Though Offerors could essentially add the formulas themselves, to ensure that each Offeror is pricing with the same formula and to ease any need for the Government to go line-by-line to confirm the math of each

Please use Updated Attachment 2- HR Paint and Wall Covering IDIQ ELINs provided with Amendment 0001 and add the formulas manually for each tab.

Offeror in its evaluation - would the Government consider revising Attachment 2 to include locked formulas for the "Total" column in each tab?

SSPC QP 1 Certification - This paragraph and other portions of the specification reference the requirement for QP-1 Qualifications to perform any painting on this contract. This requirement is used for industrial painting projects and has a very high cost associated with it to obtain it and keeping the qualifications for the QP-1 Certification. If the Government’s intent is for the contract award winner to self-perform most of the work, please consider removing this requirement from the specifications.

There are currently no 8(a) companies in the Hampton Roads area that hold QP-1 Certifications. Therefore, any bids received that account for this requirement would need to be subcontracted to the few NON-8a industrial paint companies in the Hampton Roads area that hold QP-1 Certifications.

The QP-1 certification is used by painting contractors that work in the Shipbuilding industry or Manufacturing industries.

The contractor must have the capability to perform this service. The AOR of this contract is all Navy installations in the Hampton Roads area including Norfolk Naval Shipyard. There is the possibility that this contract may require services that need to meet the requirements of SSPC QP 1. Please price accordingly.
