RFI RESPONSES
NUWC Building 1246 New Collaboration Space Utilities: Request for Information Responses (#1-6)
RFI #1: Do the specifications/drawings include the final tie in of the utilities to the trailer? If so what are the drawing and specifications for them?
Government Response #1: The drawing set for the New Collaboration Space, attached, indicates final tie in of the utilities to the trailer; drawing E2.1 indicates electric (pin and sleeve receptacle), and drawing P2.1 indicates sanitary (two-point connection plus vent) and water (one-point connection).
RFI #2: Will the trailer be on site and installed before the contract is awarded? If it is not will the specification for the trailer be provided as an enclosure?
Government Response #2: The New Collaboration Space (trailer) is scheduled for delivery on Friday, 27 January 2023. It will placed near the utility work area, and moved to the final location after all underground utility work is complete.
RFI #3: Does the design engineer have the approved utility permits required for installing utilities on NAVSTA Newport. If so are they going to be provided with the contract documents?
Government Response #3: Utility permits are not required for this project. Confirmation of the locations of underground utilities and structures in the project area using ground penetrating radar is required for this project, as indicated on New Collaboration Space Utilities drawing T/E-1.
RFI #4: What is the expected power supply and specifications for the heat trace going on the water line, as indicated in the drawings?
Government Response #4: The heat trace specifications are attached. Heat trace shall be installed from the frost line, approximately 4’ below grade, up to the New Collaboration Space (trailer).
RFI #5: Is a polyethylene tubing an acceptable substitute for the copper waterline shown in the drawings?
Government Response #5: Polyethylene tubing is an acceptable substitute for the copper waterline.
RFI #6: Is the strainer for the water meter before or after the water meter?
Government Response #6: The strainer is located after the water meter, as indicated on New Collaboration Space Utilities drawing C-1.
NUWC Building 1246 New Collaboration Space Utilities: Request for Information Responses (#7-14) RFI #7: Where will NUWC/NAFVAC allow the temporary soil stockpile for the excess excavated material that is assumed contaminated with arsenic be stockpiled so it can get tested and approved for proper disposal at a licensed facility?
Government Response: The temporary soil stockpile can be placed adjacent to the excavation site.
RFI #8: The drawing calls for 1” Type K Copper water service piping, can 1” CTS water piping be used instead of the copper?
Government Response: 1” polyethylene tubing may be used instead of 1” type K copper water service piping.
RFI #9: What is the invert elevation for the new 4” PVC sewer service penetration/connection at the existing sewer manhole?
N4008523B2503
Government Response: See the site plan on drawing #22-027A sheet C-1; existing sewer manhole top=87.95’, inv-in=78.75’, inv-out=78.70’.
RFI #10: Can you provide a connection detail that NUWC/NAVFAC would approve for the new 4” PVC sewer service penetration/connection at the existing sewer manhole?
Government Response: Core drill through the existing sewer manhole wall providing a 2” minimum annular space, install new pipe with flexible sleeve inside rubber boot (EPDM manhole connector with SST inner strap toggle and outer strap), and fill annular space with non-shrink grout. Drop off not required.
RFI #11: What are the details for cleanout on the sanitary sewer line, as well as intended location?
Government Response: See work note #2 on drawing #22-027A sheet C-1; Provide a clean-out on the riser above grade.
RFI #12: What are the details for manhole connection for sanitary sewer, i.e; core & rubber boot, inside drop off, outside drop off, or no drop off?
Government Response: Core drill through the existing sewer manhole wall providing a 2” minimum annular space, install new pipe with flexible sleeve inside rubber boot (EPDM manhole connector with SST inner strap toggle and outer strap), and fill annular space with non-shrink grout. Drop off not required.
RFI #13: Where is the soil disposal location and are the tip fees carried by the contractor?
Government Response: The soil disposal location is dependent upon the testing results. Tip fees are carried by the contractor.
RFI #14: Sheet E2.1 shows several Fire Alarm Devices but no panel or connection detail. Are these to be 120V stand-alone devices or are they to be addressable and tied into the building’s FA System?
Government Response: The Collaboration Space fire alarm devices indicated on sheet E2.1 are stand-alone devices, and are not being tied into the building’s fire alarm system at this time.
