1.5.1 Delivery Schedule
Contractor must notify the Contracting Officer in writing at least 21 calendar days in advance of the date on which the materials and equipment
SECTION 01 11 00 Page 2 are required. Contractor must pick up materials and equipment no later than 30 calendar days after such date.
1.6 TASK ORDERS
A Task Order is a document (DD Form 1155) prepared by the Contracting Officer that is issued to the Contractor and unilaterally orders work to be performed. Task Orders will be issued as necessary and may be amended. The Contractor must be responsible for receiving, processing, and accomplishing work ordered on written Task Orders. Task Orders may be faxed or e-mailed to the contractor by the Contract Administrator of the issuing Base. During electronic outages or other special conditions, the contractor will be required to pick up Task Orders daily from the Contract Administrator of the issuing Base. Building locations of where to pick up task orders will be given to the contractor at the pre-construction meeting that will be held within 15 days after award of the contract.
1.6.1 Task Order Numbering System
Each Base will issue, administer, and approve payment for work that they order. Each Base will issue their work on a separate numbering system (e.g. Base 1 will issue work on Task Orders 100 through 999, Base 2 will issue work on Task Orders 1000 through 1999.) The numbering system that will be used for this contract will be established at the pre-construction meeting or by such other means as shall be determined by the Contracting Officer.
1.6.2 Pre-Priced Contract Line Items
The Government will use the prices awarded for contract line items in the base year and for each option year as they apply in the award, and only if the option is extended. The Government will order work for Task Orders by multiplying the unit of measurement for each line item times the contract price for that line item. Each line item used on a Task Order is totaled separately and then combined with other line items to establish an estimated cost for a Task Order. Final payment will be determined by calculating the total work measured in place times the unit price of each line item. The total of all line items completed per Task Order, measured in place, and accepted by the Government must be sent by the Contractor to the administrating office that issued the Task Order for payment.
All work must be measured in place (task completed).
1.7 STANDARDS OF MEASUREMENT
The following standards of measurement shall be used by the Government and must be used by the Contractor when estimating the amount of work for each task order issued for this contract. These standards are contained in the Painting Contractors Association (PDCA) estimating book "PDCA, Estimating Guide" Volume 2: Rates and Tables, Twenty-First Edition; Copyright 2003, General, "Standards of Measurement," from Section 4, page 11.t
a. Rule #1 No object is considered less than one linear foot long and shall be measured as one square foot per linear foot.
b. Rule #2 Pipes, rods, structural steel, lumber, and other items to be finished whose circumference or perimeter is less than one foot is measured as
SECTION 01 11 00 Page 3 one foot, otherwise the actual measurement is used.
c. Rule #3 Items having similar surfaces, finishes, application methods, and accessibility may be grouped together and an appropriate production rate may be applied to the entire group.
d. Rule #4 When items that do not have all grouping factors in common are adjacent, they should be listed separately on the quantity take-off and measured at no less than one square foot per linear foot.
e. Rule #5 When items having equivalent surface, finishes, application method, and accessibility change direction at sharp angles and continue for a significant distance in the new direction, then measurement of the object increases by the length of the new direction, but usually not less than 1/2 of a square foot per linear foot.
f. Rule #6 When measuring non-uniformly shaped and curved items, the added length of the surface due to its curvature, change of direction or nonuniformity must be measured.
g. Rule #7 Closely fabricated items, such as chain-link fence, open web joists and grating, should be measured as being solid. If both sides of a closely fabricated item are finished, double the surface area. When a closely fabricated item is attached to framework, measure the framework separately as described in Rule #2.
h. Rule #8 When a small opening interrupts a continuous surface, the opening is disregarded and considered part of the continuous surface. Any openings extending from floor to ceiling and exceeding five feet in width shall be deducted. All openings 100 square feet or larger are deducted.
i. Rule #9 Cabinets, tubs, showers, and other items that restrict movement or access shall not be deducted from the measurement of total surface area.
1.7.1 Surface Area Tables
The tables in Section 8 of the Painting and Decorating Contractors of America, estimating book "PDCSA Estimating Guide", Volume 2: Rates and Tables; Twenty-First Edition Copyright 2003, titled "Surface Area Tables" may also be used in estimating the square foot area to be painted. In all cases, when one or more of the tables are used to estimate the area of an item to be painted the tables letter (A, B, C,) and table name must be noted in the estimate so all parties will know which method of estimating is used. Table B "Common Estimating Multipliers" may also be used in estimating the square foot area to be painted. The use of the multipliers must be noted on the estimate and the basic measurement and the product of the multiplier must both be shown for clarity.
