Questions:

1. Does page 84 of the solicitation “LOCATION AND FREQUENCY IDIQ HISTORICAL DATA” “number of containers” refer to the number of annual hauls?

In the past it was monthly, but as it states in the solicitation footnote:

Frequency of emptying these containers vary from Bi-weekly, once every two weeks, to Bi-monthly, once every other month, based upon mission workload and readiness.

Refer to Note 1 below.

2. Can you clarify page 84 of the solicitation “LOCATION AND FREQUENCY IDIQ HISTORICAL DATA”, wood open top containers are listed as a total of 2, a 20cyd and a 30cyd, but the Maps and Locations table indicates the requirement for a 20cyd at Bldg. HA-1, a 30cyd at Munda Road, a 30cyd at Bldg. S-35, a 30cyd at Saipan Road Recycling Center and a 30cyd at Waterfront Recovery and Recycling near Bldg. R-22.

Refer to Note 2 below.

3. Can you clarify page 84 of the solicitation “LOCATION AND FREQUENCY IDIQ HISTORICAL DATA”, there are 19 “number of containers” for a 40cyd C&D open top but there is not a 40cyd C&D open top listed as a requirement in the “LOCATION AND FREQUENCY FFP HISTORICAL DATA”.

IDIQ (non-recurring) service was and is performed independently of FFP (recurring) service therefore the requirements will not be the same.

4. Can you clarify page 84 of the solicitation “LOCATION AND FREQUENCY IDIQ HISTORICAL DATA”, both a 30cyd and a 40cyd Solid Waste container is listed as being required but in the “LOCATION AND FREQUENCY FFP HISTORICAL DATA” only indicated the requirement for a 40cyd solid waste open top container.

IDIQ (non-recurring) service was and is performed independently of FFP (recurring) service therefore the requirements will not be the same.

5. Were there a total of 55 C&D open top hauls between 2020 and 2021? If so, is that frequency anticipated to continue?

Refer to Note 1 and 2 below.

6. Page 47 (2.10.2.6) indicates contractor will manage all U-waste. Can you expand on types, quantities and frequencies of U-Waste?

As referred to in the index, U-waste is Universal Waste.

Quantities are based on the needs of mission; therefore, quantities and frequencies cannot predicted, however, the contractor will be required to perform the service.

7. Possible delays were indicated in respect to arriving on post. Can you estimate a typical length of time for waiting?

No, it is based on mission needs however any delays affecting performance can be reported to the Contracting Officer.

8. In trying to justify containers listed with maps and locations: is it correct that only containers on the “Waterfront” map are those in the Leonard location (to include item 020, 017, 018, 019, 037 and 038)? And all other containers are in the “Colts Neck” location (Naval Weapons Station Earle proper)?

Container placement is dependent and justification is dependent on the requirements of the contract.

9. The maps list a 4cyd solid waste and a 4cyd single stream recycling container in the RV park. Should this be included on the list of dumpsters to be serviced?

Yes, as listed in the solicitation.

10. The Historical Frequency Data lists two 30cyd wood open top containers at the Waterfront Recycling Ctr and two 30cyd construction debris open top containers at the Waterfront Recycling Ctr but the “ATTACHMENT J-1503030-04 MAPS AND LOCATIONS” table lists a single container of each. Is the requirement for two top containers at that Waterfront Recycling Ctr. Area for each commodity?

The source document for current contract requirements is NOT Historical Data.

Refer to Note 1 and 2 below.

11. Will any CLINS be ordered using a Governmental Purchase Card (credit card)?

It is possible and has been done in the past.

12. Reference to 2.8.6.1 - Are there any containers in the secure area? If so, which ones?

Yes, and these areas are pointed in the site visits. Upon award your qualified employees will be granted access free of charge.

13. How many emergency relocations should we anticipate annually?

In the past emergency relocations have not exceeded contract requirements.

Refer to Note 1 below.

14. Route-based services for containers 4cyds to 8cyds are typically mixed with other commercial materials, therefore weight tickets are not available. Is an estimated weight based on industry standards acceptable? Is there a truck scale on site(s) and available for weighing in and out?

An exception for estimated weights was not included in the solicitation; therefore, they are not permitted. Trucks must be weighed off of the installation and not at government expense.

15. There is only one CLIN for open top containers for wood, construction debris, foreign waste, concrete/asphalt, etc., however these materials will be taken to various locations and the costs range significantly based on the container size and material. Are you expecting one price for all of these material types? It is suggested that CLINs are expanded to provide the best pricing to the government for these various materials.

The CLINs are not based on expectations however they are the specific amounts the contractor will be paid for the specified service. The location is irrelevant.

16. Can you provide an estimated historical average for open top hauls for each container size and material type?

Available historical data has already been provided in the solicitation.

Refer to Note 1 below.

17. Are all required open top containers (15cyd – 40cyd) containers permanent or are some of these expected to be temporary on call basis? If so, can you please define the quantity of each?

Most roll-off containers remain at the listed location until they need to be exchange for and empty one. Containers that service the ships are usually not stationary for long. Non roll-off containers (small) are stationary and are usually serviced on a weekly (recurring) basis.

18. For all Open Tops, will you provide historical weights for each container size and material type so that we may properly estimate costs for disposal?

Available historical data has already been provided in the solicitation.

Refer to Note 1 below.

Note 1: Historical Data included in the contract is merely a statement of previous events that do not reflect the current need and may or may not represent future requirements. Contractors will be required to the fulfill all of the requirements of the contract without any dependency on historical data or events.

Note 2: Data in the maps, attachments and text of the solicitation takes precedence over all Historical Data. Historical Data happened in the past.
