1. Question: The seed project for this MACC is paving parking lot G480 – should this be the description shown on page 3 of the solicitation? With the quantity of 95,000,000 Each listed, it is unclear what should be written on the line for net amount.

Answer: The line item description on the solicitation represents the basic award for the contract, which has a Not To Exceed value of $95,000,000. No pricing shall be included on this line item. Provide pricing for the seed project on the “Pricing Sheet” provided in the attachments in SAM.gov.

2. Question: On Page 9 of 51, the Corporate Experience factor criteria indicates offerors are to submit projects with a final construction cost between $50K - $1M, however on Page 5 of 51, Paragraph 1.3 indicates task orders will predominantly range between $150K - $10M. If we included projects for Corporate Experience that exceed $1M as indicated under Factor 1 – Corporate Experience will the projects be considered relevant?

Answer: A construction project in excess of $1 million dollars will be considered relevant, as long as it meets all other criteria stated by the RFP.

3. Question: Under Factor 1 – Corporate Experience, the size of relevant past construction projects is listed as a size of $50,000 to $1,000,000. Should this be changed to $50,000 to $10,000,000? The solicitation notes that the maximum for anticipated projects is $10,000,000, not $1,000,000.

Answer: No, the majority of projects awarded under this MACC will fall within the $50,000 to $1,000,000 range. Projects in excess of $1 million that demonstrate Corporate Experience will be considered relevant, as long as it meets all other criteria stated by the RFP.

4. Question: Please clarify if the Government would like both Joint Venture Agreements and SBA approved Mentor-Protégé Agreements or one or the other to be included in the offerors submission.

Answer: Provide any agreements that apply to the company or companies that will be submitting the proposal.

5. Question: Please clarify if the Government would like offerors to include Joint Venture/MPA information under (b) Non-cost/price Factors, Factor 1-Corporate Experience, f). If not there, please specify where in the submission offerors are to include the requested information.

Answer: Yes. Information is also required for each contractor who is part of the partnership/joint venture under Factor 2- Safety.

6. Question: Would the Government consider allowing offerors to submit proposals through the PIEE Solicitation Module in an effort to reduce environmental impacts of hard copy submissions?

Answer: No, only hard copy proposals will be accepted.

7. Question: The Government states that relevant projects, in regard to size, will have a value of $50,000-$1,000,000. Does this mean the majority of task orders anticipated under this contract will fall within that range?

Answer: Yes.

8. Question: Are subcontractor letters of commitment included in the page count under (b) Non-cost/price Factors, Factor 3-Management Approach, (i)?

Answer: Trades and services that will be subcontracted should be identified within this narrative but the letters of commitment from the subcontractors will not count towards the page limit.

9. Question: Block 13-A of the SF 1442 states to submit one original and four copies. Section 00 21

00, Instructions, requires one original plus one copy for the price factor, and one original plus two copies for the non-price factors. Are we to assume that the section 00 21 00 requirements take precedence over the SF 1442’s requirements?

Answer: Follow the guidelines under Section 00 21 00 Instructions.
