Dear Mr. Halliday:

Weston & Sampson Engineers, Inc. (Weston & Sampson) has prepared this environmental investigation report for the above-referenced project (the Project). The report provides the results of the design-phase environmental investigation performed in October 2023 at the Naval Computer and Telecommunications Area, Master Station

Atlantic Detachment (NCTAMS LANT Det) in Cutler, Maine. The purpose of the investigation was to assess subsurface conditions and the potential to encounter contaminated materials during the replacement of existing aboveground storage tanks (ASTs) at the facility’s oil storage terminal (tank farm) and power plant.

1.0 BACKGROUND

The NCTAMS LANT Det is a federal facility located on the Cutler Peninsula in the Gulf of Maine. The Project Area includes a portion of the facility located on the west-central side of the peninsula, adjacent to Machias Bay. The area includes a tank farm that contains two (2) 315,000-gallon and one (1) 215,000-gallon ASTs, a fire protection

(B123) and fuel control building (B124), fuel off-loading area, and associated aboveground fuel transfer piping and equipment. A power plant (B103), four (4) approximately 15,000-gallon transient ASTs, and a saltwater holding tank are located north of the tank farm. Numerous subsurface utilities and a grounding grid are present in the area, as is a utility tunnel between the fuel control building and power plant.

According to the Spill Prevention Control and Countermeasure (SPCC) plan, the ASTs located in the Project Area are field-erected single-wall steel tanks used for storing diesel fuel. The installation dates for these tanks are unknown. As depicted in Figure 1, the ASTs are situated within secondary containment areas comprised of a gravel berm and a synthetic liner. Catch basins are responsible for draining stormwater from the containment through on-site oil-water separators.

1.1 Project Description

We understand that the Project will involve replacing the existing single-wall fuel storage tanks in the tank farm and transient tank area at the power plant with new double-walled tanks. The Project's design is being undertaken by the Naval Facilities Engineering System Command (NAVFAC). We understand that two design alternatives are currently under consideration. One alternative suggests reusing the existing foundations in the tank farm for the replacement tanks, while the second alternative entails constructing a new foundation for a replacement tank in current transient tank location.

2.0 INVESTIGATION OBJECTIVES & APPROACH

Based on our understanding of the Project, Weston & Sampson conducted a design-phase environmental investigation with the primary objective of assessing subsurface conditions for potential petroleum-related impacts that would require off-site transportation and disposal during the AST replacement. The investigation was carried out according to the Site Investigation Plan that was provided by NAVFAC on 28 August 2023. This plan included advancing geotechnical soil borings to evaluate subsurface conditions for potential foundations to be constructed near the transient tank area and environmental “soft” borings to assess the shallow cover soils inside the existing

AST containment areas The geotechnical and environmental testing was conducted currently. Environmental findings are summarized below. Geotechnical results are provided in the geotechnical data report.

2.0 SUMMARY OF PREVIOUS INVESTIGATIONS

Weston & Sampson reviewed existing information to assess existing conditions and previous environmental response actions in the Project Area. The review considered government provided information and publicly available files from the Maine Department of Environmental Protection (MEDEP) . References are provided in

Attachment A. The review findings include the following:

• Environmental site investigations were conducted in the early 1990s to evaluate areas of concern (AOC) associated with the transient tanks at the power plant (AOC-5) and tank farm (AOC-6). These investigations included sampling and analysis of soil and groundwater downgradient the transient tanks and soil, sediment, groundwater, and surface water at upgradient and downgradient locations around the tank farm.

• The historic environmental site investigation results revealed minor petroleum-related impacts in the vicinity of the tank farm and transient tanks. Petroleum impacts included low concentrations of petroleum hydrocarbons in the soil and petroleum-related volatile organic compounds (VOCs) in the groundwater.

Testing near the tank farm also detected several sediment samples from a nearby drainage ditch containing low petroleum hydrocarbon concentrations.

• There have been several documented fuel spills in transient tank area and tank farm. Diesel spills in the transient tank area occurred in 1992, 1999, and 2000, while a spill in the tank farm reportedly occurred in

1992. Previous reports indicate these spills were largely contained by the secondary containment systems and cleaned up according to MEDEP requirements.

• Corrective actions to address secondary containment systems in the tank farm and transient tank areas were conducted in 1995. The corrective actions reportedly included replacing an existing polyethylene liner, with a composite liner system consisting of a polyethylene drainage net, unspecified geomembrane, and geosynthetic clay liner (GCL). According to the corrective action design drawings for the tank farm, the liner was installed below 12-inches of sand and gravel cover and was extended up the in-board slope of the berm surrounding the ASTs. Copies of the design plans are provided in Attachment B.

• During the corrective action in 1995, petroleum impacted soil was reportedly identified during liner repairs along the berm in the transient tank area. According to previous reports, response actions included removing the petroleum impacted soil, which were relocated to another portion of the facility (Archery

Range and Sludge Spreading Area) where it was subsequently land-spread and treated.

In addition to the historical investigations mentioned above, we are aware that the tank farm is part of the current assessment of base-wide Per- and Polyfluoralkyl Substances (PFAS) impacts. Previous testing conducted at the tank farm revealed the presence of PFAS in both soil and groundwater. It is our understanding that the PFAS source may be linked to former fire protection systems, and additional testing is planned to further define the nature and extent of the contamination.

3.0 ENVIRONMENTAL INVESTIGATION

Based on our environmental records review, Weston & Sampson conducted a subsurface environmental investigation between 15 September 2023 and 13 October 2023. The investigation activities included advancing soil borings and targeted soil sampling and analysis. The soil boring locations are shown in Figure 1.

3.1 Site Inspection

On 15 September 2023, Weston & Sampson conducted a site visit to pre-mark the proposed soil borings. During the visit, Weston & Sampson inspected the ASTs containment areas for visual or olfactory evidence of historic fuel spills. No readily apparent evidence was encountered, except for a small area of stained soil near one of the transient ASTs. This area was preferentially selected for soil sampling during the investigation.

3.2 Soil Boring Advancement

Between 11 October 2023 and 13 October 2023, New England

Boring Contractors, Inc. (NEB) advanced three (3) geotechnical soil borings and eight (8) environmental “soft” borings at the Site.

The geotechnical soil borings (SB-1 through SB-3) were completed to depths between 14.8 and 19 feet below ground surface (ft bgs) using a hollow stem auger (HSA) drill rig after pre-clearing the top five (5) feet by vacuum excavation. Environmental soft borings were hand dug and vacuum excavated to depth of the liner in each containment area. Two environmental soft borings were completed for the transient tanks (EV-TTA-1 and EV-TTA-2) and six (6) were conducted in the tank farm (EV-BTA-1 through EV-BTA-

6).

The geotechnical and environmental borings were overseen by a Weston & Sampson engineer who logged soil samples at each location. Soil samples from the geotechnical borings were collected using 2-foot split spoons at

2-to-5-foot intervals . Soil samples from the environmental borings were collected using a hand auger continuously from ground surface to depth of the liner. The liner depth by location is provided below.

Soil samples at each geotechnical and environmental location were evaluated for visual and olfactory contamination. Weston & Sampson also performed jar headspace field screening for VOCs using a photoionization detector (PID) with a 10.6 eV lamp. Soil observations and PID screening results are provided on the boring logs in Attachment C.

3.3 Soil Sampling & Analysis

Weston & Sampson collected select soil samples for laboratory analysis based field observations and PID screening results. Samples were collected from each environmental boring location above the underling liner. One geotechnical boring, SB-1, was also sampled based on elevated PID screening results and presence of petroleum odors. The samples were analyzed for the following:

• Extractable Petroleum Hydrocarbons (EPH) with target Polycyclic Aromatic Hydrocarbons (PAHs).

• Volatile Petroleum Hydrocarbons (VPH) with target Volatile Organic Compounds (VOCs).

In addition to sampling for petroleum related impacts, Weston & Sampson also collected composite soil samples from the transient tank area (EV-TTA-COMP) and tank farm (EV-BTA-COMP) for preliminary disposal

Stained Soil at Transient Tanks characterization analysis. The composite sample were collected from the transient tank area and tank farm by combining the full depth of soil at each environmental boring for each area. The disposal characterization laboratory analysis included:

• Toxicity Characteristic Leaching Procedure (TCLP) RCRA-8 Metals,

• TCLP VOCs,

• TCLP Semi-Volatile Organic Compounds (SVOCs),

• TCLP Herbicides and Pesticides,

• Total Polychlorinated Biphenyls (PCBs),

• Total Petroleum Hydrocarbons (TPH), and

• Hazardous characteristics (corrosivity, reactivity, and flashpoint).

Sampling depths are summarized in Table 1. Samples for laboratory analysis were submitted to ESS Laboratory in Cranston, Rhode Island. Laboratory data reports are provided in Attachment D.

4.0 INVESTIGATION RESULTS

4.1 Environmental Soft Borings

Subsurface conditions inside the containment areas generally consisted of well graded sand with silt and gravel.

As noted above, Weston & Sampson encountered the liner at various depths ranging from 0.6 ft bgs to 1.5 ft bgs in the transient tank area and approximately 1.1 ft bgs and 1.4 ft bgs in the tank farm. No visual or olfactory contamination was encountered. The maximum PID screening result was 2.5 parts per million (ppm) at EV-TTA-1.

As shown in Table 1, soil sampling results for shallow soil in the containment area contained low concentrations of EPH in both transient tanks samples and one tank farm sample (EV-BTA-1). Where detected, the EPH concentrations were below MEDEP Remedial Action Guidelines (RAGs).

4.2 Geotechnical Borings

A detailed summary of geotechnical subsurface conditions is provided in Attachment C and the geotechnical data report.

No evidence of contamination or elevated PID screening results were encountered at SB-2 and SB-3. A petroleum odor was observed at SB-1 between approximately 7 and 11 ft bgs. Subsequent PID screening from this interval had VOC detections between 170 ppm to 185 ppm. Based on these results, a soil sample was collected from the depth interval exhibiting the highest PID screening result and was submitted for EPH and VPH analysis. As shown in Table 1, the results identified low concentrations of EPH and VPH fractions, select PAHs, and VOCs. Where detected, the concentrations were below MEDEP’s residential, commercial worker, and construction worker RAGs.

The concentration of C9-C10 aromatic hydrocarbons, naphthalene, and ethylbenzene exceeded the MEDEP RAG for leaching to groundwater.

4.3 Disposal Characterization

The composite disposal characterization samples are summarized in Table 1. Except for TPH in the transient tank composite sample (EV-TTA-COMP) and low TCLP barium concentrations in the transient and tank farm (EV-BTA-

COMP) samples, disposal parameters concentrations were below laboratory reporting limits. The TCLP barium results (0.092 mg/L and 0.097 mg/L) were below their RCRA toxicity characteristic threshold concentrations.

5.0 CONCLUSIONS

Weston & Sampson completed an environmental investigation to characterize soil within the Project Area. Based on the results, Weston & Sampson concludes the following:

• Presence of the liner for secondary containment around the existing ASTs was confirmed during the investigation. The liner was generally encountered between 0.6 to 1.5 ft bgs. The depth is consistent with plans and previous studies within the Project Area.

• Cover soil located above the liner in the containment areas around the ASTs does not appear to have been impacted by a historic petroleum release. Conversely, some residual petroleum contamination is present in soil outside the containment area near the transient tanks. Where detected, the contaminant concentrations are less than MEDEP RAGs, except for one VPH fraction and select VOCs that exceeded

MEDEP’s leaching to groundwater RAG.

• The Project is expected to require handling contaminated soil containing low petroleum, PAH, and VOC concentrations during future excavation activities outside transient tank area. Proper management of these soils is recommended. Based on the preliminary disposal characterization data, surplus excavated soil generated from this appear to be acceptable for off-site transportation and disposal at a non-hazardous landfill.

Given the environmental investigation findings, no additional soil testing is recommended. Depending on the

Project design, additional disposal characterization testing may be required to facilitate off-site transportation and disposal of surplus excavated materials. Testing may also be required during AST decommissioning/removal to meet MEDEP requirements. Lastly, we recommend the Project design consider any forthcoming results from PFAS soil and groundwater investigations at the site. Although not evaluated as part of our recent investigation, the presence of PFAS in soil and/or groundwater may affect the off-site management alternatives and the cost for handling of excavated materials during future construction.
