AMENDEMENT 0004
Question 1: Could you please provide the square footage of Bldg TC761, and what was the square footage of Bldg 1042 prior to demolishing ?
Answer 1: Area to be obtained from reference drawings provided.
Question 2: Should the landfill rates be included with the demo bid or will the dump fees be absorbed by Camp Lejeune's Landfill?
Answer 2: There are no dump fees at the MCBCL Landfill.
Question 3: Air monitoring for final clearance should not be required because the structures are going to be demolished and not reoccupied. Please confirm.
Answer 3: No air monitoring for final clearance required.
Question 4. We will need to coordinate with a POC from Camp Lejeune to ensure that all utilities are located, terminated, and disconnected properly. Please confirm understanding of such.
Answer 4: Utility locates and removal are to be performed by the Contractor in accordance with the provided reference drawings. Utility outages and terminations will require the Contractor to submit a standard outage request.
Question 5: Is there a certain permit required for the demo work on the base, and if so what is the cost for such?
Answer 5: The Health Hazards Control Unit (HHCU) of the N.C. Department of Health & Human Services, Division of Public Health, must be notified of plans to demolish a building, including residences demolished for commercial or industrial expansion. Notification of demolition is required by law even if no asbestos is present in the building. The removal of asbestos containing material must be done only by N.C.-accredited asbestos professionals. The Contractor must obtain an asbestos removal permit from the HHCU prior to any renovation project that will disturb more than 35 cubic feet, 160 square feet, or 260 linear feet of regulated asbestos-containing material. Demolition notifications and asbestos removal permit applications are to be submitted using the application form (DHHS 3768). The application form can be found HHCU website or by contacting the HHCU. Note:
Obtaining a demolition permit from the local city or county building inspections department does NOT satisfy or meet the notification requirements of the HHCU.
Question 6: Since Bldg. 1042 is already demolished, then all piled debris MUST be disposed of as ACM. All debris has been co-mingled; Therefore, the entire debris piles are considered contaminated.
Answer 6: Co-mingled debris must be disposed of as ACM. Elements of the foundation that are not co-mingled are to be disposed of as non-hazardous materials.
