Inquiries and Answers

QUESTION GOVERNMENT RESPONSE

Reference: Spec Item 2.2.1 Government Regular Working Hours Question: What areas of the base or “specific work requirements” necessitate Contractor work be performed outside of the Government Regular Working Hours? Can all areas of the base be serviced Monday through Friday?

Normal work shall be performed Monday – Friday. If there is inclement weather or other circumstances preventing grounds maintenance operations, weekend work/after normal hour work may be warranted to catch up on workload. Any other work outside Government regular working hours must be authorized by the KO prior to commencement of work.

Can the contractor store fuel on base? Refer to Section C, spec item 2.4.2.

Is the contractor responsible for removing all natural debris and yard waste from the installation?

There is a central location for small clippings at the south end of the base. Large items from down trees will have to be disposed of off base.

Reference: Spec Item 2.7.1.2 Quality Manager Question: Can the Quality Manager perform contract work?

No

Reference: Spec Item 3 FFP Question: This section refers to Base Measures COL 3 and COL 4 as well as Additional Measures COL 3 and COL 4. Can the Government clarify the Base Measures and Additional Measures?

Section C spec has been updated to reflect the values contained in Attachment J-1502000-08, 3.1.1 “Lawns and Field Maintenance”.

Reference: Spec Item 3.1.1.4 Irrigation Question: This section references that “the Contractor shall notify the KO of any inoperable irrigation system components within 24 hours of discovery. The Contractor shall be fully responsible for repairs resulting from Contractor’s negligence”. Does the base have irrigation systems in place that the Contractor is to utilize?

Refer to Section C, spec item 3.1.1.4.

Reference: Attachment J-1502000-08 Common Output Level Standards (COLS) Question: Can the Government provide reference photographs in addition to these COL standard definitions so the Contractor is aware of the

Refer to Section J, which provide COLS minimum and maximum acceptable heights.

presentation that is expected with each level of service for mowing and trimming, plant/plant bed maintenance, shrub/hedge maintenance, ornamental tree maintenance, and vegetation control?

Reference: Attachment J-1502000-08 Common Output Level Standards (COLS) Question: Can the Government provide a count of ornamental trees in COL 2 and COL 3 areas that the Contractor is required to maintain on a Semi-Annual basis?

Bldg. 311 – 33 Trees Bldg. 309 – 16 Trees

Will the Government reconsider their position on method of submission of proposals? Considering the environmental impact of printing three (3) hard copies of the non-price factor alone is grounds for reconsideration. Further, the Contractor will be forced to rely on commercial carrier for guarantee of submission which is problematic and not cost-effective. Allowing for electronic submission allows the Contractor to confirm, in real time, delivery of proposals.

The proposal submission instructions remain unchanged.

Should the request for electronic submission of proposals be denied, will the Government consider an extension on proposal due date given the short turn-around time for questions to be answered, final preparation of proposals, and allowing several days prior to the proposal due date to mail via commercial carrier?

See Amendment 0003.

Reference: Attachment J-0200000-07 ELINs Question: ELIN A036 is for 20.02 AC for the Army Reserve Center Customer at the COL4 Improved Grounds FIELDS level of service. This level of service is for mowing only and does not include trimming. Can the Government confirm that the Army Reserve Center grass surrounding the building and other fixed obstacles grass does not require trimming?

Refer to Section J, which provide COLS minimum and maximum acceptable heights.

Reference: Attachment J-1502000-08 Common Output Level Standards Question: The COL level document does not give any description for semi-improved acreage standards. Can the Government please detail the requirements for grass height, minimum frequency, trim and vegetation control for semi-improved acreage?

Refer to Section J, which provide COLS minimum and maximum acceptable heights.

Reference: Attachment J-1502000-08 Common Output Level Standards Question: The COL level document does not give any description for unimproved acreage standards. Can the Government please detail the requirements for grass height, minimum frequency, trimming, and vegetation control for unimproved acreage?

Refer to Section J, which provide COLS minimum and maximum acceptable heights.

There are many large rain gardens on base, can the Government confirm which ELIN these rain gardens square footage or acreage belongs to?

The rain gardens are owned by NSA REGION. Within attachment J-0200000-07 ELINS, you will find NSA REGION, Prestige COL2 totaling 81,386 sq. ft. Within that 81K sq ft, approximately 30,000 sq. ft is for the rain gardens.
