be ordered and delivered to the different training sites, would they be placed to your attention for delivery?
A sponsor will be selected at each site to receive shipments.
STATEMENT OF WORK FOR HVAC TRAINING IN SUPPORT OF NAVAL FACILITIES
ENGINEERING SYSTEMS COMMAND (NAVFAC) MID-ATLANTIC

1.0 BACKGROUND:
1.1 NAVFAC MIDLANT, a part of the Naval Facilities Engineering Systems Command (NAVFAC) enterprise, and the Navy's installation facility experts; manages the planning, design, construction and maintenance of shore facilities for the U.S. Navy. They also prioritizes workforce training and education to maintain competencies, certifications and qualifications.
1.2 Two types of training are needed for the HVAC Electrical trades (other trades may benefit):
1.2.1 Trade-based fundamental and advance courses. To maintain proficiencies with diagnosis and repair of HVAC, control and electrical systems. Training is needed to maintain skill level and provide revisionary training for employees that may lack fundamentals.
1.2.2 Preparation and continuing education for state recognized journeyman or craftsman-level certification. It is highly recommended that technicians participate in training program that prepares for a state recognized journeyman or craftsman-level certification.
Participation will increase knowledge of local ordinances, laws, or other requirements.
Journeyman/master level knowledge will reinforce state code compliant work and procedures. Through training and examination, employees may progress from journeyman to a master level technician. Once license has been acquired it must be maintained with yearly continuous education credits (CE). CE courses must be board-approved to count toward the renewal requirements.
1.3 Employees that may benefit from training may include, but not limited to:

2.0 OBJECTIVE & SCOPE:
2.1 NAVFAC MIDLANT requires the services of a vendor/company to provide trade-based formalized training and education that may be customized for the needs of the government.
2.2 The Contractor shall provide all educational services, instructors, and reference materials to provide training approved by Virginia’s State Department of Professional and Occupational Regulation
(DPOR). Courses required but not limited to:
HVAC Fundamentals Controls
HVAC Advanced Controls
ELECTRICAL Fundamentals Controls
ELECTRICAL Advance Controls
HVAC - fundamentals AC/R Class
HVAC - International Mechanical Code and Application
HVAC & PLUMBING - International Fuel Gas Code and Application
Electrical - NEC Electrical Code and Application
3.0 VENDOR QUALIFICATIONS:
3.1 Instructor/instructors must possess a valid Master’s Tradesmen’s License in the subject material.
3.2 Instructor/instructors must possess a valid Class A Contractors License in the subject material.
3.3 Instructor must have a minimum of 25 years of hands-on experience in installation and service of related subjects.
3.4 The instructor has previously owned a licensed company and supervised and managed the installation and service of the related subjects, including cost estimation, load calculations and code requirements in the subject materials.
3.5 All training courses must me certified by a licensing authority as vocational training with documented accredited training hours for each course.
3.6 Materials to related subject classes to be provided, including in person hands on training with live 24
VAC controls systems.
3.7 The courses offered are designed to be completed incrementally as a group of classes to be considered customized training specifically designed for novice, intermediate and seasoned technicians providing both first time introductory on and revisionary training in the subject materials to advance the skillset of all parties.
4.0 TASKS
4.1 Vendor must be able to travel to, and provide training at, NAVFAC MIDLANT Public Works
Department locations.
4.2 Vendor must provide all classroom materials such as code books, lab equipment, electronic equipment, presentation equipment.
4.3 Vendor shall deliver courses that contain a combination of instructor-led preparatory material, navigating the appropriate reference materials, walk through of practice questions and hands-on training that is a minimum of three (3) days in length.
4.4 Each class will be (3) consecutive days, Tuesdays through Thursdays from 8:00 am – 3:00 pm each day, with a lunch break from 11:00 am – 12:00 pm.
4.5 Classes will be scheduled quarterly with the option of some being scheduled on a monthly basis at the agreement of NAVFAC and the vendor.
4.6 Vendor will conduct up to twenty (20) class sessions per year for a total of 240 students per year OR up to five (5) classes per quarter with a total of 60 students per quarter. Each class will have a maximum of 12 students per session. Training will be provided for a total of 3 years from October 1st
2024 to October 1st 2027. Classes will be selected by NAVFAC ML. See phase schedule below:

RESPONSIBILITIES
5.1 NAVFAC MIDLANT will provide a training classroom and organize employees to attend scheduled classes.
5.2 NAVFAC MIDLANT will work with the vendor to gain access to the base.
6.0 DELIVERABLES:
