3 Amendment 1, issued on February 2,2022, specific to 5.1 System of Award Management (SAM) Database:
Stated, “All contractors are advised that registration in the System for Award Management (SAM) Database is required prior to submission of SF330 package. If the firm is operating as a Joint Venture Entity, the Joint Venture shall be registered in the System for Award Management (SAM) Database prior to submission of SF330 package. Failure to register in the SAM Database may render your firm ineligible for award.”
Prior to the Original Published Date: Jan 28, 2022, we began creating a Joint Venture, specific to this NAVFAC requirement, with the assumption ”All contractors are advised that registration in System for Award Management (SAM) Database be required prior to award of a contract.” This process, submitting and receiving approval from State and Federal Agencies, for TIN, DUNS, CAGE, and SAM are nonconcurrent and normally take 45 calendar days. Time between amendment and Offer Date is 33 Calendar Days. This places a disadvantage for you to receive a competitive unrestricted proposal.
Question: Given the fact the normal process to obtain a SAM registration is 45 days, compounded with known government delays due to COVID, would you extend the Offer Due Date 60 days from February 02, 2022 to allow sufficient time for teams to obtain SAM registration in order to foster greater competition and

16 SF330 Submission requirements states that, “font limitations do not apply to graphics, captions or tables.” Please confirm this statement applies to the entire SF-330 submission and not just the Organizational Chart.
Confirmed.
17 SF330 Submission Requirements states “In accordance with the FAR 36.601-4(b) the AE firm must be a registered/licensed Architectural and/or Engineering firm to be eligible for award.
Provide proof that the firm is permitted by law to practice the professions of Architecture or Engineering, (e.g., state registration number, or a brief explanation of the firm’s licensing in jurisdictions that do not register firms, etc.).” FAR 36.601-4(b) states “Contracting officers may award contracts for architect-engineer services to any firm permitted by law to practice the professions of architecture or engineering.”
Please confirm that a list of state registration numbers for each participating AE firm's office/branch location (Part II) demonstrating their licensure to perform Architectural and/or Engineering Services is sufficient proof and that this information may be provided in tabular format as an appendix and not counted among the 100 page limit of Part I. Additionally, please confirm that only AE firms submitting as prime consultants must demonstrate this proof.
A list of state registration numbers for each participating AE firm's office/branch location demonstrating their licensure to perform Architectural and/or Engineering Services is sufficient proof and this information may be provided in tabular format as an appendix and not counted among the 150 page limit of Part I.
18 Criterion 1- Please provide clarification of the following statement, “Only experience where firms prepare the design-build RFP package will be considered services similar to those anticipated under this contract.” This could be interpreted as the only kind of specialized experience valid for this contract. We do not believe that is the intent of the statement.
Statement “Only experience where firms prepare the design-build RFP package will be considered service similar to those anticipated under this contract” applies to Criterion 7.1, item b). For design-build projects where the firm’s role is Designer of Record and the firm performed professional services of full design plans and specification will be evaluated as Design-Bid-Build experience.
19 - Criterion 1-Specialized Experience (SF330, Part I, Section F): We recommend with the extended period of relevant project completion (7 years rather than 5) that NAVFAC considers Navy projects with FC 300-09N experience more favorably than other DoD agency projects. Consider adding a “may be considered more favorably” feature to Criterion 1 such as: “Demonstrated experience on Navy installations within the primary geographic area of this contract.” This feature has been included in many other recent Midlant AE IDIQ multi-discipline procurements.
See Amendment 2, 20 Criterion 2 — Professional Qualifications (SF330, Part I, Sections E & G): Is there a minimum number of resumes required for each Key Personnel?
Bid per Synopsis, "Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to two
(2) pages"
21 Criterion 2 — Professional Qualifications (SF330, Part I, Sections E & G): Would the addition of resumed Disciplines or Specialties over and above those considered Key Personnel per the synopsis have the potential to favorably impact the evaluation of Section E?
No, Bid per Synopsis.
22 Criterion 2 — Professional Qualifications (SF330, Part I, Sections E & G): Cost Engineer is identified as Key Personnel.
Do you require a registered professional engineer or is a certification such as the Nationwide Certified Cost Professional (CCP) meet the requirements? Industry standard does not require cost estimators to be registered professional engineers.
Professional registration is not require for the Cost Engineer, but certification such as Nationwide Certified Cost Profession (CCP) is required.
23 What is the cutoff date and time to submit questions?
See Amendment 2.
24 Within Criterion 2, Professional Qualifications, please clarify the maximum number of individual resumes that will be evaluated for each key personnel role.
Bid per Synopsis.
There is no maximum number of key personnel for Criterion 2.
25 Within Criterion 2, Professional Qualifications, please clarify if the resumes are limited to two pages per person resumed or two pages total if multiple personnel are resumed for the same position.
Resumes are limited to 2 pages per person.
26 The RFP references the need for a Registered Communication Distribution Designer (RCDD) within paragraph B.4 of Appendix “B”. Because of the specialized nature of this role, should this be considered a key personnel role within Criterion 2, Professional Qualifications?
Registered Communication Distribution Designer (RCDD) is required per FC 1- 300-09N
27 In view of most personnel teleworking during COVID, will you consider removing the mailed/hardcopy proposal requirement?
Bid per Synopsis.
28 May we use subconsultant projects in Section F or do all five need to come from the Prime?
No, Bid per Synopsis
29 The current and previous contracts for the NAVFAC MidLant Hampton Roads Large Projects IDIQ have been held by the same firm since 2015. By requiring Specialized Experience projects be completed within the last 7 years, this limits the ability of other teams to show relevant project experience for NAVFAC MidLant within the Hampton Roads AOR. We request the project completion date be extended to 10 years. If changed, the project completion dates would mirror the current time requirements listed for key personnel resume project experience resulting in a more comprehensive offering to the Government.

7.0 SELECTION CRITERIA
Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. Evaluation criteria (1) through (4) are considered most important and are equal among themselves; criteria (5) through (7) are of slightly less importance and are equal among themselves; criteria (8) is of the least importance and will be used as a tie-breaker among technically equal firms. Specific selection criteria include:
1. Specialized Experience
2. Professional Qualifications and Technical Competence
3. Past Performance
4. Quality Control
5. Program Management and Capacity
6. Firm Location
7. Commitment to Small Business
8. Volume of Work
7.1 Criterion 1-Specialized Experience (SF330, Part I, Section F):
Firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in:
a) Designing and providing full construction drawings and specifications for various facility projects; including applying sustainability concepts through an integrated, cost effective design approach;
b) Prepare Design-Build RFP packages; including environmental surveys, geotechnical reports and schematic design concepts;
c) Experience preparing preliminary design deliverables such as concept plans, facility planning studies, including; developing facility requirements, preparing engineering evaluations, project scope, and unit guidance or parametric cost estimating;
d) Designing projects that demonstrate experience with Virginia codes, laws and permitting procedures;
e) Building Code Analysis and Life Safety Code Analysis; and
f) Providing construction phase services (shop drawing review, record drawings preparation, construction inspection services, and owner’s manuals)
Firms may be considered more favorably by demonstrating the following:
1. Experience designing projects to Navy or other DoD agencies criteria (such as: UFC, ECB, Mil Stds., NAVFAC DB Master RFP templates, UFGS, etc.)
2. Demonstrated experience to Navy facility projects, demonstrating capability of AE firm and individual team members (AE staff, key personnel, sub-consultants) to develop/prepare Regional DD1391 using MII cost estimating software.
3. Demonstrated experience providing Value Engineer Study or Cost and Schedule Risk Analysis (CSRA) per FC 1-300-09N.
NOTE: Project examples that include only inspection and condition assessment effort and associated reports do NOT demonstrate specialized experience and will NOT be considered services similar to those anticipated under this contract.
Submission requirements: Provide seven (7) projects completed within the past seven (7) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. Sufficient information to determine the date of completion the project must be included in the project description or the project will not be considered.
Provide at least one example project demonstrating experience with a final construction cost $30M or more. If more than the maximum number of projects are submitted, the Government will only evaluate the first seven (7) projects in the order submitted. Offerors must clearly define the professional service role performed by offeror in relationship to the project owner. For Design-Build projects, where the firm’s role is Designer of Record and firm performed professional services of full design plans and specifications for Prime Contractor will be evaluated as design-bid-build experience. For item b) only experience where firms prepared the design-build RFP package will be considered services similar to those anticipated under this contract.
All projects provided in the SF330 must be completed by offeror’s office/branch/regional office proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part 1, Section F, block 25, “Firm Name” Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, date of project completion (MM/DD/YEAR), award contract value, current contract value, define professional service role and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed by the offeror and identify the specific roles and responsibilities performed by the offeror or team member on the project. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project may be eliminated from consideration.
NOTE 1: If the firm is a joint venture, projects performed by both members of the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects may be submitted for either member of the joint venture, not to exceed a total of seven (7) projects, but greater consideration may be given where projects are demonstrated for the joint venture and/or both members of the joint venture.
Projects shall be submitted on the SF-330 at Part I, Section F and shall be completed projects. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. The Government will not evaluate information provided for an IDIQ contract. Submitted projects that do not conform to this requirement will not be evaluated.
NOTE 2: Date of project completion is defined as date of final design acceptance by client. For full design projects, date of project completion is the date of final signed sealed plans & specifications delivered to client. For DB RFP preparation, date of project completion is the date of final RFP document submission to client. For DB RFP representing Contractor as Designer-of-Record (DOR), date of project completion is the date of final design acceptance by client. For Design Development/DD1391 and Studies/Investigations, date of project completion is the date of final submission of design development/DD1391 and/or report to customer. A project may not be considered if insufficient information is provided to clearly show the date of completion.
All information for Criterion 1 should be submitted in the SF330, Part I, Section F of the. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 1.

Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. NOTE: Past performance information for projects listed under Criterion 1 may be given greater weight.
Submission Requirements:
SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER CRITERION 1.
IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (A)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. DO
NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. For Design-Build contracts, if the Offeror was not both the Prime Contractor (JV partner or single entity) and Designer of Record on a project, the design-build contractor may complete and provide a PPQ for the AE design partner/Designer of Record.
Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (A)), which will provide contract and client information for the…
