1. No swing space or phase is indicated on the drawings. Can NAVY confirm that no swing space is available?
Answer: No swing space available
2. It is indicated in the project documents that the building will remain in operation during the entire construction period. Since we are following the project phasing, will occupants be moved from one phase to another while work is being performed in a specific phase?
Answer: Occupants may be moved to an alternate work location for a maximum of 4weeks to accommodate the construction processes
3. If the answer to the above is no, will the awardee be required to work over existing cubicles and stations throughout the project?
Answer: Yes
4. It is stated that the contractor is responsible for all furniture relocation to support the work activities. If we are going to remove the furniture who is going to be responsible for all IT equipment and personal items?
Answer: Personal property and IT equipment will be removed by the government prior to contractor's furniture relocations.
5. Will work be allowed to happen after 6 PM when all the occupants are out of the space?
Answer: Refer to specifications for off hours scheduling of work.
6. All the current heat pumps are running on a central refrigerant loop. Since the existing system has to be demolished, even if there are temporary cooling or heating systems in place, it will not function to the fullest extent. Can NAVY provide the heating and cooling loads for each phase?
Answer: Drawing GA102 depicts one sequencing option (see note 5) and requires temporary HVAC (see note 11); the selected Contractor must propose and plan their actual sequencing.
Therefore it isn't feasible to provide loads for the contractor's work sequence at this time. The existing VRF systems have multiple loops and outdoor units; the Contractor must determine whether an outdoor unit can remain running when one or more of its branches have been removed. Loads required for any given area may be estimated based on the design HVAC capacities as shown on drawings.
7. In the DIV 1 QC spec. 1.5.1.1 it is stated that - QC may NOT serve as SSHO or Super. Are 3 separate persons required for the project serving as QC, SSHO and SUPER?
Answer: Yes.
8. Which firm handles the controls in the building?
Answer: NRG/Niagra serves as the front end system.
9. Can NAVY provide pictures (2 or 3 areas in each of the phases) of existing open offices? Existing closed offices for reference purposes? Ductwork and mechanical units at the roof? Pictures looking at the mesh ceiling from vantage points that look down at corridors?
Answer: Photos provided for distribution to bidding contractors.
10. Please clarify the HVAC System Cleaning in specification 23 01 30.41. Does the cleaning include only the newly installed equipment or is existing equipment required to be cleaned. If existing equipment is to be cleaned, please provide a list of the existing equipment.
Answer: New work only.
11. During the site visit it was noticed that the second-floor fire suppression system piping is exposed, which is not depicted on the design drawings. It appears that the new equipment, ductwork, and hydronic piping will conflict and/or interfere with the existing fire suppression system. The design drawings and specifications are silent in regard to any modifications to the fire suppression system. Please, confirm that no fire suppression modifications are required.
Answer. No significant fire suppression modifications are anticipated. Refer to general note #5 on M-001 and the contractor coordination requirements contained in 01 33 00 para 1.15 for coordination drawings to be prepared for overall coordination of systems existing and new.
12. During the site visit it was also noticed that the existing ceiling space is very congested with lighting, sprinkler system, conduit, and other miscellaneous items. Also, the ceiling height is relatively low. It appears that there will be several conflicts with the new system and the aforementioned items that are currently suspended from the ceiling. Please, provide clarification regarding the contractor’s requirements if the new systems conflict with the existing ceiling components.
Answer: Refer to general note #5 on M-001 and the contractor coordination requirements contained in 01 33 00 para 1.15 for coordination drawings to be prepared for overall coordination of systems existing and new.
13. The project will require several crane lifts, are the lifts required to be completed when the building is unoccupied, after hours and/or weekends?
Answer: Yes.
14. The architectural demolition drawings state the following: “Remove and safely store existing light fixtures and portions of the existing suspended acoustical ceiling tile, mesh panels and grid system as required to accommodate HVAC demolition”. Will the government be providing a storage place for the removed items, or will the contractor be required to provide storage?
Answer: Storage is available at NSA Mechanicsburg
15. The architectural drawings state the following: “Reinstall existing acoustical tiles and grid system or mesh ceiling tiles and grid system. Replace broken or stained tiles as required”. Is this referring to tiles that are stained/broken during removal, storage and reinstallation or is the contractor required to replace the existing stained/broken tiles? If the contractor is required to replace the existing stained/broken tiles, please provide a quantity or a not-to-exceed quantity.
Answer: The contractor is required to procure and install (fully replace) any tiles damaged due to the execution of the contract. Existing acoustic ceiling tiles that are already damaged shall be identified by the contractor prior to execution of the contract work. Acoustic ceiling tiles system spares will be utilized to replace the existing damaged tiles. Contractor shall install spare tiles in lieu of the existing damaged tiles.
16. Specification section 01 45 00.00 20 – Quality Control states the following: “CxG may serve as a Cx Specialist if all requirements for both designations are met”. However, it does not indicate whether the CxS is a government hired entity, or if the contractor is required to provide a third-party CxS. Please, clarify who is responsible for providing the CxS for the project.
Answer: Contractor hired
17. Relating to the exterior roof duct, I am not easily finding the insulation material to be used.
Duct insulation thickness schedule 3.3.1 on page 25 indicates 2 ½” thick which equates to a fiberglass product to achieve an R 12 rating. First request is to be able to use a 2” thick Poly Iso rigid board that has an R 12 value as well and is less permeable to water then fiberglass.
Secondly I believe the cladding for exterior duct is called to be EPDM roofing material; in the insulation industry we typically try to stray for this product as it has recently been unavailable to us when needed and extreme price add compared to exterior cladding designed for duct applications. Would the use of an Aluminized (silver) Alumaguard self-adhered product be considered for use (data sheet included); this is a very heavy 35-38 mil product and equivalent to an EPDM material. In the past NSA specifications indicated self-adhered products were available for use even at a lower mil thickness so I strongly feel the Alumaguard product would be a wise selection for this application as it also has the ability to be installed at temperatures down to 10 degrees since we do not actually know when this install would be needed.
Answer: Section 23 07 00 paragraph 2.4.4 Weatherproof Duct Insulation defines the insulation as cellular glass, and the EPDM jacketing as conforming to Section 07 53 23. That paragraph is referred to in Article 3.3.6 Duct Exposed to Weather. Cellular glass with adhered EPDM is also indicated on Detail C3/M-502. The EPDM material is required, and must be compatible with the existing roof membrane. Note: the existing above-roof duct system has EPDM jacketing.
Alumaguard and similar products are not allowed.
18. The specification is vague on whether duct liner is required or not. Please clarify due to the fair amount of cost associated.
Answer: Acoustic liner is indicated in Detail A5/M-501; which is the only use indicated.
19. In the DIV 1 QC spec. 1.5.1.1 - QC may NOT serve as SSHO or Super. so you need 3 persons for this project according to spec. Some contractors may miss this bid. Might want to ask in an RFI.
If nothing else it levels the field for the number of onsite supervisors required.
Answer: Acknowledged.
20. Specification 05 12 00 - 1.3, calls for the steel fabricator to be AISC certified. In past projects with similar requirements, we've had this waived and provided company history, work experience, etc in place of it for our long-time steel fabricator/erector. Can this requirement be waived?
Answer: This requirement will not be waived.
21. There are a lot of connection details shown on page S-501, however, we are not seeing references to these details on the plan view on S-102, so we're not sure which details apply at which locations? Can you provide an updated plan view on S-102 to show the detail references?
Answer: Additional section callouts have been provided on revised Sheet S-102.
22. On the plan view on S-102, there are notes to remove existing dunnage in 2 of the new HVAC unit locations. At the walk-through, I don't recall seeing any units or support steel. Are there old curbing pieces on the rooftop?
Answer: Photos are provided
23. Equipment schedules do not indicate basis of design manufacturer's or models for the equipment. Can this information be provided?
Answer: No, refer to specifications for detailed requirements.
24. Please advise if the area below the new roof penetrations will be easily accessible during the project to do the wood framing? Will this work need to be done after hours?
Answer: Refer to specifications for work restrictions 01 14 00

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the
Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses
(29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate
(weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or
""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010
08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour
National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the
Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations
Wage and Hour Division
U.S. Department of Labor
200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator
(See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator
U.S. Department of Labor
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative
Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board
U.S. Department of Labor
4.) All decisions by the Administrative Review Board are final.
